Alalaeaitang, , ztnila RESOLUTION NO .4 Series of 2012 A RESOLUTION REQUESTING FOR THE INCLUSION OF A YOUTH BOARD MEMBER IN THE MOVIE AND TELEVISION REVIEW AND CLASSIFICATION BOARD AS A SUPPLEMENTAL PROVISION IN THE INTRODUCED HOUSE BILL 1670 ON THE AMMENDMENT OF PRESIDENTIAL DECREE NO. 1986 OR THE MTRCB GOVERNING RULES Sponsored by COMMISSIONER EARL P SAAVEDRA building;
WHEREAS, the State recognizes its responsibility to enable the youth to fulfill their vital role In naton-
WHEREAS. the State has defined that the 'Youth' is the critical period in a persons growth and development from the onset of adolescence towards the peak of mature, self-reliant aed responsible adulthood comprising the considerable sector of the population from the age of fifteen (15) to thirty (30) years. (Republic Ad 8044, Section 2): WHEREAS, it is vital to encourage wide and active participation of the youth in all governmental and nongovernmental programs, projects and activities affecting them and to harness and develop the full potential of the youth as partners in nation-building; WHEREAS, being the 'Vase and Advocate of the Youth', the National Youth Commission firmly believes that the mobilization of youth's abilites, talents and skills and redirecting their creativity. inventive genius and wellspring of enthusiasm and hope is necessary to give semblance of importance to the sector comprising 27.8 million of the country's population: WHEREAS, the role of the youth in aspects of governance is a need: WHEREAS, with the above-stated facts on the involvement of the youth in vanous affairs and systems, the commission believes on the genuine contribution of young people even in the freedom of expression as an exercise of democracy. In addition, the youth portrays a significant part in assessing the effects of modern day media by being vigilant of what they hear and see through their characters as watchdogs; WHEREAS, in House Bill 1670 as introduced by Congressmen Rufus and Maximo Rodriguez, the need to amend the Internal Rules and Regulations. Governing Guidelines and the Composition of the Movie and Television Review and Classification Board was proposed to create a sense of awareness and sensitivity that caters to the interest of the general viewing public and of the artists, WHEREAS, the proposed legislation intends to maximize the membership of the board by introducing a minimum age of twenty one (21) years old for those who will be appointed to hold such portfolio; WHEREAS, the Commission earnestly prays that a youth-member, apart from those representing the Philippine BAR and the actively serving movie professionals be consdered in the proposed MTRCB Board composition . WHEREAS, such steps are justified by the fact that the youth resonates the ideals of values, character. discipline and order which are necessary in the discharge of duties and responsibilities of MTRCB in classifying Elms and television shows in which even the young are part of the general audience: WHEREAS, the present set-up on the involvement of the youth in the MTRCB through the Appeals Committee is very delimiting considering that only reslncted matenals which were appealed to the Office of the President because of the controversial contents are the only ones being elevated fcr evaluation by the committee and not those which are being shown regularly in theaters and televisions which are under the review, classification and disposilon of the MTRCB Board itself; WHEREAS, the role to be played by a member of the youth sector in the MTRCB Board will guarantee that values and culture become integral parts of materials being produced and showcased which are tantamount to sharing learning msghts and opportunities to be educated and aware of what is seen,

WHE; tthe au[horiry of a Youth Board Member in l.1TRC8 qua•antees a system in the proposed section of House Bill 1670 on the deputization of representatives by the body. Such measure would enable full youth partiapation as watchdogs in their own communities and localities by engaging youth networks and counterparts in the area who can report and assess television and movie shows which can be reported to the MTRCB for the body to effectively carry out its functions. WHEREAS, the Commission advocates that in the conduct of committee hearings relative to this proposed legislation. sha I recommendations, herein. shall be considered accordingly; NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, THE COMMISSION APPROVES AS IT HAS HEREBY APPROVED, rat t^.e Commissicr requests for the inclusion of a Youth Board Member in the Movie and Television Review and Classlicathn Board reahve to the proposed amendments cn the MTRCB Governing Rules and Introduced in House Bill 1670 RESOLVED FURTHER that the proponents of the bill in the Lower Noise consider involving the Commission in the series of consultations and committee hearings that it will hold in line with this proposed legislation.
