GSA{FIR's letter No. IV/HOER/312006(DCyHPC dated 1010212016 to the CRB & copy endorsedto the MT' MS & ED/IR' x,Fr<:F*:F*x* NFIR invites kind attention of CRB to its letter of even number dated 10thFebruary 2016 wherein the Federationhas conveyed protest alainst Board's arbitrary decision for replacementof Guards in the rear Cabin of suburbantrains by Motormen as pilot project on WesternRailway. It is unfortunatethat the Railway Board have not respondedto Federation'sletter dated 10tr February,2016 and equally our request for convening a joint meeting with the Federationsto discussthe recommendationiof the I{PC(R&S) in general and specific recommendationfor replacementof Guard with Motorman (as pilot project) on WesternRailway in particular. .: So far as specific recommendationvide para9.25 of the minutesof the meetingof the full Board is concerned, the Federationcontendsthat the IIPC(R&S) has not taken the merits and factualworking systemand turn aroundtime consumedat the terminals as well the time being allowed for commutersto board the triin etc., before making sucha recommendation.It is, however, relevant to mention that the Guard plays very crucial role for ensuringsafety, speed and'satisfuctory service to the commuters while manning suburbantrains. The recommendationis-amounting to compromisingthe very safety standardsas the Guard is the only staff solely entrustedwith the responsibilityto ensure safety. The Federationfeels that the recommendationof the IIPC (R&S) deservesto be rejectedon the basisof facts and merits relating to the role of Motorman working Suburban Services and Guard manning and ensuring safety. ft is also incorrect to state that the turn around time will be saved by replacementof Guard-with the Motorman. The Federationalso surprisedto note how Board could take decision as a6ove without discussionswith the Federations when the subjectmatter is in the DC/JCM forum (item No. 312006)under discussion.The Board's decisionis against the very spirit of negotiatingmachinerymeant to discussand resolveissues. NFIR, therefore,requeststhe CRB to kindly seethat the decision of the Board circulatedvide Board's letter No. E(LL)2015/HPC|2|Pt.MS dated 0210212016 is kept in abeyanceto facilitate free and frank discussionsin thejoint meeting with the Federationsfor alriving at conclusionin the interestof systemand staff (i.e. Motormen and Guards), Yours faithll (Dr. M.
