For purposes of Amendment No. 3 dated September 21, 1984 supplementing the Loan-Project Agreement No. 492-0358 for the Local Resources Management Program entered into and between the Republic of the Philippines and the United States of America, acting through. the Agency for International Development, there is hereby prescribed for adoption and actual implementation the following attachments, namely: 1.
The organizational plan for RPTA Management and Operations showing the responsibilities, authorities and relationships of the central, regional and local offices and
2.
The staffing pattern for the RPTA Project Management Offices at the Central, Regional, Provincial, City and Municipal levels.
Under the direction and guidance of Deputy Minister Victor C. Macalincag , the Director of the Office of Local Government Finance is hereby directed to see to the immediate establishment of the required organizational units and the appointment or designation of the necessary personnel following strictly the above-prescribed staffing pattern at the Central and regional offices of this Ministry and at the local government levels. The Central and regional offices of this Ministry should provide the local governments with the necessary technical advice and assistance for then to be able to meet these Project requirements in order to facilitate and expedite the actual implementation of the RPTA Project component of the Local Resources Management Program.
This Order takes effect immediately.
