Payment of Special Allowance to the Track Maintainers performing the duties of Keyinan and Gate Man-reg. *{<{<****'1.*
The nature of duties of Keyman (Track Maintainers Gr. II) is very crucial and complex wherein the staff are expectedto perform jobs with greateralertness.The role played by Track Maintainer Gr. II (Keyman) for ensuringsafety of P. Way Tracks is given below briefly:o
The job of Keyman is toughestas he has to walk not less than 12 kms to perform his duty daily in all weatherconditions.

He has to minutely observeto detect the defects in track and evaluatesafe/unsafecondition of track and accordinglytake safetyprecautionsto ensuresaferunning oftrain.

He should be always alert to savehimself from getting run over from train. After completing foot to foot inspectionin first half, he is assignedto attendtrack in secondhalf.

He also supervisesthe gang work one day in a week or wheneverGang Mate is on leave.
Federationalso remindsthat in the CTEs Conferenceheld at IRICEN, Puneon 14-l6thSeptember 2015,the following suggestionswere madewith regardto Keyman's beatlength:(a) Beat of Keyman in non PSC track
:6.00 km.
(b) (i) Beat of Keymanin corrosionarea
:4.50 km.
(ii) Beat of Keman in combinedarea
= 6.00 km.
If gang beat is more than 6.0 km in Non PSC track or in PSC sleepertrack in combined area or 4.5 km in locationswhere the entire gang beat is in oocorrosion area" then additional Keyman shall haveto be provided. 2. Further to above, Federationalso places below the duties performed by the Gate Keepers/Gate Man of Civil EngineeringDepartment. o
Gate Keeper is expectedto man the Level CrossingGatesin the mid-sectionand ensurefree flow I
of train serviceswithout interruption. o
He should be on alertness and be prepared to take immediate action, should danger be apprehended.The Level Crossingsare locatedat remoteplaces.

Flange way is clear, Availability of road warning and track whistle boards. If missing, have to report to Supervisor/JE/SSE, Bushes/treebranchesobstructingvisibility are removed, Railway tracks are protected, Road surfaceis well wateredand rammed, .. Train passageis made smooth and intact. During train passing,shall attractthe attention of thb Loco Pilot.
The duty hours at majority of gateshave beenclassifiedas 12 hours a day. Gate Keepershave no transport facilities to return home after performing duties. Gate Keepers have to inter-act with Station Masters over phone about movement of trains for performing gate operations.They have to exchange private numberswith the station mastersfor passageof trains in the section. After closing the gate and lowering the signalsfor approachingtrains, the Gate Keeperscontrol the road traffic till completepassage of train. There have been occasionswhen the Gate Keepershave been attackedby road userswhen the gate is closed for smooth passageof train services. The Gate Keepers are expected to remove the vegetationsand foreign bodies lying on the track. They face attacks from anti-social elementsin the course of performance of duties. They cannot have the facility of regular food, drinking water and medicalassistance due to beingpositionedat remoteplaces. 3. The Task Force on safety has consideredthe duties and responsibilities of Keyman and Gate Keepers and recommendedfor grant of Special Allowance equivalent to 30Yoof Pay per.month. The Railway Board has consideredthe recommendationof Task Force in its meeting held on 8' December, 2017 andagreedin principle for paymentof SpecialAllowance at 30% of Pay per month to Keyman and GateMan of Civil EngineeringDepartmentin the Railways. NFIR, therefore, requeststhe Railway Board (IvfE & MS) to kindly anangeto seethat action is taken for accordingapproval for paymentof SpecialAllowance @ 30% of pay per month to the Keyman and Gate Man of Civil EngineeringDepartment.Provision of additional Keyman may also be considered in terms of suggestionmadeby the CTEs Conferenceheld at Punefrom 14ft to 16'hSeptember,20I 5.
