6:45 pm – 6:49 pm 1/21/18 Homicide at 29th and Chesapeake, car to car shooting; one victim died. Anybody with information asked to contact Officer Mejia; incident is believed to be gang-related. First homicide of 2018 was in Leimert Park area. Many community questions and concerns regarding marijuana dispensaries; if opened illegally, they will eventually be spoken to and shut down. LAPD can only enforce the outside; LAPD and city council districts are working through implementation/implications of new laws. Preston and Aubry raise concerns regarding parking at auto body shops (Vineyard/Adams and West View/Jefferson). 7. COUNCILMEMBER WESSON’S OFFICE UPDATE: Kimani Black 6:49 pm – 7:03 pm On January 1, new laws went into effect. To determine if a dispensary is legal, visit cannabis.lacity.org. Processes and procedures currently in place to review applications to open/operate dispensaries. Dispensary located on Jefferson/Cochran is currently operating illegally. Simmons shares that marijuana can’t be smoked in cars (by neither drivers nor passengers), parks, sidewalks, etc.; Black states marijuana use is regulated like alcohol.

CD10 completed biggest bike giveaway in LA history (1,000 bikes, helmets, and locks). Other winter events included turkey giveaway, Winter Wonderland, computer giveaway, and King Parade.

War Memorial behind bus bench on Southwest corner of Adams / La Brea has been restored.

Update on Rancho Cienega Sports Complex: contractor should be selected within the next month. Contractor will demolish existing gymnasium and build new gym and pool. Park will work with Dorsey High School to negotiate MOU. Track will stay open/available during construction. Stakeholder asks for clarification regarding lights being turned on in the morning (park is closed early in the morning) and the possibility of having “Keep Clear” painted on Rodeo at the park exit.

Meeks and Simmons met to discuss possible changes to bring to the entire board for discussion and possible action.

Outreach committee met to discuss outreach events; committee would like to host large festival. Committee would like promotional items with updated mailing address and other giveaway items. Jett asks if assistance will be needed to support with outreach items during Jones’s absence. Williams raises concern of outreach committee making spending decisions (board approved budget at $2,500).

11. PRESENTATIONS (limited to 10 minutes each): a) Perry Glen from Retirement Housing Foundation on affordable housing 7:09 pm – 7:33 pm currently building “Crenshaw Villas” (50 units for seniors – 1 and 2-bedroom; head of household must be at least 62) and “Crenshaw Gardens” (49 units for families – 1, 2, and 3-bedroom; head of household must be at least 18). Villas scheduled to open in August; Gardens scheduled to open in September. Applications for Villas will be accepted starting February 20; applications for Gardens will be accepted starting March 19. All units are affordable; rent is ~$400 - $1,300 depending on unit, family income.

Aubry: accepting section 8? Glen: Yes. Funding is through tax credit program allocated from the state / IRS. By statute, must accept section 8 vouchers. Graham: independent living? Glen: Yes. Stakeholder: subsidized housing? Glen: no, subsidized is different; units are affordable housing. Stakeholder: open to households of 1 without children? Glen: yes. Stakeholder: how are applications accepted? Glen: first come, first served. Applications must be mailed (address printed on application). Applicants who attend neighborhood council meetings will have a better chance of being accepted. Stakeholder: low income or affordable? Glen: called affordable, but that’s subjective; tax credit is low-income. Stakeholder: parking? Glen: subterranean parking. Family building – parking will be a problem (e.g. 3-bedroom unit may only get 1 parking spot). Stakeholder: can non-familial partners apply together? Glen: yes, family relations don’t matter (only consider number of people). 1 bedroom: up to 3 people; 3 bedroom: up to 7 people. Aubry: mailing applications? Glen: people can give applications to Aubry to be submitted early. Aubry: give applications to me. Glen: applications won’t be given to Aubry; they will go through the mail.

Stakeholder: exclusions? Glen: criminal background and credit checks (e.g. can’t be in collections for over $4,000), sex offender check. Stakeholder: ok if recent work history is good? Glen: if rejected, there is an appeals process. Stakeholder: currently on section 8, what are income limits? Glen: if already in section 8, income limits don’t apply. Stakeholder: what about pets? Glen: pets allowed at senior building; pets not allowed at family building. Simmons: if you can’t find enough renters who meet criteria, you’ll rent at market rate? Glen: no. However, if somebody qualified, moved in, and then their income increases, they won’t be required to move out. Garris: clarify application procedure? Glen: Applications must be mailed in. For these buildings, Glen will work with Aubry to review applications and make sure they’re complete (don’t want to mail in application and have it mailed back) and “handled in such a way that those applications are looked at first.” Applications submitted to Aubry by February 12. Stakeholder: maximum occupancy of family building? Will there be enough recreation space? Will it be overcrowded? Glen: No. Typically accepted housing standards are two people per bedroom and 1 person for general living area. Preston: how many units? Glen: 50 in senior, 49 in family. Simmons: with buildings in the area, it is was hoped that more people would use public transportation but that hasn’t happened. Meeks: retail space is at market rate? Glen: yes, storefront will be at market rate. Stakeholder: for income, using federal guidelines? Glen: yes. Stakeholder: what kind of restrictions are there that ensure no more than 7 people live in a 3-bedroom unit? Glen: all occupants will be listed on the lease. Lease violations may lead to eviction. Discussion and possible action to update our NPG process so that applications are accepted in September and January. 7:38 pm – 7:54 pm Meeks: process hasn’t been thoroughly thought out; schools that want to start fall semester have to wait until later. Graham: process was discussed at length at the retreat. Reviewing applications in groups (side by side) allows for more direct comparisons. Meeks: how about an entity that wants to do something at the beginning of the school year? Simmons: they’d have to come in January. Preston: was it considered to have the finance committee assist in the process? Graham: yes, but we don’t have a finance committee. Preston: was it considered to have committee instead of full board review? Simmons: timing but not complete process was discussed. Preston: if somebody comes to us after this period, is there any consideration? Simmons: yes. Preston: all the procedures should be outlined and documented before voting. Stakeholder: the fiscal year is July – June? Then you can’t fund something in January that starts in the fall of a school year; perhaps August would be better? Meeks: we do need to revise the process, but it needs to be thought out more. Simmons: we can set the timeline; if you have a project that’s going to happen between January and September, you apply in September. Graham: it can’t be funded if it’s in the next fiscal year. Simmons: any change should be documented in the bylaws if we’re creating a funding period. Graham: applications at other times will still be considered; we just want to streamline. Stakeholder: NPGs are supposed to support the community; it’s important not to have the same conversation each year. A committee should draft a plan and procedures to be voted on. Meeks: we also have standing rules (things not in our bylaws). Stakeholder: is there a reason they can’t be reviewed quarterly within the fiscal year? Preston: no, nothing prevents that. We would like to get people to come to the board at an organized time. Simmons: this was discussed at the retreat with the goal of bringing order to the process.
