NATLAND PARISH COUNCIL Minutes of a Meeting Held in Natland Village Hall At 7.30pm on Monday 26th June 2017 17/87 Present: Cllr David Peters in the Chair, Cllrs Bateson, Ellison, Lind, Rhian Peters, and Roberts, two members of the public and the Clerk Mr K M Price. Apologies for absence were received from Cllr Fisher and County and District Councillor Brenda Gray. 17/88 Public participation: Members of the public present raised concerns about planning application SL/2017/0318 Land to east of Long Meadow Lane and asked if the Council would be making further representations at the SLDC Planning Committee meeting on Thursday of this week. The Chair accordingly brought forward discussion of this matter, which was on the agenda, and it was resolved that as many Councillors as possible would attend the meeting to show solidarity with the residents and that the Chair would briefly address the meeting. 17/89 Declarations of Interest: There were no Declarations of Interest made in respect of any matters on the agenda. 17/90 SLDC and CCC Report from the elected representative: None. 17/91 Police Report: None. 17/92 Minutes: The minutes of the meeting of 30th May 2017 were agreed and signed by the Chair. 17/93 Matters arising: a. Damage to Village Green (minute 17/65a refers). The person responsible for the damage has agreed to pay the £13 invoiced plus a donation to cover any other costs and this is awaited. b. Timetable in bus shelter on the west side of the A65. Cllr Roberts is still pursuing this via Mark Hodgkiss. c. CCC. Application to correct the register in respect of Natland Village Green (minute 17/84b refers). The Development Control and Regulation Committee meeting has been postponed until 18th July, at which a decision should be made.
17/94 Future Management of Helm Common: The Clerk had contacted both SLDC and Friends of the Lake District again, pointing out the decision of the land owner to sell, and awaits a response. Kendal Town Council is interested in discussing the matter further and would like suggestions of possible dates. It was agreed to wait a further two weeks and then try to arrange a meeting of interested parties, the Chair and Cllr Bateson expressed an interest in attending, and Cllrs Ellison and Roberts would like to be kept informed. 17/95 Annual Parish Meeting 18th May 2017: The draft minutes had only been circulated earlier today. These will be checked at the next meeting. 17/96 South Lakeland Infrastructure Delivery Plan Update 2017: The following prioritised list of Natland's community aspirations was agreed - an update of paragraphs 6.5.6 and 6.5.7 of SLDC's May 2017 working draft. The Clerk will respond to SLDC. (Damian Law's email of 14th June refers). 1. A footway/cycleway on Natland Road between Natland and Kendal 2. A pedestrian crossing on the A65 somewhere such as the railway bridge near end of Helmside Road 3. Funding for 20mph speed limit through village 4. Potential traffic calming at village entrance on Natland Road 5. New headwall, culvert and outfall at Helm Sink – to alleviate flooding of A65 Burton Road and assist with the delivery of site allocation, South of Fell Close 6. A bus stop and shelter in the vicinity of site allocation – West of Sedgwick Road, may be funded through a S106 agreement 7. Completion of Helm Lane resurfacing 8. Upgrade inadequate village highway surface water drainage system 9. Alleviate flooding at several points outside the village – (Sedgwick – Natland – Kendal Road) 10. Extension of existing footway along Oxenholme Lane from its junction with Long Meadow Lane to St Mark’s C of E Primary School Aspirations 7 to 10 are not as closely linked to new development as are 1 to 6. 17/97 Planter in verge of Natland Road: Tony and Sandra Heap of 10 Park Close, wish to enhance the appearance of the southbound approach to Natland by installing a planter in the verge of Natland Road, immediately in front of the 'Natland Please Drive Slowly' village sign. It would be provided. planted and maintained at their own expense. The wooden trough would be approx 5'6"L x 2'H x 2'W laid on paving flags to facilitate grass cutting/strimming, similar to that on the A65 entrance to Endmoor from Crooklands.
The Council approved the proposal and the Clerk will check what consents are required from CCC Highways. 17/98 Reports: a. Highwayman: Cllr David Peters reported as follows: i. ii.

The HIMs system for reporting highway faults has been tested by again reporting a longstanding blocked gulley which has since been cleared. Resurfacing work has taken place in the village and he has thanked Graham Wheelhouse of CCC Highways for this. He has reminded him of the need for re-surfacing at the lower part of Helm Lane and the road markings at Long Meadow Lane which need reinstating. The Sedgwick Road footway is in need of cutting and the Clerk agreed to request this. It was noted that some of the grit boxes in the village are empty.
b. Footpaths Officer: Cllr Ellison said he has inspected the footpath to the railway line which is almost impassable. He has reported this and other overgrown footpaths (Cracalt and Watercrook). It may be possible that volunteers or Countryside Access will be able to clear them. c. LAP: Cllr David Peters said the next LAP meeting is not until 11th October. 17/99 Planning: a. The following decisions, notified to the Council by the Planning Authority, were noted: SL/2017/0372 Cracalt Farm, Natland. Installation of sewage treatment plant and design amendments to conversion and extension of agricultural stores to dwelling (approval reference CU/2016/0011) including replacement of heat pump with external oil boiler and oil storage tank. Not progressed. SL/2017/0337 Underhill, Burton Road, Oxenholme. Marketing sign. Granted. SL/2017/0368 Post Office, Natland. Change of use of part of internal domestic accommodation with internal alterations to Post Office / shop layout to create tearoom (Use Class A3). Granted. b. The Chair reported on the recent drop-in event, attended by three Parish Councillors, by Housing and Care 21 - extra care housing at the 'South of Fell Close, Oxenholme' land allocation. This may result in a planning application being submitted in due course and, if granted, would greatly assist SLDC to meet their targets to 2025.
17/100 Finance: a. It was resolved to pay the following accounts: Natland & Oxenholme Village Hall £37.74 Hire of hall HMRC £196.20 PAYE K M Price £68.62 Salary adjustment (noted) b. The monthly cash and budget statements were noted. 17/101 Correspondence (including emails and phone calls): a. ACT Household Emergency Plan - copies of brochure circulated to Councillors. b. CALC Satisfaction Survey - it was resolved that the Clerk will complete the first section and the Chair will complete the second section on behalf of the Council. The Clerk will circulate the survey to all Councillors so everyone is aware of its contents. 17/102 Open Forum: a. The seminar on Common Land is to take place on 17th July from 10am to 4pm at Castle Green Hotel. Cllrs David Peters and Ellison are attending. b. The Council's thanks were recorded to Mr James Harkness of Natland Post Office, for his offer to varnish the Council's notice board and possibly repair the hinges. 17/103 Date of next meeting: Monday 31st July 2017 at Natland Village Hall at 7.30pm.
