ITEM DESCRIPTION Discussion of Baseball Facilities at Brook Run Park. BACKGROUND In May the City received proposals from qualified vendors to provide construction services for development of two baseball fields and supporting structures on the property purchased adjacent to Brook Run Park. City Council rejected the bids received due to them exceeding the project budget and directed staff to revise the scope of work and solicit bids that were more in line with the funds available. Staff has worked with Skyline Engineering and Construction to revise the scope of the project. The current design has reduced the parking area and moved the baseball fields to the west, away from North Peachtree Rd. This has reduced the walls required on the site. Other options in building materials have also been considered to further reduce the cost of the project. During this process, staff also met with Astra Construction Services to discuss utilizing their State of Georgia construction contract to build the facilities. Astra will have a cost to construct the ballfields based on these contract terms by the July 10 Council Meeting. If Council decides to utilize Astra’s state contract the City would not be required to rebid the project and would be able to expedite the start date of construction.
RECOMMENDATION
Staff will provide a recommendation to Council once it has received the bid from Astra. If the bid is within budget Staff recommends (1) approving a contract with Astra Construction Services to not exceed the amount presented including a 10% contingency, for the construction of baseball facilities at Brook Run and (2) authorizing the Mayor and City Manager to execute all documents following review and approval by the City Attorney and (3) authorize the Finance Director to allocate the funds for the project.
If the amount exceeds the available funds, Staff recommends rejecting Astra Construction Services bid and resolicit the project to potentially receive bids more in line with available funds and (2) continue to work with Skyline Engineering to refine the design and reduce the cost of the project.
