RESOLUTION NO. 3 Series of 2012 A RESOLUTION CALLING FOR THE STRENGTHENING OF THE SOCIAL AND CIVIC SERVICE COMPONENTS OF THE NATIONAL SERVICE TRAINING PROGRAM AND EXPRESSING SUPPORT TO HOUSE BILL 2355 Sponsored by COMMISSIONER ERWIN CHUA ANDAYA WHEREAS, the 1987 Philippine Constitution expressly declares that the Stale recognizes the vital role of the youth in nation-building and encourages their Involvement in public and civic affairs; WHEREAS, believing that the youth, as the most valuable resource of the nation, needs to be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similatendeavcrs in the service of the nation, the State enacted Republic Act (RA) 9163, otherwise known as the National Service Training Program (NSTP) Act of 2001'; WHEREAS, RA 9163 established the National Service Training Program in three components: Reserve Officers' Training Corps (ROTC). Literacy Training Service (LTS) and the Civic Welfare Training Service (MIS), all of which aimed at enhancing avic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism. WHEREAS. strengthening the social and civic service components of (e NSTP viii *ad to more appreciation, among the youth, of the values of nationalism. civic consciousness and responsibility while tapping their participation in the delivery of basic services; WHEREAS, an amendment to RA 9163 contained in House Bill 2355 of the Honorable Raymond V Palatino, Representative of the Xabalaan Party List, introduces, among others, more component programs of the NSTP such as: General Community Service Prcgram that aims to Iran students in basic services which may include systemic and rational tree planting, street cleanirg, waste segregation, traffic management and other related activities. . Community Based Health and Nutrition Program that arms to train students in heath and nutrition education. Community Immersion Program that aims to strengthen social consciousness of students through exposure and immersion among basicsectors. Disaster Preparedness Program that aims to train students in disaster prevention as preparedness in the event of natural calamities. Ecological Services Program that aims to train students in environmental protection and awareness activities. Human Rights Education and Advocacy Program That aims to train students in the understanding, protection and promotion of human rights WHEREAS, as Representative Palatino says in his Explanatory Note, tie nation needs an any of volunteers and advocates to fight the threats of illiteracy, of political arid social apathy, and the perpetuation of social inequities that cont rue to obstruct genuine national progress; WHEREAS, the National Youth Commission (NYC). created by virtue of RA 8044. otherwise known as 'Youth in Nation Building Act', is mandated to recommend poky affecting the youth; WHEREAS, the NYC. as the Voice and Advocate cf the Youth, conbnues to advocate for legislations that promote the holistic development of the youth; 4' Fir. NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE COMMISSION, to call for the strengthening of the social and civic service components of the National Service Training Program, to express support to House Bill 2355 filed by Kabataan Party List Representative, Honorable Raymond V. Palatino and to urge its immediate passage at the House of Representatives; BE IT RESOVLED FURTHER, to furnish the following, copies of this Resolution for their information:
