MINISTRY ORDER NO. 12-86 June 16, 1986
SUBJECT:
Delegation of authority to sign or approve appointments and designations of certain local treasury and assessment officials and other related communications involving local personnel actions.
In the interest of the service and in order to meet the exigencies of treasury and assessment operations in the local governments, the following officials of this Ministry are hereby designated as the authorized signatories for the official papers and actions indicated hereunder: DEPUTY MINISTER VICTOR C. MACALINCAG 1.
Designations of Assistant Provincial/City Treasurers and Assistant Provincial/City Assessors as In-Charge of their respective offices in cases of the temporary incapacity of the regular incumbent to perform the duties and functions of the position;

In the absence of the Minister, designations of Officersin-Charge (OIC's) of the offices of Provincial and City Treasurers/Assessors in cases where such OIC is regularly assigned to another province or city;

Decisions or final actions on protests against the appointments of local treasury and assessment officials and personnel.
In the absence of Deputy Minister Macalincag, the appointments and official actions hereinabove referred to shall be prepared for the signature of the Minister.

Administrative Deputies of provincial and city treasuries;
b.
Chief Deputy Assessors of provincial and City assessment offices;
c.
Assistant Municipal Treasurers; and

Assistant Municipal Assessors.
Preliminary actions relative to the appointments of local treasury and assessment officials subject to the issuance or approval of the Ministry.
In the absence of Director Carlos, the official actions referred to above shall be prepared for the signature of Deputy Minister Macalincag.
Accordingly, all recommendations for the appointment of regular Provincial/City Treasurers and Assessors, designation of Officers inCharge of provincial/city treasury and assessment offices, and final actions on petitions or requests for reconsideration of previous actions on protests against appointments of local treasury and assessment officials and personnel shall continue to be prepared for the signature of the Minister. All Ministry Orders or parts thereof which are contrary to, or inconsistent herewith, are hereby revoked and/or modified accordingly.
This Ministry Order shall take effect immediately.
