To Provide: CONSULTANT SERVICES FOR DATA COLLECTION AND MODELING DEVELOPMENT FOR THE MILL CREEK DRAINAGE SYSTEM The City of Turner ("City"), is soliciting Qualifications from qualified Proposers for providing services for data collection and modeling development for the Mill Creek drainage system Note: This is a Qualifications Based Selection (QBS) pursuant to ORS 279C.l10. Qualifications will be received until, but not after, 4:00p.m. PT), Tuesday, January 16, 2018. Interested firms may submit Qualifications, in the form of one (1) signed original and two (2) copies. Qualifications shall be sealed in an envelope, addressed to the City Administrator, City of Turner, PO Box 456, Turner, OR 97392. Please identify the original copy with the printed words "Original Copy." Proposers mailing Qualifications should allow normal mail delivery time to ensure timely receipt of their Qualifications. Any Qualifications received after the scheduled closing time for receipt of Qualifications will not be considered and will be returned to the Proposer unopened. Qualifications that are delivered to an office other than the office identified above will not be accepted. It the sole responsibility of the party submitting the RFQ response to ensure that the Qualifications is received at the designated location on or before the deadline.

The Request for Qualifications documents are available from the City of Turner, 5255 Chicago St, Turner, Oregon 97392, Monday through Thursday between the hours of 8:30 a.m. and 5:00p.m. and Fridays 8:30 a.m. to 12:30 p.m. To receive RFQ documents by e-mail, submit a request to [email protected]

Any objections to or comments upon the RFQ specifications must be submitted in writing to the City of Turner, PO Box 456, Turner, Oregon 97392 or e-mailed to [email protected] . They must be received no later than January 2, ten (10) City business days before the RFQ closing date. The Qualifications received will be held confidential until contract execution. Thereafter, all Qualifications will be available for public inspection at City Hall by submitting a Public Records Request. NOTE: Errors and Omissions Liability Insurance coverage will be required.

The City of Turner will be the sole judge in determining award of the contracts and reserves the right to cancel the procurement and/or reject any or all Qualifications at any time, if doing so would be in the public interest, as determined by the City of Turner.
