l. The Department of Education (DepEd), in partnership with the National Commission for Culturc and the Arts (NCCA), the Department of Trade and lndustry (DTI), the Technical Education and Skills Development Authority (TDSDA), and the National Music Competitions for Young Artists Foundation Inc. (NAMCYA), announces the holding of the 2OlB Srning Panbansa with the themc Sining Pangkabuhagan Para sa Kabataan to be comprised of a series of activities from February to May 2018. This is consistentwith Article 2, Section 17 and Articie 14, Sections 14-18of the lgBTCorrstitutionanclwithAgenda6of theDepEclTen-Point Agencla.

The activities shall be hosted by DcpEd Regions V (Bicol) arrd XIII (Caraga), in coordination with their respective City/Local Governments, Department of Tourism {DOT), TDSDA, DTI, and the NCCA.

The activities aim to:

strengthen awareness and appreciation of the nation's rich cnltural heritage ; clemonstrate positive attitude through aclive participation in plenary sessions, workshops, performances, cxhibits of outputs, and parade ; and pl'eselve, promotc, and develop authcntic Filipino cultut'e, arts and crafts as a way of lile and livelihood.
Srning Parnbansa activities shall include regional street dance parade, plenary scssions, an't camps, performances, workshops, exhibits, awarding and recogrritiou of various artists, among others.

'lhe Sining Pambqnsq is open to teachers and students from both public and private secondary schools, senior high schools, schools offering Special Program in the Arts (SPA), Indigenous Peoples Education (IPEdl, Arabic Language and Islamic Vaiues Education (ALIVE), Alternative tearning System (ALS), and schools of living traditions. In additior-r, DepEd fireld oflicials, particularly the regional/division/SPA coordinators arc strongly advised and encouraged to attend. 7.
The Deptrd National Organizing Committee (NOC) shall be chaired by the Undersecrctary for External Partnerships. The NOC, through its chair, shall designate the rnenbers of the various working committees. The members of the NOC arrd th<: various u'orking committees shall be comprised of personnei from the central and regional offices, representatives from government partners, and the Regional Culture and Arts Coordinators (RCAC) and/or the regional SPA supervi sors/ coordinators.
B.
The RCAC and regional SPA supervisors/coordinators are required to atter'rcl all plaming nreetings/conferences, workshops, opening and closing programs, and thc awarding ceremonies. Those who fail to attend due to equally irnportant mattcrs should send their respective representatives.

members of the working committees, RCAC and Regional SPA supcrvisors/coordinators are required to have an approved travel authority cir"rly signed by thcir respective heads of office for the conduct of the Sfning Pambq.nsa-
t0. Thc NOC, through its chair, is authorized to make necessary management, actions and clecisions in the conduct of Sirdng Pambansa. The host regions shall handle all financial, admirristrative, and operational matters relative to the holding of the said event. The NOC. together with ihe host regions, shall provide the technical managcmcnl and operational services. 1L TI-rc board and lodging, supplies alld materials, honoraria of speakers, event kits, prizes, sonnds and lights rentals, transportation, including travel expenses of DepDd NOC and thc mcmbers of the working committees and other related and incidental expcnses sliall be charged to downloaded fur:ds. The prizes/awards for
the Catuad. Parartga.l sa S'ining may come from othel sollrccs such as grants and sponsorships. 12. The registration fee and travel expenses of the regional delegation sl-rall bc charged to local funcls, including, but not limited to school/division/regional/PI'CA funds, school Board Funds, arrd other sources subject to the usual DepEd accounting and auditjng rules and regulations.
i3. Attendance of RCACs is required to lead their rcgional delegations. Each region should be represented by not morc than 5O partlcipants only. Thc RCACs shall be responsible in identifying the composition of their regional delegation as to per-formers/participants and ofhcials from regions/schools divisionslschools. Attendancc of the participants/regional delegations shall be on offlclal buslness. 14- A registration fee of one Thousand Five Hundred Pesos {p1,500.00) per delegate shall be chargcd to defray overhead cxpenses and management cost. The first meal will be dinner on February 6 (Day O) and the last meal will be lunch orr Februaqr 1O, 2018 (Daya).
15. Rcgional directors, schools division superintendents, and school principals are expected to send their respective delegations. The RCACs are requested to confirm their region's parlicipation on or before January 3L, 2018, by sending the enclosed Pre-Registration Form indicating the names and required data, through mail or l'ax to the Office of the {Jndersecretary for External Partnerships at telefax no. (02) 633-1940.

Student-participants may be given additional merits for their attendance to
l-he Sining Pambansa Activities consistent with DepEd Orders regarding participation in co-curricular activities for students graduating and running for
honors. They shail be given reasonable time to make up and comply with other requirements in the different subject areas, including but not limited to quizzes and othcr cxarninations that they will miss.
17.
School olficials and teachers as accredited members of the national/regional
working committees shall be granted vacation leave credits pursuant to

provisions of DcpEd Order No. 53, s. 2003 entitled Updated Guidclines on Grant of Vacation Service Credits to Teachers
IB. All regions sha,ll adhere to the provisions of DepEd Order No. 40, s. 2Al2 entitled DepEcl Child Protection Policy. Hence, consistent with the said DepEd Ordet', the concerned officials shail be held responsible for the protection, welfEu'e. and salely of their students. In addition, each DepEd RO shall provide medical insur-ance covcra€{e for its delegation.
