Ministry Order No. (P-3'J February 11) 1905-
Pursuant to the provisions of the Project/Loan Agreements entered into by the Government with the United States (thru USAID) and the International Bank for Reconstruction and Development (IBRD) for the Local Resources Management (LRM) Program, the Regional Cities Development Project (RCDP), and the Municipal Development Project (PREMIUMED), the Local Finance Projects Management Division of the Office of Local Government Finance is hereby designated the Central Project Management Office (CPMO) of this Ministry for the Real Property Tax Administration (RPTA) and the Technical Assistance (TA) components of said Loan and Project Agreements. Accordingly, and for purposes hereof: 1.0

Other Ministry, Regional and field officials may subsequently be designated in various capacities for purposes of project execution, monitoring and evaluation as the need therefor may arise.
2.0
Duties, Functions and Responsibilities of the Central Project Management Office (CPMO) In addition to its regular duties and special assignments, the LFPMD, OLGF, shall in its capacity as CPMO discharge and perform the following duties, functions and responsibilities: 2.1
Implement the policies, approaches and procedures prescribed by the Project Steering Committee for project execution, monitoring and evaluation. As regards the LRM/RPTA Project, the LRM Executive Committee and the Technical Advisory Committee, shall prescribe said policies, approaches and procedures necessary for project execution, monitoring & evaluation.
2.2
Prepare RPTA and TA overall project plans, work and financial plans, project implementation plans, and related reports, financial statements/analyses data compilations/tabulations supporting schedules, etc.
2.3
Integrate, consolidate and coordinate the various activities relating to the development and installation of RPTA systems, inclusive of tax-mapping operations, records management, and tax collection enforcement.
2.4
Provide advice and assistance to the RPTA Regional Management Office in the determination of project cities/LGUs qualified to receive funds and assistance under RPTA, as well as in other aspects of RPTA systems installation.
2.5
Approve regional RPTA work and financial plans submitted by RPTA Regional Project Management Offices.
2.6
Supervise the monitoring and evaluation of progress/ status of project implementation and financial attainment of project LGUs, as well as the implementation of improved systems and procedures; ensure timeliness in meeting commitments and scheduled completion dates and other related project management objectives.
2.7
Regularly evaluate overall development impact of RPTA and, when necessary, advise responsible offices of the need for investigation and/or corrective action.
2.8
Establish and maintain linkages/coordination with leading institutions, RPTA Regional Project Management Offices and other GOP Ministries/agencies involved in RPTA.
2.9

Oversee the development and implementation of a real property tax information, education and communication program designed to promote awareness and appreciation of the nature and benefits provided by real property taxation.
2.10 Determine the training needs of officials and personnel of 14OF and other agencies/instrumentalities at central, regional and local levels involved in the various aspects of development and installation of RPTA systems; in particular, develops/designs and/or recommends training programs to strengthen the capabilities of implementors to undertake various RPTA activities. 3.0
Supervision of the CPMO 3.1
Deputy Minister Victor C. Macalincag shall provide the CPMO with general policy directions and guidance and shall approve, review, and/or sign work output and project papers/documents as provided for in Ministry Order No. 40-84 dated November 19, 1984.
3.2
In her above-designated capacities, Director Lorinda M. Carlos shall exercise general supervision and control over the CPMO and perform the duties, functions and responsibilities assigned to her under said Ministry Order No. 40-84.
3.3
In her above-designated capacities, Acting Assistant Director Ellen D. Hernandez shall exercise supervision over the personnel of the CPMO and likewise, perform the duties, functions and responsibilities assigned to her under Ministry Order No. 40-84.
3.4
The above-named Ministry officials shall likewise be responsible for the discharge of the duties and functions appertaining to their respective positions as defined or provided for in Ministry Order No. 5-85 dated February 11, 1985 and the RPTA Project Management Operations Manual
of this Ministry. 4.0
The Regional Project Managers,RPTA Project Supervisors and such other project officers or staff shall perform the duties and functions accordingly defined or indi^_ated in said Ministry Order No. 5-85 dated February 11, 1985 and the RPTA Project Management Operations Manual and such additional work assignments as may be directed by the Ministry Officials concerned. This Ministry Order shall take effect immediately.
