ASSESSMENT UPDATE Esther Baker provided an update on the assessment program. Status and Agenda items for Fall TAC meeting § Meeting is scheduled for October 28, 2004. § Agenda will include: o Review the end -of-year data, the cut score and the passing analysis as a means to ensuring the rigor of the WEST-B o Review the WEST-B/GRE data collected from the institutions offering MIT or MAT programs o Discuss allowing the use of GRE in place of the WEST-B for candidates entering MIT or MAT programs Option for Appeals Process After meeting with David Stolier, the Assistant Attorney General for the PESB, and obtaining information from other states who require a basic skill test for admission to a teacher preparation program for certification, Esther Baker recommended that the Board not pursue an appeals process. MOTION:

Add the following WAC language: “Consistent with the discretion accorded to the Professional Educator Standards Board in RCW 28A.410.220 (3), the exemptions and extensions provided for in WAC 181-01-003, shall be the sole exemptions to the WEST-B and WEST-E assessment requirements.” Motion carried with two abstentions.

NOTE: Members expressed a desire to review the need for an appeals process as needed. Assessment Communications Plan Esther Baker compiled a list of stakeholders/constituents the PESB Assessment office communicates with on a regular basis and shared her communications plan with the Board. FYI§ § §

The WEST-B will be administered in Yakima on January 2, 2005. The last three Praxis II validation panels will be held in October. We have received a letter from Washington Association on Post Secondary Education and Disability requesting that the same registration process be used for WEST-B & WEST-E candidates with disabilities.

Reorganization of Educational Testing Services Jerry DeLuca, Director of Client Relations for ETS, outlined the ETS reorganization explaining ETS has a contractual obligation to the PESB that was overlooked when the reorganization began. ETS intends to uphold the contract and resolve the issue. Mr. DeLuca agreed to provide the PESB with an organization chart. Esther Baker expressed her concern that her communication with ETS has been inconsistent. ETS has not identified a contact person as the contract outlines; rather, she has spoken with several people. Members were given the opportunity to ask questions about how the reorganization of ETS will affect the PESB. Members reinforced to Mr. DeLuca that ETS has a contractual obligation to the PESB and that the PESB expects ETS to uphold the contractual obligation in its entirety. Other comments from Board members made during the discussion include: § Is the intended plan realistic? § Recommending that a single person be identified by ETS as the Project Director as stated in the contract. rd § It is unacceptable that the first letter was dated July 23 , and the reorganization is still in chaos. § It is not “ok” that ETS is and has been out of compliance for two months. Following the meeting, Mr. DeLuca and Esther Baker will meet to discuss a plan of communication within the contractual obligation. Professional Educator Standards Board

PESB PLANS FOR RESPONSE TO STATE BOARD OF EDUCATION REQUEST RELATED TO INCREASING ACCESS AND OPPORTUNITY TO SPEECH AND LANGUAGE PATHOLOGISTS PREPARATION PROGRAMS. Karen Simpson presented on the certification of Speech Language Pathologists (SLPs). Currently SLPs must have a master’s degree and pass a national exam (PRAXIS II) to work in a school. To be certified outside of the education realm, the Department of Health has a license for SLPs. OSPI’s requirements to work in a school as an ESA, are almost identical to the Department of Health’s; however ESAs must also complete the following : § Coursework on child abuse § Knowledge on public school practices The State Board of Education recently granted an exception to twelve individual SLPs who by NCLB requirements have been deemed “not highly qualified” because they did not meet the definition of highest level service provider. Phyllis Bunker Frank wrote a letter asking the PESB as the sole advisory body to the SBE to look into the issue and address the following: Is there a shortage of SLPs? Do we have documented shortage data? Karen Rademaker Simpson will go to the Washington Speech-Language Hearing Association (WSHA) to get a statement regarding this. Online certification programs Can we look at the American Speech-Lanugage Hearing Association’s (AHSA) online program approval standards? If there are parts that are online, this won’t be our issue. If there is a change in WAC it would be up to the State Board to take action regarding regionally accredited online programs. Before the ne xt meeting, Jennifer Wallace will collect the following data: • # of slots in programs • # of graduating from programs • # of conditional certs, (Are they renewing continuously? Are they truly trying to find slots in programs?) In November, the answers to these questions will be presented and recommendations will be presented to the Board for action.

UPDATE ON ALTERNATIVE ROUTE CRITERIA Lin Douglas sent an email to the deans and directors asking for responses regarding the codification of the criteria for alternative routes to teacher certification. She received responses from City University, Saint Martin’s College, UW-Tacoma and Western. In October, Jennifer will attend the WACTE Meeting to present on this subject with Rebecca Bowers, Dennis Sterner and S heila Fox. Lin will summarize the WACTE comments at the November meeting.

UPDATE: ALTERNATIVE PATHWAYS TO ADDING ENDORSEMENTS At the August 26th State Board of Education meeting , Jennifer presented Pathway #2 for initial consideration. Pathway #2 requires classroom observation in addition to taking the Praxis II test. The State Board voted to move it forward. The State Board will formally adopt Pathway #1 in October. OSPI and WEA testified in opposition at the August State Board of Education meeting citing: 1. Initial concerns that there was a tie to the first evaluation of teachers. (90 days) 2. They felt it simply wasn’t necessary. The population it won’t serve are individuals that are still in programs. (The PESB’s intent was not about the population of students still in school, rather it was about people who have classroom experience and it was aimed to help people in shortage areas.) MEETING SCHEDULE FOR 2005-2006 A handout was provided for members to review three options. MOTION:

Approve Option A cluster of dates. Motion carried with one opposed and one abstention. Approved dates will be listed on the website.

USE OF APPROVED PROFESSIONAL GROWTH PLANS FOR CERTIFICATE RENEWAL: PROGRESS IN SIX PILOT DISTRICTS Ed Wilgus and Starla Manchester provided a presentation on the Vancouver pilot. Erin Rogers, a teacher in the Vancouver School District, gave testimony of her experience in the pilot. Becky Mortenson and Mary Pat King from West Valley School District spoke on their experience with the Professional Growth pilot in their district. A copy of the PowerPoint presentation may be obtained from the PESB website.

PUBLIC COMMENT Jim Meadows from Washington Education Association (WEA) provided public comment on the Professional Growth Plan. He represented WEA on the committee that began the pilot phase last year. Dr. Meadows spoke in support of the option of pursuing performance based certificate renewal. PROPOSED PROCESS FOR REVIEWING AND UPDATING PESB FUTURE GOALS AND WORK PLAN According to the Operating guidelines and procedures, the Executive Committee is the agenda setting body. However, the Executive Committee needs input from all members as well as stakeholders to determine where the PESB should be focusing their energy.

Kay Nelson asked each member to speak with their Executive Committee representative and keep in touch with their peer statewide association between the September meeting and the November meeting when the full Board will discuss the future goals and work plans of the PESB. Jennifer provided a copy of the activities report for the staff of the PESB and presented the year-end totals for the fiscal year 2004 budget. The PESB was under expended due to several factors that will be noted in the annual report. The Chair asked members to break into groups based on roles and discuss current and future goals. The Executive Committee member from each group will report at the October 7 th Executive Committee meeting.

OSPI PROPOSAL FOR TECHNOLOGY-ENHANCED PROFESSIONAL DEVELOPMENT MANAGEMENT SYSTEM Mardale Dunsworth, Director of Learning and Teaching Technology at the Office of Superintendent of Public Instruction, presented version 3 of the Professional Development Management System that is being developed at OSPI. For more information, contact OSPI at 360/725-6449. • • • • •

OSPI feels this project will bring the data into one centralized location. ESD 113 did not apply to participate when OSPI issued the RFP. They are, however right in line with what OSPI is doing. Current funding includes $370K devoted to the certification component. OSPI has requested funding in the Budget package submitted to the Legislature. Public and Paraeducators will be able to access and participate in events.

PESB members expressed the following statements of support/concern about the PDMS: • • • • • •

Hope is that this won’t require pre-service teachers to complete two e -folios. The PDMS may not list all professional development opportunities. Some districts may choose not to list with OSPI. Excellent that those people who choose to sign up and provide professional development through you can be rated. Hopefully there is some grace built into the system to accommodate some not so great evaluations. The fact that this addresses the accessibility issue is wonderful. Hope that this doesn’t fall to the teacher to “go and get” model. It should be provided by the district.

STATE-LEVEL ASSESSMENT SYSTEM FOR EDUCATOR PREPARATION Larry Lashway, Program Specialist in the Certification office of the Office of Superintendent of Public Instruction presented on the State-Level Assessment System for Educator Preparation Programs. The goal of this system is to collect the data that will be useful at the state level and to the institutions. Mr. Lashway’s PowerPoint presentation may be downloaded from the PESB website. • •

Members cautioned against using PRAXIS II scores as a measure of educator quality. Mr. Lashway was encouraged to contact the Deans and Directors of the Colleges of Education regarding the assessment system.

PUBLIC COMMENT Jeanne Harmon, Executive Director, Center for Strengthening the Teaching Profession provided public comment regarding data collection and mathematics teachers in the state of Washington. • According to data submitted to the USDOE, 55% of teachers grades 7-12 in Washington State were qualified to teach math (Teachers had a major or minor in math) • According to a survey conducted by CSTP in Fall of 2003: o 69% of middle school teachers had a major or minor in the primary subject they teach. o 54% of middle school teachers had a major or minor in their secondary subject. o 92% of high school teachers had a major or minor in their primary subject. o 78% of high school teachers had a major or minor in their secondary subject. • CSTP is worried about placement at the middle school level and will conduct a survey in the spring to find out what teachers are assigned to teach and what their qualifications are. Larry Davis, Executive Director, State Board of Education provided public comment. On Monday, he learned a bit more about a math study that is being conducted in the state. The Transition Math Project is being conducted by the Higher Education Coordinating Board (HECB), State Board for Community and Technical Colleges (SBCTC), Council of Presidents, and OSPI. It has funding from the Legislature and the Gates Foundation. They are looking at the relationship between math graduation requirements of and the minimum requirement for college admissions particularly for four year institutions . The placement tests used at the community and technical colleges are computational in nature while the WASL is computational and includes writing. Their report isn’t due until end of 2005. John House from the SBCTC is the project manager. The website for the project is: www.transitionmathproject.org

PESB LEGISLATIVELY-DIRECTED STUDY: IMPROVEMENTS IN PRESERVICE AND INSERVICE POLICY RELATED TO MATH INSTRUCTION. Jennifer Wallace gave an update on the activities to date related to the math study as charged by the Legislature. Members of the math subcommittee discussed the draft report with the full Board. Members broke into small groups to discuss the draft report and recommendations. Each group worked on a chart, and presented their comments/recommendations to the full Board. Jennifer will summarize the comments/recommendations and provide the members with a revised draft of the report for comment. The math subcommittee will meet again on October 7 th in Seattle and the full Board will meet via conference call in October to adopt the final report. ADJOURN The Chair adjourned the meeting at 4:00pm.
