The 6th annual meeting of the SEAMEO RECFON's Governing Board Members was held this year in Makassar from 27th to 29th September 2016. The meeting welcomed four new appointed GB members from Brunei Darussalam, Indonesia, the Philippines and Vietnam. The current GB members are Dr. Siti Rohaiza Binti Haji Ahmad (Brunei Darussalam), Dr. Sung Vinntak (Cambodia), Mr. Dodi Izwardy (Indonesia), Dr. Fadzilah Kamaludin (representative of Malaysia), Dr. May Khin Than (Myanmar), Dr. Bounthom Phengdy (Lao PDR), Dr. Ela C. Naliponguit (Philippines), Prof. Sanjay Swarup (representative of Singapore), Dr. Napaphan Viriyautsahakul (Thailand), Dr. Le Danh Tuyen (Vietnam). Many important issues such as SEAMEO RECFON's future directorship, 2nd five-year development plan and also update from SEAMEO Secretariat about significant policies, points, agreements and actions taken on key agenda meeting 2015/2016 were addressed in the meeting. We are very fortunate with the very knowledgeable and experienced GB members, so we could go through all the issues smoothly with so much valuable inputs. Beside the GBM, a round table discussion was also convened to strengthen the existing and to establish collaborations between SEAMEO RECFON and SEAMEO member countries. Each GB member participated actively in discussing many possible collaborative activities that can be established between SEAMEO RECFON with each respective country. SEAMEO RECFON's assistance on nutrition education in schools, diet optimization from local foods using linear programming by Optifood software and plans for research collaborations were some of the interesting topics discussed. Another important agenda was MoU signing between SEAMEO RECFON and Health Polytechnic of Makassar. It covers collaboration in education, research, and community development activities. We appreciate the effort and commitment of all GB members so that the 6th Governing Board Meeting as well as the round table discussion were successfully held. These two fruitful meetings were completed by having a wonderful visit to Samalona island and Rammang Rammang Karst hills which everyone enjoyed.

EXCELLENCE IN FOOD AND NUTRITION FOR QUALITY HUMAN RESOURCES

Community Development Six Indonesia SEAMEO Centres' consultative meeting at Ministry of Education and Culture RI Simultaneous visits to various Directorate Generals at Ministry of Education and Culture (MoEC) Republic of Indonesia were initiated by Director of SEAMEO Secretariat together with Centre Directors from SEAMEO BIOTROP, SEAMEO SEAMOLEC, SEAMEO RECFON, SEAMEO QITEP in Language, SEAMEO QITEP in Mathematics, and SEAMEO QITEP in Science on 9-12 August 2016. The meeting envisions the leadership role of the Minister of Education and Culture Republic of Indonesia as the coming SEAMEO Council President 2017-2019. During the meeting, Centre Directors presented the Centres' flagship programs that have been implemented and given significant impacts on the education development. The consultative meeting have resulted possible cooperation with Directorate General of Teacher Education and Development, Directorate General of Early Childhood Care Education and Family Education, Directorate General of Primary and Secondary Education, and Directorate General of Culture.

On Mission Capacity Building Workshop for Canteens and Food Handlers of Primary Schools at Senen Sub district, Central Jakarta

Based on previously conducted situational analysis in 2015, 11 visited primary schools in Senen Subdistrict still faced some challenges which include the safety and quality of foods and drinks sold in the canteens and presence of food vendors outside the school premises. In addition, foods sold were mostly processed foods. Based on the situational analysis, lack of knowledge and awareness of the food handlers on safe, nutritious and healthful foods were of the main concern. This fact encouraged SEAMEO RECFON to host a capacity building workshop for school canteens and food handlers of 10 primary schools at Senen Subdistrict convened at SEAMEO RECFON building on November 15th, 2016. Thirty participants attended the workshop, consisting of teachers involved in the school health unit and food handlers of the respective school canteens. Prior to the workshop, resource persons such as DR. Evi Martha (Department of Health Education and Behavioral Science, Faculty of Public Health, Universitas Indonesia), Rodouli Girsang (Puskesmas Kecamatan Senen) and Beti Nurbaeti (SDN Mekarjaya 21, Depok) shared their thoughts and experiences on managing and monitoring healthy school canteens and food handlers. During the workshop facilitated by DR. Dwi Nastiti Iswarawanti, Evi Ermayani and Eflita Meiyetriani, a rapid test demonstration to assess presence of borax, rhodamin B, formalin on some food samples commonly consumed by the school children was carried out. The workshop emphasis the findings from the 2015 situational analysis, how schools should move forward to empower their capacity and resources, as well as how SEAMEO RECFON could facilitate and contribute to the future improvement on food safety issues.

Training Health and Nutrition Project/Program Planning and Management SEAMEO Sister Collaboration It has been the fourth year that SEAMEO RECFON invited cofacilitator Assoc Prof Richard Javier from Department of Policy Administration, College of Public Health, University of the Philippines Manila, which is also the Centre of SEAMEO TROPMED/Philippines. Assoc Prof Richard Javier together with Dr. Judhiastuty Februhartanty and Indriya Laras Pramesthi, MSc facilitated the course on health nutrition project/program planning and management in 21 November - 9 December 2016. The course is structured in 3 parts consisting of planning in the first week, management in the second week, and in the third week assignments for students using a case study for developing a nutrition project plan which include its implementation, monitoring and evaluation Plan. Assoc Prof Javier introduced highly appreciated teaching methods using hands-on activities for instilling individual capacity as well as encouraging team works.

Progress in Degree Programs Farewell and Welcoming New Master Students On August 26th 2016, SEAMEO RECFON hosted the ceremony of farewell of master and doctorate students and also welcoming the new students. Twelve students graduated and 11 new students joined community nutrition program coordinated by SEAMEO RECFON under Nutrition Study Program, Faculty of Medicine, Universitas Indonesia. Ms Dian Sufyan was announced as the outstanding student for the master degree. SEAMEO RECFON congratulates the new doctorate program alumni, Dr Leila Sacdalan-Africa from the University of the Philippines Los Banos and Dr Healthy Hidayanty from Universitas Hasanuddin Makassar. They now become our precious new network whom we hope could establish valuable collaboration in the region.

New batch of doctorate students had a field trip to Health Office Cirebon as part of their community service activities. Ms Lestari Octavia, doctorate participant from Nutrition Study Program, was appointed as the chief committee for the event. This activity was a collaborative work among doctorate students of health, nutrition, and nursing sciences. In this activity, the students convened a seminar on nutrition and degenerative diseases attended by representatives of the local public health centers (Puskesmas) and posyandu cadres. Two master students, one doctorate student, and two new alumni of master program batch 2014 participated in oral presentations at the 1st Annual International Conference and Exhibition Indonesian Medical Education and Research Institute Faculty of Medicine, Universitas Indonesia convened at 14-16 November 2016.

Strengthening Linkages SEAMEO RECFON commits to improve access of our stakeholders to our programs and activities and strengthen partnerships in the fields of food and nutrition. The Centre has just recently signed a contract agreement with Health Polytechnic Medan on partnership for training, research and human resource development on food and nutrition issues valid from 2016 to 2017. As a result from one of the research activities, SEAMEO RECFON presented its result in an annual meeting of Sambas District Health Office on 15 August 2016. Together with SEAMEO RECFON, the Director of Nutrition of Ministry of Healh, Dr. Doddy Izwardy, also delivered a presentation on "The first 1000 days". SEAMEO RECFON staff, Dr. Umi Fahmida, Evi Ermayani MSc and Indriya Laras MSc facilitated the discussion on upcoming health programs in Sambas District. This activity is recently followed up with drafting of MoU for fomal collaboration with Health Office of Sambas District, West Kalimantan specifically on human resource development. On 15 November 2016, a delegation of consultants for SEAMEO CECCEP (Centre for Early Childhood Education and Parenting) visited SEAMEO RECFON and discussed about institutional benchmarking.

SEAMEO RECFON road show and exhibitions SEAMEO RECFON road show and exhibitions SEAMEO RECFON continuously participated in events where the Centre's programs and achievements can be promoted to potential stakeholders. Towards the end of the year 2016, SEAMEO RECFON participated in the Southeast Asian Education Ministers Visit during the 2nd Strategic Dialogue or Education Meeting and Exhibition at SEAMEO QITEP in Science, Bandung and also the Ministry of Education's National Consultation Meetings. During exhibitions, the Centre displayed printed promotion products and also handbooks produced by the Centre's researchers. Historical photos of the Centre's achievements were also displayed at the entrance. To increase enthusiasm of the exhibition visitors, SEAMEO RECFON provided free anthropometric measurement and brief nutrition consultation for guests. ICE on IMERI (International Conference and Exhibition on Indonesian Medical Education and Research Institute), Open House of SEAMEO Qitep in Language, and Universitas Indonesia Health Fair were other exhibition participated by SEAMEO RECFON. ICE on IMERI was conducted on 14-16 November 2016 at IMERI Building, Faculty of Medicine, Universitas Indonesia. It was an international conference covering the worldwide trend of health topics by integrating all the disciplines. This event was attended by over 500 participants and speakers from Indonesia and overseas. SEAMEO RECFON was one of the partners. In the exhibition, SEAMEO RECFON introduced its profile, programs and activities through video shows, conducted body composition examination using BIA (Body Composition Analyzer), Photo Booth and Games. The visitors were very enthusiastic to do BIA examination and requested information about the Centre's activities and programs. Anies Baswedan, PhD who is the former Minister of Education also visited the Centre's booth after giving his keynote at the opening ceremony.

SEAMEO RECFON also participated at Universitas Indonesia Health Fair for UI Staff on November 25th 2016. Under the coordination of the Research Unit, SEAMEO RECFON developed a mobile application named "Calorie Diary" to facilitate monitoring of body weight, intake adequacy, and physical activity. In the initial phase, this Android-based application was promoted to UI staff. During this event, SEAMEO RECFON contributed in the nutritional status assessment and nutrition counseling. SEAMEO RECFON also participated in the exhibition convened at SEAMEO Qitep in Language Open House on November 28th, 2016. More than 59 visitors participated in our activities such as BIA examination, profile introduction, and distribution of merchandise. Participants in this event were mostly from SEAMEO Centres in Indonesia. They were very excited to visit the Centre's exhibition booth to know their health condition.

Seminar and Workshop Advancing Probiotics Research in the South-East Asia (SEA) Region

SEAMEO RECFON in collaboration with Faculty of Medicine, Universitas Indonesia (FMUI) organized the 2nd Seminar and Workshop of Probiotics Working Group (PWG) in the South-East Asia (SEA) Region with the theme of "Advancing Probiotics Research in the South-East Asia Region" on November 2nd 2016. The event was attended by prominent speakers as well as representatives and experts (108 for seminar and 70 for workshop) from Thailand, Vietnam, Malaysia, Philippines, Indonesia as well as Italy and Denmark consisted of academic institutions, governmental institutions, professional associations, researchers, scientists, industrial association and industries. During the seminar, Prof Patrizia Brigidi (University of Bologna, Italy) presented a metagenomics technology using the 16S rRNA as one of the most powerful approach to study the composition and genetic potential of microbiome. Prof Agus Firmansyah (FMUI) discussed evidence on probiotic in children in SEA region. Dr. Rina Agustina (FMUI and SEAMEO RECFON) talked about the importance of advancing research on probiotics and microbiota for human nutrition and health in SEA Region. Dr. Paul Tenning from DuPont Nutrition and Health presented industrial perspective and review on the guidelines of probiotic clincial trial in Europe. Workshop 1, chaired by Dr. Umi Fahmida and Dr Helda Khusun (SEAMEO RECFON) and Prof Hardinsyah (Pergizi Pangan) together with four experts Dr. Tran Thi Hong Chau (Vietnam), Dr. Hasan Maulahela and Prof Endang S. Rahayu (Indonesia), and Dr. Julie D. Tan (Philippines) generated recommendations that high resources investment and heterogeneity in probiotic clinical trials and microbiota assessment should be well thought-out , in addition, a multicenter study to determine the benefits of probiotics on already well studied outcomes (eg: diarrhea and respiratory infection) or on other new important outcomes in the region (eg. constipation, micronutrient status, obesity and quality of life) should be initiated. The PWG shall focus on limited number of strains (either single or combination of strains) and/or with micronutrients (eg zinc), not only on treatment but also for the preventive measure. A microbiota mapping, strengthening network in probiotic clinical study, as well as advancing local microbiota study to overcoming technological difficulties are important hightlighted points to follow up. Workshop 2, chaired by Dr. Roy A. Sparringa (former Head of NADFC) and Dr. Rina Agustina together with 3 experts namely Ms. Yusra Egayanti (Indonesia), Prof Wandee Varavithya (Thailand), Assoc. Prof. Kalavathy Ramasamy (Malaysia) generated the following points: Although some countries in the region have permitted limited probiotic claims, until now, there are no harmonized health claim regulations in the region. The working group recommended improvement and development of guidelines for conducting probiotics clinical trial to assess the safety and effectiveness of probiotics, and performing high quality methodological studies. Industries encourage the academicians and industrial sector to work together in probiotic clinical trials to accommodate concern on time needed to pass on the health claim generated from proven studies in the target countries. The PWG generated recommendations to initiate a multicenter probiotic study to work together to obtain evidence on the safety and efficacy of probiotic strain, to review guidelines of clinical trial on probiotics, and to build strong and equal partnership amongst the stakeholders. SEAMEO RECFON will commit as the focal point for the region and continuation of the working group.

Caleidoscope 2015 Seminar and Workshop RESPONDING TO THE NUTRITION TRANSITIONIN THE ASIA PACIFIC REGION Seminar and Workshop Redtop Hotel and Convention Centre, Jakarta, 4th November 2016 “The double burden of disease: over and under nutrition. It is not one or the other, but we need to tackle both simultaneously” (Prof. Tony Worsley, Deakin University, Australia)

Nutrition transition is the shift in dietary consumption and energy expenditure that coincides with economic, demographic, and epidemiological changes. Specifically the term is used for the transition of developing countries from traditional diets to more Western pattern diets. Foods rich in vitamins, minerals, and micronutrients such as fruits, vegetables, and whole grains have been substituted by foods heavy in added sugar, saturated fat and sodium. More nutiriton related diseases, such as obesity, emerges early in these shifts, resulted epidemiology transition and has serious implications in terms of public health outcomes, risk factors, economic growth and international nutrition policy. Asia Pacific region is undoubtedly facing this challenging transition exposed to its population. As a respond to this phenomenon, the Southeast Asian Ministers of Education Organization Regional Centre of Food and Nutrition, Indonesia (SEAMEO RECFON) hosted a content-rich one-day seminar and workshop designed to provide opportunity to share and learn the dimensions and magnitude of the nutrition transition in the Asia Pacific region, to learn about existing food related policies that promote healthy food supply and healthy eating, as well as to provide forum for the members of the Asia Pacific Food and Nutrition Collaboration (APFNC) to meet and plan for future actions as the seminar also coincides with the 2nd APFNC meeting previously held in Singapore. The theme of the seminar was "Development of Policies for Healthier Food Choice" which was participated by invited speakers such as dr. Marina Damayanti, MKM from Nutrition Directorate, Ministry of Health, Indonesia, Nanik Suwaryani, PhD from Directorate of Family Education, Minsitry of Education and Culture Republic of Indonesia, Prof Khor Geok Lin from Universiti Putra Malaysia, Prof. Tony Worsley from Deakin University, Melbourne, Australia, and Dr. Umi Fahmida from SEAMEO RECFON as the moderator. Speakers shared valuable information from current food and nutrition problems and policies in Indonesia, school partnership to promote health and nutrition in Indonesia, profile of nutrition transition in Southeast Asia, and towards multi-sectoral policies for responding to the adverse effects of the nutrition transition. This event also involved the presentation of 18 research posters on nutrition transition related topics and 1 poster about APFNC. The seminar attracted about 70 on-site participants from universities, related ministries, local and international development agencies, NGOs, partnership organizations and private sectors. In addition, around 50 virtual participants attended through video conference with partner universities in Padang, Palembang, Malang and Makassar. After the seminar, the workshop specifically for the APFNC members was held with theme "Future Action Plans in the Region". Topics of writing up scientific article on food policies in the region, food literacy and nutrition education, consumer food behavior and dietary surveys were among the topics discussed for future plans committed by the members.

Caleidoscope Research Update2015 Teachers' perceived readiness for getting involved in the nutrition education activities There have been many nutrition education activities implemented at schools, nevertheless little information is known about the perception from the primary school teachers regarding their knowledge on nutrition, their readiness to get involved and their understanding about other stakeholders' involvement in such activities. Responding to this, a study at 46 primary schools in Bandung City was initiated by Dr. Luh Ade Ari Wiradnyani and her team this year. The study used a mixed-method approach 1) employing some focus group discussions in some selected school for the tools development assessing teachers' knowledge, attitude and perceived readiness as well as indepth interviews to school principals; 2) using a cross-sectional survey to 552 teachers for assessing the magnitude of their perceived readiness. In general, teachers' knowledge on nutrition is lacking especially on issues related to child growth and balanced diet for school children. Furthermore, many of them perceived that school principals should always take the lead in nutrition education activities, and that parents are responsible for the eating habits of the children. These facts certainly call for further actions. A number of recommendations from the present study include the need for conducting a comprehensive training for school teachers not only on nutrition topics but also on applicable and affordable teaching methods. More importantly, a motivational training is considered necessary to uphold teachers' confidence and creativity for initiating nutrition education activities. A follow up study assessing the effectiveness of the training would be indispensable.

Community Service at SEAMEO STAR Village: "The first 1000 days for the next thousand days” As part of SEAMEO STAR Village Program at Cihideung Ilir Bogor, SEAMEO RECFON (representing the six SEAMEO Centres in Indonesia) together with Nutrition Magister Study Program Faculty of Medicine Universitas Indonesia held a one-day training for Posyandu cadres on 26 July 2016. The training brought the topics on the first 1,000 days of life and proper feeding practices for children aged 0 - 24 months. The first session, topic on the first 1,000 days of life was delivered through an interactive seminar. Cadres showed their interest and enthusiasm by raising relevant questions and sharing their experiences as well. In the second session, twenty-five cadres were divided into three small groups to discuss about the proper feeding practices for children aged 0 -24 months. Each group was facilitated by two facilitators. Flipchart and poster were produced as IEC materials by the students as nutrition education tools which were used during the small group discussion. At the end of the training, each posyandu as well as the sub district health center received the same IEC package which was used in the training. so they can use them as one of materials during the counseling session at Posyandu. Master students in community nutrition batch 2015 delivered the presentation and facilitated the discussion with the cadres, under supervision of Evi Ermayani MSc and Indriya Laras Pramesthi MSc from SEAMEO RECFON. This was also a student assignment for giving a community service.

Capacity Building

As a commitment of SEAMEO RECFON to improve their staff's capacity and competences, SEAMEO RECFON organised several in house training under the coordination of the Human Resources & Legal Unit. SEAMEO RECFON also sends its staff to attend many trainings related with their role in the centre. The trainings that have been done in 2016 consisted of Microsoft Access 2010 training for level 1 and level 2, HACCP Training, Procurement Training, Breast Feeding Counselor Training and Training of Quality Assurance and Validation of Laboratory Data. SEAMEO RECFON also held several In House Training such as First Aid Training, Laboratories Training, Modern Administration Training, and Workload Preparation Training.

2nd Scientific Writing Retreat “It is almost unethical not to publish a research” (Prof. Susan Murphy, University of Michigan)

On 7 - 9 November 2016, SEAMEO RECFON hosted a scientific writing workshop convened at SEAMEO BIOTROP, Bogor. The focus was to provide workshop participants with dedicated time and conducive atmosphere to finalize a draft manuscript for publication at a peer-reviewed international journal. This was the second workshop conducted since 2015 which again shows its success in honing draft manuscripts into ready-to-submit piece of writing. The three-day workshop was participated by four alumni and five program staff of SEAMEO RECFON. During the workshop, participants discussed about the suitable journal to target, supervised the writing session including submission process for alumni/young authors and shared writing/publishing experiences. This workshop has facilitated three participants to submit at the end of the workshop, and the remaining to follow the step within a month. The SEAMEO RECFON staff, Dr. Judhiastuty Februhartanty said: "Last year, a similar workshop was held and assisted seven participants until the manuscripts finally submitted. We all understand that it was difficult to finish writing without having dedicated time. I feel the usefulness of this event and we all hope we could have it as biannual workshop in the future". The alumni participant, Dian Sufyan said: "It requires time, supporting environment, concentration and a little courage to finally submit an article; and I get all of that during this workshop. So that I can end this unfinished business and get ready for the next steps". We highly expect for smooth review process until the articles are accepted and finally published, and give impact for sustainable human resources development.
