REQUEST FOR QUALIFICATIONS MECHANICAL ENGINEER, CHILLER SYSTEM REPLACEMENT PROJECT The Berkeley Campus of the University of California requests that interested firms submit written proposals to provide design services for the following proposed project: Valley Life Science – Chiller Replacement Project No. 12901A Estimated Construction Cost: $3,000,000 These projects will consist of the demolition of the existing mechanical water cooled chilled water system and the design and bid documents for a new chilled air or water cooled chilled water system. The design scope will include the evaluation of the energy efficiencies of a new replacement water cooled chiller system compared with air cooled chiller options with and without evaporative condenser systems, determination of the UC Berkeley accepted option, and the design and documentation of bid documents with construction administration services. SCOPE OF SERVICES • Energy analysis of three chiller plant options including water cooled chilled water systems, air cooled system and air cooled chilled water systems with evaporative pre-cooled condensers. All options shall utilize high efficiency magnetic bearing chillers. •

Preparation of Bid Documents (drawings, specifications and reference drawing and data packages)for Informal and Formal bid process



UC Berkeley’s design specifications to be incorporated into bid documents for projects with a construction value greater than $100K.



Work with University stake holder team including Building managers, Facility Services maintenance and stationary engineers, Construction and Design project managers, Campus Fire Marshals, Campus Inspection Services to assess program requirements, existing conditions, access issues, etc.



Full design services, through Construction Administration, including all sub-consultants (structural, electrical, acoustic, cost estimators etc.).



Cost studies at relevant phases of design (three cost estimates at design development, 50% CD and 95% CD).



Provide a phasing plan/strategy to complete all improvements.

PROPOSAL CONTENT Proposal must not exceed 10 pages (excludes the Berkeley Consultant Experience Form) and shall provide sufficient information to allow the University to evaluate the Consultant’s approach, experience, staff and availability. Proposals shall include the following information: • Discussion of Consultant’s approach to projects •

Description of a minimum of 3 chiller option/performance studies completed in the past 5 years



Description of completed chiller replacement projects, including a client contact and phone number for at least (5) projects ranging from $600,000 to $20 M in construction value.



Resumes of staff to be assigned to the projects and a statement regarding availability of staff to begin the projects. The respondent must submit three (3) copies of the proposal, each signed by an authorized representative of the Consultant. SELECTION PROCESS The University will review all proposals then select and rank the three most qualified Consultants. The selection and ranking shall be based on the criteria listed below. The order in which the criterial appear does not indicate the importance, ranking or weighing that will be used in the evaluation. 1. 2. 3. 4.

Proposed approach to the project Personnel proposed for the project including qualifications and experience of sub-consultants Past experience of the firm in performing similar projects. Experience of staff to perform the services required by the Projects.

The University shall negotiate with the highest ranked Consultant of tasks, staffing, schedule and a maximum notto exceed fee. Negotiations may be formally terminated if they fail to result in a contract within a reasonable amount of time. Negotiations will then ensue with the second ranked Consultant, and if necessary, the third ranked Consultant.
