Section 1: N.K Office Is headed by O.S. He/She is responsible for all its activities and control. Section 2: Technical Division Is headed by Senior Project Engineer and all its sub-division are controlled by a PE/JE as applicable. Construction: to manage all the work site related, equipment, labor and all legal action required. Quality Assurance: Quality control while preparing for execution, during execution and on completion of all works. Stores: All stocks at project sites are managed by this section and normally act as a sub-division of construction. Section 3: Office administration division Is headed by the Chief Accountant and assisted by Asst. Accountants, DEO, Office Assistant and all other office staff. General administration: Do all the paper s and book keeping activities at the office and also help all other divisions in general administrative matters. Accounts: Financial data recording and auditing it.

Section 4: Production Centre Is headed by the Production Manager. And assisted by a store keeper and other required number of persons. Section 5: Training Centre Is directly under the control of OS and is managed with the help of a TCC staff at NK.

 

Powers and duties of Office Bearers  Section 1: Chairman The administrative control of the Udupi Nirmithi Kendra (R) rests with the Chairman/Executive chairman of NK. The Chairman, a) Presides over the GB meeting. b) Exercises such rights and powers, as provided by the rules and regulations. Section 2: Project Director (PD) Secretary and Chief executive officer of the Udupi Nirmithi Kendra (R), PD shall be the Ex Officio-Treasurer. The Project Director: a) Issues for all meetings of the GB and Committees. b) Keeps the minutes of the GB and Committees. c) Signs all documents for and on behalf of NK. d) Authorise all disbursement and receipt of money. e) Open and operate bank accounts on behalf of NK. f) Performs such acts and duties all by-laws of NK and also those which may be delegated an assigned to him/her by the Chairman, GB and committee from time to time. g) Assigns from time to time such functions and duties and delegate such powers as he may deem necessary to any other official whom he may consider fit for proper working of the NK. h) Appoints all other required staffs as and when required on behalf of NK and Chairman. i) Performs all such acts and duties exercises all such powers in the interest of proper working and effective achievements of the objectives of the NK. However rectification of the same shall be obtained in the subsequent GB/Committee meeting as the case may be. Section 3: Office Superintendent (OS) Official administrator of NK under Project Director. The Office Superintendent: a) Is the Public Relation Officer.

b) Is the Public Information Officer. c) Is the Human Resource Manager. d) Is responsible for Office Management. e) Maintains a consolidate status report of all projects. f) Co-ordinates divisions/sections of NK. g) Verify and sign all communications of the office of NK. h) Verify books, MB and bill registers. i) Verify and sanction all payment of NK. j) Verify and authorize all office activities. k) Implements all Enterprise Resource Planning (ERP) l) Is the in-charge of NK next to Project Director. m) Supervises and administers training centers. n) Purchases all information technology related equipments. o) Supervises the activities and all operations of centers run by the NK like Production centers, Construction sites etc. p) Calls NK Project performance evaluation meetings of staffs in NK office. q) Prepare and verify reports required regarding the performance of NK to be communicated to the interested parties. r) Supervises also all other office activities not mentioned here above. s) System administrator (Information Technology) Section 4: Senior Project Engineer (SPE) In charge of office and NK in the absence of both PD and OS. Senior Project Engineer: a) Is the head of the corresponding division/section. b) Is the Assistant Public Information Officer. c) Is the Assistant P.R.O d) Verifies adequacy, material and labour for the sanctioned new projects. e) Checks and verify estimations. f) Supervises the works under his division/section. g) Checks and verifies work bills and measurement books. h) Verifies the Quotation for material purchase. i) Verifies labour rates. j) Follow up & supervises the sanctioned new projects.

k) Commences, Supervises and follow the allotted new works. l) Supervises planning, designing and surveys. m) Supervises all legal issues related to work sites. n) Verifies and certifies the R.D and U.R.D bills. Section 5: Project Engineer (PE) is responsible for the activities of the corresponding section/division he/she heads. This is the same as S.P.E except that he/she is not the Assistant Public Information officer and Assistant Public Relation Officer.

Section 6: Junior Engineer (JE) Is there to assist the PE of respective division/section in executing the Projects assigned. Junior Engineer: a) Is the full in charge of the work sites. b) Prepares adequacy, material and labour for the newly sanctioned projects. c) Executes/ supervises the new Projects. d) Prepares estimations. e) Commences, follows and executes all sort of new projects/works. f) Maintains all site inspection books, MB and Bill Register. g) Prepares bills and measurement. h) Prepares Purchase Orders. i) Accepts material purchase quotations from external parties. j) Prepares work completion reports. k) Is responsible for site planning, designing and survey. l) Handles all legal issues related to the work sites. m) Supervises equipments and work materials transportation to the site and from the site. n) Verifies sites and certify the R.D and URD bills. Section 7: Work Supervisor (WS) Assists JE in conducting the execution of the Projects at the site. Work Supervisor: a) Is the project site in charge next to JE. b) Is responsible for site clearance. c) Is responsible for arrangement of labour and supervision.

d) Maintains labour books. e) Keeps Material books. f) Manages stocks and materials at the project site. g) Is responsible for equipments and work materials transportation. h) Is responsible for house keeping. i) Is responsible for all sort of labour supervisions, safely and all other facilities at the project site. Section 8: Chief Accountant (CA) Assists OS in all financial record keeping and office management activities. Chief Accountant: a) Is the head of the financial division. b) Supervises and verifies accounting book keeping. c) Prepares official communications. d) Prepares salary statements. e) Handles all taxes and legal issues related to accounting and finance. f) Prepares financial arrangements. g) Checks verified and certified R.D and URD bills. h) Manages fixed assets. i) Prepares utilization certificate. j) Verifies cheque register. k) Assistant system administrator (Information Technology) l) Is responsible for all office furniture, fixtures and equipments (including IT equipments) and their maintenance and safe keeping. m) Is responsible for any office re-location. Section 9: Assistant Accountant 1 Assists CA in handling liquid cash and all other payments and receipts related works at office and banks or any other Financial Institutions as applicable Assistant Accountant 1: a) Is responsible for all payables and receivables recordings. b) Is responsible for bank statement reconciling. c) Is responsible for liquid cash handling.

d) Is responsible for all bank related activities like cash/cheque/DD/pay orders depositing and all sort of money withdrawal activities from banks and other financial institution. e) Maintains cheque register. Section 10: Assistant Accountant 2 Assists CA in accounts entries and any other centers or office run by NK book keeping. Assistant Accountant 2: a) Is responsible for all accounts entry to the Computer software and in books. b) Is responsible for Production centre accounting. c) Is responsible for Training centre accounting. d) Is responsible for all outstation (other than Udupi District) Project accounting. e) Is responsible for any other activities of NK which requires the accounting and book keeping. Section 11: Office Assistant (OA) Assists PD and OS in Clerical activities of the office administration. Office Assistant: a) Is the Personal Assistant (PA) to PD and OS. b) Is responsible for all office typing on computer including e mails. c) Is responsible for keeping daily dairies of PD and OS. d) Keeps all communication inward, outward register. e) Is additionally in charge of Data Entry Operator in his/her absence. f) Is responsible for keeping visitors register. g) Is in charge of reception counters. h) Is responsible to accept any communication related to RTI of behalf of Public Information Office (PIO) or Assistant P.I.O; and to keep a register for the same. i) Is responsible for keeping an up to date phone calls in/out register online on computer with the following details Date: Time: From,/ To: Subject: Summary:.

j) Checks and keeps an email register for all official electronic mails received. k) Receives all communication to the office (fax, post, courier etc) acknowledge, keeps a record of them and distribute them. Section 12: Data Entry Operator (DEO) Assists PD and Os in data entry related office activities. Data Entry Operator: a) Is responsible for all typing on computer under the technical divisions/sections including emails. b) Does data entry to web sites and ERP Software. c) Is in charge of record room and its related activities. d) Is in charge of O.A in his/her absence. e) Is the safe keeper of all office seals other than that of designations PD and OS. f) Is in charge of all office stationeries and materials. Section 13:Office Attendant Is responsible for all house-keeping at the office. Also function as drives of the NK official vehicles. Section 14:Training Centre Coordinator (TCC) Assists OS in running the training centre. T.C.C: a) Is responsible for organizing training programs. b) Making arrangements for new training programs.

Section 15: Production Manager Assists PD and OS to run the Production Centre of NK. Production Manager: a) Manages Production Centre. b) Supervises Production works. c) Maintains register for recording material management at the yard. d) Maintains labour register for production centre. e) Manages labour quarters. f) Controls production activities and production quantity and quality. g) Handles all internal legal issues at the production centre. h) Supervises stocks, stores and material movement. i) In charge of trainees from training centre at production centre. Section 16: Store Keeper Assist Production Manager at Production Centre. Store Keeper: a) Is responsible for house keeping at the production centre. b) Maintains all registers and records of stock and store at the production centre. c) Is the in charge of production centre next to Production Manager. d) Maintains and repair of all equipments at the production centre. e) Manages fixed assets at production centre.
