In the interest of the service, and pursuant to the provisions of existing law, rules and regulations, MR. JAIME T. ALVAREZ, Chief, Investigation Division, this Ministry, is hereby directed to conduct a thorough and expeditious investigation on the falfification (material alteration) of official documents relative to the request for the duty-free release of 300 bales of clothing materials allegedly donated to the Grace Christian Mission, Caloocan City. He shall, among others: 1.
Determine the person or persons responsible therefor,
2.
File appropriate administrative and criminal charges against the said persons, if evidence should warrant; and
3.
Undertake such activity as may be necessary in the furtherance of t his assignment, including the determination of the veracity of reports concerning the existence of a group or groups of persons in the Ministry engage in the falsification/substitution of official documents and other illegal activities.
Mr. Alvarez shall personally head the team of investigators that may be assigned hereto and direct its activity with progress reports to the undersigned until the investigation is terminated. The investigation shall be completed within ten (10) days from date hereof with the submission of his (Alvarez) report together with the recommendation directly to the undersigned.
