MINISTRY ORDER NO. 87-83 Pursuant to Presidential Decree No. 51, as implemented by Letter of Implementation No. 52-B, directing the establishment of security units in the different levels of the government, all Regional Directors, Office of Local Government Finance, Ministry of Finance, are hereby requested to establish a civil security unit (CSU) in their respective offices and designate the head thereof and his assistant, preferably those holding supervisory positions. The unit shall, among others, provide security for personnel, documents and materials, report to the Ministry information within the expertise of the Regional Office, and act as adviser on matters of security. The names of the civil security officer and his assistant with their Bio-Data should be forwarded immediately to: The Honorable The Minister of Finance Attn.: Mr. Antonio Belicena Ministry of Finance Manila for submission to NISA. The civil security officer and his assistant may be designated on a full time basis or in a concurrent capacity, depending upon the exigency of the service and adequacy of personnel. Preference should be given to those with military background (on intelligence) or experience in investigative work. This Order shall take effect immediately.
