Project Details

1.1 Description 1.1.1 Upper Khimti-II Hydropower Project -7 MW Upper Khimti-II Hydro Power Project (UKHP-II) 7 MW is a cascade RoR type of scheme located just downstream of Upallo Khimti Hydropower Project, 12MW located in Ramechhap district. The project components are located in left bank of Khimti Khola within Chuchure VDC. The project area is located between longitudes 860 18’10”E to 860 20’10”E and latitude 270 38’20” N to 270 39’55” N. Water is taken from the Khimti River at the intake of the Upallo Khimti and is passed through the Upallo Khimti project Powerhouse and delivered directly to the Intake of the Upper Khimti-II Project. The only source of water for the Upper Khimti project is that which passes through the Power Station of the Upallo Khimti project, supplemented to a small degree with additional water from Khimti Khola. The following table shows the basic feature of the project: Feature

The project site is linked to Jiri, Dolakha by all-weather gravelled road and distance is about 26 KM via Rasnalu Bridge. Route: 1 Kathmandu-Lamosanghu-Charikot-Jiri-Rasnalu-Khimti Site Route: 2 Kathmandu- Banepa –Khurkot –Manthali –Rasnalu -Khimti Site Among these alternatives, Route-2 is short but Route-1 shall be considered for the transportation of most of machine and materials for the construction work. The project comprises mainly Headworks, Penstock pipes, Powerhouse, Tailrace and Protection works.

1.2.6 Lot II Civil Works Lot II includes all the contracts related to Civil Construction Works. The bid for the work was given to the following Civil Engineering Contractors mainly A Class and experienced in Hydro Power Construction. The contract agreement has been signed with highest scorer B.P Construction (P.) Ltd (Registration Number of B P Construction (P.) Ltd is 15944/058/059 established dated 2050/05/26, License Number is 2363 A Class Contractor., VAT Registration number is 300011986 dated 2054/11/22). 1.2.7 Lot III Hydro Mechanical Works Lot III includes all the contracts related to Hydro Mechanical Works. We have already purchased Steel Plates from Steel Authority of India, (SAIL) that is confirming to IS-2062 BO/2011 E350 BO or equivalent. Friendship Engineering Company (P.) Ltd is the sub-contractor of Pinggao Group Company Ltd for the civil construction and erection and installation of 132 kV Double circuit Transmission Line and 132 kV Garjyang sub-station and 132 kV Bay Extension at New Khimti sub-station.

Site General Progress Executive General

Total Project work carried by HUBCL has been divided into 5 Packages. LOT I: Infrastructure Development  The Land Acquisition work for getting private land is complete for Access Road and Pipe Line and for all structure in both the projects. Land leasing work and obtaining forest clearance from Government Land has been completed.  Access Road Construction is completed and upgrading of the road is still continued.  11kV/400 v Constriction Power work is completed and the line is charged. ToD meters have been installed.  Four Camp house has been acquired at Site which are used for various purposes. Lot II: Civil Works  BP Construction Pvt. Ltd has been selected as the LOT II Contractor  Till date, approximately 30% work has been completed on 7 MW Headworks.  Similarly, 15% work has been completed on 7 MW Pipe Alignment works.  Excavation work for the construction of Powerhouse of both Project is almost completed; Rebar laying works for Footing is in progress. Lot III: Hydromechanical Works  Machhapuchhre Metal & Machinery works (p) Ltd has been selected as Lot III Contractor.  Till date, approximately 54% of M/S Plate has been fabricated.  Major Hydromechanical component like Undersluice stoplog, Undersluice gate, intake stoplog and intake gate have been installed. Also, Gravel Flushing gate and gravel flushing stoplog for 7 MW Project have been installed. Other major equipment are stored at site workshop. 5

Lot IV: Electromechanical Works  TPSC (India) Pvt. Ltd has been selected as the Lot IV Contractor.  Earthing materials required for switchyard and Power houses has been received at Site  Powerhouse drawing for has been issued by Lot IV contractor and approved by our design Consultant CEC.  Earthing Works by TPSC is completed in 16th September 2017.

Lot V: Ramechhap Garjyang Khimti 132 kV double circuit Transmission Line  An agreement has been signed between NEA and Pinggao Group Co. Ltd for construction of 31 KM 132 kV double circuit transmission line and construction of 132 kV sub-station at Garjyang and Fulasi.  Till date, detail survey, check survey, tower spotting, soil investigation and tree numbering works has been completed.  Detail requirement of land for 132 kV transmission line and land acquisition process has been completed. 3.2

Engineering Detailed Design Consultant

Clean Energy Consultant (P.) Ltd has been awarded as Detailed Design Engineering Consultant. LOT I: Infrastructure Development

4.1

Land Acquisition and Access Road Construction

4.1.1

Land Acquisition

The land acquisition works has been nearly completed for pipe alignment and access road of UKHP. The total area of private land has already been acquired/purchased. The remaining public land is also acquired through lease agreement with Government of Nepal. Please refer to Annex – 3 for details. 4.1.2

Land Leasing

The land leasing and clearance for the forest already completed from the cabinet decision by Government of Nepal. 4.1.3

Access Road Construction

8.5 km Access Track from Kharanitar to Headworks is ready and operational. 3 waterlogged areas and water crossing are treated locally and access is open to 12MW Headworks. There are two Khola Crossing called Chake and Garjung. Chake crossing is complete and operational. Causeway in Garjang Khola is also completed and in use. Thus, all sites of the Projects are easily accessible. 4.2

Camp House

4.2.1

Jifasa Camp: (Camp No 1) Project Management Office

This is the central camp. We have about 24 Ropani of Land for our Jifasa Camp. This camp has been designed to be in operation even after Commercial Operation Date as our main camp. Protection Work of all blocks against lighting is completed. There are 4 blocks in this camp.     4.2.2

Director Block and Guest House – It is completed and occupied with air condition facility, attached bathroom, hot / cold showers. Officers’ Block (10 rooms and kitchen) – It is complete and occupied already by our Staff. Office Block – It is ready and in use. (Director Room, Technical Room, Meeting Room, Administration Room, Account Room are in this block.) Juniors’ Block – All ten rooms are occupied. Kitchen is used as temporary store. Argeli Ghari Camp: Camp No 2

This Camp is near to 12 MW Headworks in Argelighari and is complete. This will be occupied by Headworks staff in first week of Kartik, 2073. NEA line is connected. Only compound fence work is remaining.

4.2.3

Garjyang Camp: Camp No 3

We have lease agreement with Bhalepokhari School that will be used for 30 years. It is being used as a store. 4.2.4

Kharanitar Camp: Camp No: 4

We have rented one private house. The Petrol and diesel storage will be availed here. We have store facility with office and residence facility for a duration of Project Construction Phase merely.

Construction Power

4.3.1

Study of Reliability and Power Available at Site

Power availability and reliability study has already been conducted for site. Study included condition of existing 11 kV Jiri –Those feeder, available power sources at Jiri 33/11 KV substation and at Charikot 33/11 KV substation. Study also included power availability at site for construction works during off peak time and peak time (5:30 PM -9:30 PM), frequency of occurrence of fault in existing 11 kV feeder from which we are planning to tap for our energy requirements. From overall, data collected at Jiri substation, it was seen that power is available for our requirement during off peak time and reliability is also seen satisfactory. Even though, some rectification works such as bush cutting, maintain of line to ground clearance, stay installation and other minor works has to carry out for making existing 11 kV line more reliable. 4.3.2

Procurement of Material

Procurement of Major materials such as Mechanical items, Electrical items, Conductor and ABC cable and for distribution transformers has been completed and transported to site. 4.3.3

Construction of Construction Power

Construction Power works (11 KV & 0.4 KV Line) has been completed for both Projects Upallo Khimti & Upper Khimti -II. Sunita & Kabita Construction (Pvt) Ltd, Dolkha, carried out the installation works of Construction Power which has been installed along the Headrace and Penstock pipe alignment of both the projects Upallo Khimti and Upper Khimti -II Hydro Power Projects. In total six transformers has been installed. Out of six, Five Transformers has been installed of Capacity 100 KVA and one Transformer has been installed of Capacity 250 KVA. Testing of Construction power is completed and line charged on 18 July 2016. 4.3.4

Load Approval for Construction Power

NEA’s Distribution and Consumer Services Ramechhap Branch has approved 600 KVA load for the construction power. Time of Day Energy Meter programming and installation completed and transported to site. Two ToD meters have been installed by NEA concerned people, one for stone crusher of Civil Contractor and another for workshop of Hydro Mechanical Contractor.

Tender had been floated on November 8, 2015. Bid received on December 10, 2015. B.P Construction Pvt. Ltd. has been awarded as a civil contractor for both of the Project on February 8, 2016. Contractor mobilised its personnel with equipment on February 17, 2016. 5.3

Construction Materials Survey

Technical team of Himalaya Urja Bikas Company Limited has visited the possible sources of construction materials especially for course and fine aggregate its quantity and quality. Basically, two sites, Mele and Olane, are selected. Both course (boulder from course aggregate) and fine aggregate are available at Mele, whereas only fine aggregate is available at Olane. Laboratory test results of all concerned materials satisfy the requirements of the relevant specifications and norms. 5.4

Detailed Time Programme

Cement Maruti cement is approved by HUBCL. Different tests have been conducted and results satisfy the relevant codes and specifications. Mix design for M15, M25 and M20 has been completed. Concrete cubes are casted both for 40 down and 20 down. All tests satisfy the relevant codes and specifications. Rebar Total 115,000 kg of different sizes (10, 12, 16, 20 & 25 mm dia.) have been received. Different tests have been performed and results are positives. Rebar straightening and cutting for Anchor Blocks commenced and continued. Sand washing and collection

Sand washing is arranged in Khimti Khola near Olane which is about three kilometres south from 7 MW Powerhouse and tractors are used to transport washed sand from Khimti Khola to the yard in Kharanitar. 700 cum. of site is at site stock now. 5.7.4

Diesel

Diesel is stocked in the store of Garjang camp. Diesel is brought on required basis from the petrol station of Tamakoshi. However, the minimum stock of 150 litres is always maintained and it will be proportionately increased with volume of work to be carried out. Present stock of diesel at site is 1800l. 5.7.5

Stone Crusher

It is in operation. 1200 cum. of Aggregate is at site stock now.

Lot IV Electro Mechanical Works

7.1

Summary of Progress 







    

Director Technical and Project Management (DTPM) attended Project Kick off meeting on 13th January 2017 in TPSCI Office Greater Noida. The meeting report has been circulated among executive teams and Project Managers Team as well. Net head and final data for Hydraulic Design parameter has been rechecked and reconfirmed by Clean Energy Consultant (P.) Ltd and has been forwarded to TPSCI as per the Kick off Meeting dated 13 January 2017. New Working Schedule has been enforced by the Civil Contractor and Hydro Mechanical Contractor. HUBCL will compile the new working schedule and will forward to TPSCI for final and consolidated harmonized work schedule. As a First Consignment from TPSCI, TPSCI has agreed to send Earth Mat design and then will supply the materials required for Earthing of Power House and SwitchYard of both the projects. HUBCL to inform about Custom clearing Agent and will seek approval from DoED/Ministry of Energy to import electromechanical equipment with 1% custom facility. Second Consignment for the projects will be concrete embedded parts for the machine foundation of both the projects. Third Consignment from TPSCI will be EoT Crane of 25 Tonne. All the Superstructure works needs to be completed before receiving complete delivery of EM Equipment from TPSCI. Turbine and Generator design data and selection meeting was held at head office of Client jointly with CEC and TPSCI on 3rd April 2017. Power House Excavation drawings issued to Client by TPSCI for both the Projects. Earthing design of Power houses and switchyards of both projects has been approved by Design Consultant submitted by TPSCI.

LOT V (Ramechhap Garjyang Khimti 132 kV Transmission Line Project)

8.1

Introduction:

Garjyang Ramechhap Khimti 132 kV Double Circuit Transmission line Project is being built by Nepal Electricity Authority. It consists of Construction of approximately 31 KM 132 kV TL from Garjyang Ramechhap to Fulasi VDC of Ramechhap and construction of new substation at Garjyang and bay extension works at New Khimti Substation of Fulasi VDC. NEA has signed the contract agreement with Pinggao Group Co. Ltd. Peoples’ Republic of China. On 10th May Sub Contract Agreement has been signed between Pinggao Group Company Limited & Friendship Engineering Company (P.) Ltd for the erection, installation and Civil Construction works of entire Transmission Line and Sub Station at Garjyang and Bay extension at New Khimti Sub Station. 8.2

Key Activities:

Office & Store Set Up:

Pinggao office has been set up at Garjyang Village and at Burke of Rasnalu of Gokulganga Gaupalika ward No. 3. 8.2.2

Substation works:

Garjyang Substation: Following activities has been completed and ongoing for Garjyang substation. a) Soil bearing capacity and soil resistivity tests of Garjyang substation completed and provided to Pinggao Group Co. Ltd. for design process. b) Topographic survey data of Garjyang substation has been provided to Designer Pinggao Group) for design of Garjyang substation. c) Gabion Protection works of Garjyang Substation at the Left Bank of Khimti Khola has already been started. Please see photo attached below. d) Pinggao Group Co. Ltd. has prepared Plan and Layout, Single Line Diagram of Garjyang Substation and submitted to NEA for approval. e) Civil Design of Control building and Equipment foundation ongoing. f) Soil Investigation works at Garjyang Substation in Progress. New Khimti Substation:

Due to unavailability of land for bay extension works, significant progress has not been made. 8.3

132 kV TL works:

132 kV TL works covers construction and installation of Double Circuit Transmission line from Garjyang substation to New Khimti Substation. It is approximately 31 KM in length and consists of approximately 101 Towers. It covers Chuchure, Those, Rasnalu, Betali and Namadi VDC’s of Ramechhap district whereas Mali, Jiri and Sahare VDC’s of Dolakha District. Following activities are completed and ongoing under this scope. 16
