3iinlarniuutg, 't^{:tnita RESOLUTION NO. 2 Series of 2012 A RESOLUTION ENDORSING THE DRAFT EXECUTIVE ORDER 'EXPANDING THE COMPOSITION OF THE MICRO, SMALL AND MEDIUM ENTERPRISE DEVELOPMENT COUNCIL, AND CREATING THE PROGRAM MANAGEMENT OFFICE FOR SOCIAL ENTREPRENEURSHIP. AND FOR OTHER PURPOSES' TO THE OFFICE OF THE PRESIDENT FOR ITS ISSUANCE Sponsored by Gregorlo Ramon A. Tingson, Commissioner-at•Large WHEREAS, Section 20. Article II of the 1987 Constitution provides that the State recognizes the indispensable role of the private sector, encourages private enterprise, and provides incentives to needed investments, WHEREAS, Republic Act No. 6977. as amended, provides the State policy to promote. support, strengthen and encourage the growth and development of MSMEs in all productive sectors of the economy particularly ruraVagri-based enterprises. It further provides that the State shall recognize the specific needs of the MSMEs and shall undertake to promote entrepreneurship, support entrepreneurs, encourage the establishment ol MSMEs and ensure their continuing viability and growth and thereby attain countryside irdustnalization; WHEREAS, Republic Act No. 8044 provides that the Commission is the sole polity-making coordinating body of all youth-re'sted institutions, programs. projects and activities of the government. WHEREAS, the Committee on Employment and Entrepreneurship of the Commission fists policies and programs pertaining to social entrepreneurship as one of its priorities; WHEREAS, the Commission has engaged and been engaged by the Gawad Kalinga Center for Social Innovation (GK-CSI), a business ecosystem initiative that aims to build a culture of social entrepreneurship by engaging the Gawad Kalinga network and by leveraging on the Gawad Kalinga community platform, and such engagements have dealt with the involvement of the youth in social entrepreneurship; WHEREAS, the Commisson, in its continuing engagement with GK-CSI, particularly on the generation of policies and partnership in programs that enabe the participation of the youth in social entrepreneurship. the issuance of a proposed Executive Order entitled 'EXPANDING THE COMPOSITION OF THE MICRO. SMALL AND MEDIUM ENTERPRISE DEVELOPMENT COUNCIL, AND CREATING THE PROGRAM MANAGEMENT OFFICE FOR SOCIAL ENTREPRENEURSHIP. AND FOR OTHER PURPOSES is deemed mutually favorable to the objectives of both parties. WHEREAS, the drafting of the proposed Executive Order was initiated by the Department of Finance, and upon consultation with The Department ol Trade and Industry. Center for Agriculture Research and Development. representing the grassroots communities, Philippine Chamber for Commerce and Industry, representing corporations and industry professionals, and the GK-CSI, representing the youth and social entrepreneurs: WHEREAS, the Commission deems the draft Executive Order as a policy response to the significant finding in the recent National Youth Assessment Study conducted by the Commission that very few of the youth were engaged in entrepreneurial activities due to lack of opportunity, start-up capital money, knowledge, and skills; NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Commission endorses the draft Executive Order 'EXPANDING THE COMPOSITION OF THE MICRO. SMALL AND MEDIUM ENTERPRISE DEVELOPMENT COUNCIL, AND CREATING THE PROGRM,1 MANAGEMENT OFFICE FOR SOCIAL ENTREPRENEURSHIP, AND FOR OTHER PURPOSES' 10 the Office of the President for its issuance. RESOLVED FURTHER, that upon the creation of the Program Management Office for Social Entrepreneurship (PMOSEj. the Commission shall pilot youth social entrepreneurship programs and extend assistance to PMOSE with regard to its policies and programs for and with the youth and youth-serving organizations.
