1. The State Government had issued additional economy measures in Government Order read as first paper above, after reviewing th financial position, as part of the measures to improve the Ways and Means position and decided that a Committee consisting of the Principal Secretary (P&RD) and the Secretary Finance (Expenditure) would identify the excess staff in the various departments. Government also directed the Committee to finalise the list of excess staff after necessary consultation with the concerned Heads of tepartineni-..and Secretaries. This Committee had on the basis of the discussions with the Secretaries and Heads of Departments made an ass'essment of the posts av.i1ab1e in each department•as excess. 2 In Government Order read as third paper above,ja Surplus Man Power Cell.was.setup in Personnel and Administrative. Reforms Department to attend to the work of redeployment of excess staff so fmalised by the 6ommittee of Secretaries. 3. On the basis of the assessment by the Committe, Government directed Secretaries of various Departments to hold discussions with the Service Organisations regarding the / 3/5226/2003.

excess posts in departments. The figures of posts identified by the Committee and those furnished by the Secretaries were further reviewed by Government. A total of 17195 posts were identified by the Committee as surplus, including those identified by the Departments. After the fmal review, the total number of excess staff has been found to be 11658. Out of this, .3570 posts have been abolished, 2915 posts have been re-deployed to LSGD and 1663 posts are yet to be redeployed, to LSGD. 3510 posts were identified as posts that have to be abolished or declared supernumerary. . A consolidated position is annexed to this order as Annexuie A. Department wise details are provided in Annexure B. The final figures are consolidated as in table below:

7. Government have examined the matter in detail and are pleased to, order that: The posts shown in item 6 in Paragraph 6 (details in Column 7 of Annexure B) will stand abolished. Out of these posts abolished, posts not vacant will be treated supernumerary in the concerned departments The process of redeployment, if any, of the staff declared supernumerary (in. item 6 of Paragraph •6) to vacant posts in departments shall be fmalized immediately. Only willing employees in this category shall be considered for such redeployment. Not . withstanding the completion of the process in Paragraph 7(u) above, restrictions on appointments to vacancies in Government Departments shall stand removed with effect from 1.12.2003. iv. The Departments will assess vacancies carefully based . on orders on abo1iti6nIredepi6Thent of posts. Such vacancies may be reported to the Public .. . Service CommissiOn after 1.12.2003. 8. Departments will issue separate orders on redeployment of posts that are yet to be - -redeployed.to LSGs showniñ item 5 of Paragraph,6 (details in Column 6 of Annexure B)within 15 days. .. . . . . .
