Monitoring and Evaluation Coordinator
The Community Empowerment and Transformation II Project (COMET II), funded by the United States Agency for International Development (USAID) and implemented by Tetra Tech DPK (Tt DPK), is seeking qualified applicants to fill the position of Monitoring and Evaluation (M&E) Coordinator to undertake work in Kingston, Jamaica.
COMET II Description: COMET II is a five-year USAID-funded project, as a follow-on to COMET (2006-2012). COMET II will strengthen community and civil society organizations, increase citizen cooperation and accountability, strengthen juvenile justice and youth at-risk programs, and further support community-based policing practices. The project also supports improvements in the adaptive capacity of communities to prepare for the impacts of extreme weather events and to address global climate change adaptation issues. It also advances other cross-cutting development themes including gender equity, disability rights, and responsiveness to the needs of vulnerable populations, by integrating specific targeted interventions across the wider suite of programmatic activities. COMET II will implement its activities in 25 Community Renewal Program (CRP) communities which fall within five selected parishes of Kingston, St. Andrew, St. Catherine, Clarendon, and St. James. Work Description: The Consultant will undertake work in Kingston, Jamaica in support of the Community Empowerment and Transformation Project – Phase II (COMET II). The Consultant will perform work for Tetra Tech DPK. Under the supervision of and in coordination with the Chief of Party, the Monitoring and Evaluation (M&E) Coordinator will be responsible for the core functional M&E area in order to ensure achievement of project objectives. Specifically, the M&E Coordinator will be responsible for:
Supporting development and update of COMET II’s Performance Monitoring Plan (PMP) as needed and required by the COP and USAID. Preparing the M&E section of the annual work plans, monthly/quarterly/annual reports, and other reports as needed and required by the COP Preparing weekly, monthly, quarterly, annual and end-of-project reports, as well as other reports requested at short notice by USAID officials, Tt DPK home office, or the COP Tracking the progress of project activities against the agreed upon work plan. Outlining and ensuring compliance with procedures for collection and reporting of project and program performance data. Providing training, assistance, and consultation, as needed, with regard to the interpretation and utilization of performance benchmarking measures, indicators, and reports.
Providing M&E support and training to project grantees as deemed necessary by COP and in coordination with USAID’s Grants Development Program Reviewing and confirming terms of reference, project deliverables, and other aspects of any solicitations for M&E-related sub-agreements. Providing leadership and supervision of activities and subcontractors related to monitoring and evaluation. Maintaining close and continuous liaison with the Chief of Party or the COP’s designee, implementing partners, various relevant ministries, related international organizations working in the country, USAID and other advisors, to manage project reporting and information dissemination, along with key data-based indicators of the project’s performance. Liaising with USAID M&E staff. Participating and providing input to program strategy, including necessary adjustments or refinements to the work plan. Other administrative duties as required. Minimum Qualifications:
Relevant Bachelor’s degree and at least 5 years of relevant experience in the design, management, and implementation of M&E processes Experience and technical expertise working with community-based organizations and NGOs in a participatory approach Experience working in dynamic inner-city communities and an understanding of the sociocultural issues and nuances of working in such communities is highly desirable Knowledge of or prior experience working on community policing, civil society, and community strengthening activities is a plus.
