MINUTES SCARBOROUGH TOWN COUNCIL MONDAY – MAY 24, 2010 SPECIAL MEETING – 3:30 P.M. Item 1. Call to Order. Council Chair Rancourt called the regular meeting of the Scarborough Town Council to order at 3:34 p.m. Item 2. Pledge of Allegiance. Item 3. Roll Call. Roll was called by Yolande P. Cheryl Greenleaf of 31 Stamford Lane commented on the proposed stating the town needs to keep the level of education high and also supports the increase being recommended by the School Board. Alyssa Pratt of 6 Elbridge Oliver Way also supported the increase being recommended by the School Board and then spoke on the May 11th School Validation Referendum. Jackie Perry of 215 Black Point Road and a School Board member noted that the proposed increase does not increase the mil rate. Sue Helms of 10 Puritan Drive and Principal of Blue Point Elementary also spoke on the May 11th School Validation Referendum.
Order No. 10-56. First reading on the proposed FY2011 School Budget. Motion by Councillor Wood, seconded by Councillor Roy, to move approval to of the first reading of the proposed FY2011 School Budget in the amount of 34,874,459. Motion by Councillor Babine, seconded by Councillor Wood, to move approval to amend the main motion to increase the School’s gross budget by $100,000 which would be taken from the teacher accrual account. Vote on amendment: 6 yeas. Motion by Councillor D’Andrea, seconded by Councillor Wood, to move approval to amend the main motion as amended and use $100,000 from the town’s undesignated fund balance. Vote on amendment: 1 Yea. 5 Nays [Council Chair Rancourt, Councillors Ahlquist, Babine, Roy and Wood].

Main Motion as amended: Be it ordered that the Scarborough Town Council moves approval of the second reading to adopt the Fiscal Year 2011 School Budget; and, Be it further ordered the Scarborough Town Council hereby appropriates for the Education Operating Budget for school purposes the sum of $34,974,459 and the Town of Scarborough raises as the local share for Education Operating Budget the sum of $27,975,941. Vote: 6 Yeas. Order No. 10-57. Act on the request to schedule a public hearing and second reading on the proposed FY2011 School Budget for Wednesday, June 2, 2010. Motion by Councillor Babine, seconded by Councillor D’Andrea, to move approval on the request to schedule a public hearing and second reading on the proposed FY2011 School Budget for Wednesday, June 2, 2010.
