July 9, 2015 Request for Qualifications The Berkeley campus of the University of California invites architects and planners with significant expertise in developing venues for research and education related to performance and production; in improving performance-related program spaces; in addressing space-related program improvements, ADA compliance, and code upgrades; to submit written statements of qualifications to provide planning services leading to a proposal for capital improvements valued at ten million dollars ($10,000,000) or less for the following project: Theater Dance and Performance Studies Master Plan – Project #18250A 1. Background UC Berkeley’s department of Theater Dance and Performance Studies, reorganized under this name in 2001, has incubated a successful new paradigm for education in the arts. The program has achieved a dynamic integration of doing and thinking, studies and studio, practice and theory. Such integration is the ideal for liberal arts programs in the performing arts across the country, but few departments have sustained the vigor that has distinguished the program at Berkeley over the last few years. The unit has a stated mission, derived collaboratively by career faculty of the department, to teach performance as a mode of critical inquiry, creative expression, and public engagement. The newer disciplinary formation of performance studies is combined and synthesized with the department’s longstanding strengths in dramatic literature, theater and dance history, and studio-based study. “Performance studies” is an expanded rubric that can include study of a range of behaviors with performative dimensions, including law, business, and education as well as visual art and new media. At the same time, studio-based classes in dance and theatre technique and scholarly classes in dramatic literature remain a great strength of the department. In 2012, Backstage Magazine ranked UC Berkeley as one of the top five dance schools across the country, along with Skidmore and Juilliard. Each year the program also places students in some of the top MFA acting programs in the country. The undergraduate program consists of two majors: Theater and Performance Studies (T&PS) and Dance and Performance Studies (D&PS) with minors in the same areas. growing unit within the Arts and Humanities Division at UC Berkeley. Nearly as many undergraduates also declare a minor in TDPS, and each year approximately one thousand students take upper division courses in the department; sixty percent of these are non-majors. The graduate program of TDPS features a Graduate Group in Performance Studies. Graduate Groups are a distinctive organizational feature of Berkeley, and are composed of faculty drawn from multiple departments, representing various related fields of study and offering a degree in a specific field of study not represented by a department of instruction. The Ph.D. in performance studies allows candidates to pursue interdisciplinary and individually crafted curriculum of advanced studies. The program has graduated 40 doctorates since 2003. There are 9.5 FTE in senate faculty positions in the department; and many lecturers play important teaching roles in specialized aspects of departmental work. Facilities needs are a chief concern of the department. Neither quality nor quantity of space is sufficient to support current or future development of the program; meanwhile, deferred maintenance and repairs of aging facilities limit the ability to fund modernization and upgrades to technology and infrastructure. Facilities for the department are dispersed in buildings across campus, including Dwinelle Annex (location of faculty, graduates student and production offices, to be moved to Dwinelle Hall in January of 2016); Hearst Field Annex (one temporary acting studio, and temporary location of administrative staff); Zellerbach Hall (location of the best equipped theater, The Playhouse, a 300- to 500-seat flexible theatre dedicated to department use; along with shops; a “black box” theatre seating 70; working collections for properties, costumes and scenery; and studios (many of which are not ADA accessible) for the teaching of acting, dance, and the design of costume, scenery and lighting; Durham Studio Theater, an intimate 140seat modified proscenium stage (part of Dwinelle Hall, also with many accessibility issues); and Bancroft Dance Studio at 2401 Bancroft Way (also known as the Unitarian Church or the Schweinfurth building, a National Register landmark). Aspects of TDPS’ program are inaccessible to faculty and students with mobility impairments; yet all majors in the department are required to do production labs and run crews on shows. These activities are inaccessible to people using wheelchairs, especially in labs in Zellerbach Hall. Cal Performances, a professional performance presenting unit of the University, has overlapping space needs particularly within Zellerbach Hall, and is conducting a master plan study during a timeframe similar to this proposed work. Cal Performances and TDPS each have a 50% share of the assigned space in the Zellerbach building.

2. Goals of the Master Plan The Master Plan must help envision and determine the type of physical facilities and capital upgrades needed to support the distinctive TDPS academic program. The Master Plan should assist the department in prioritizing expenditures of constrained funding for improvements.

3. Project Elements The TDPS Master Plan must provide a space survey, a phasing plan/strategy with at least three options including two which assume that all improvements occur within existing building envelopes, and some feasibility analysis and order of magnitude costs anticipated to complete improvements. Success of the effort requires engagement with campus partners, including academic units and nearby business units, recognizing competing space and use demands and presenting optimal solutions. A possible outline of the work program to be undertaken is Attachment One to this document. All planning and guidance for site, building and infrastructure development must embrace sustainability goals in keeping with the UC Policy on Sustainable Practices. The TDPS Master Plan must provide a phasing plan/strategy and costs anticipated to complete comprehensive improvements. All cost estimating should be coordinated with the campus’ inhouse estimating service.

4. Submittals The University of California is an Equal Opportunity Employer. The TDPS Master Plan will begin immediately upon the execution of the contract and is to be completed within 12 to 15 months. A high degree of collaboration and integrated design strategy will be expected from the team. Award and scheduling of any subsequent work will depend on future campus decisions and available funding. Responders should anticipate a fee for this work equal or less than $180,000. Submittals should be in the form of a brief statement, no more than two pages, describing the firm’s approach to this Master Plan. Additional material should cite the firm’s role in specific, comparable projects, and experience working on performance facilities in an educational setting, referencing year work was undertaken, specifying who on the proposed team was involved with the project and in what capacity, and the scope, size and value of work performed. Short statements describing the relevance of the work to this study are encouraged. Submittals should also include contact information and resumes of key staff members who will be committed to the project on a day to day basis. Please be sure to indicate the name of the dayto-day project manager proposed for this work. Please submit 6 copies of the submittal. We will hold an informational meeting and tour at 9 am on Monday August 17 with firms shortlisted for interview; interviews would occur August 27 and August 28. ATTACHMENT ONE Possible work plan for TDPS Master Plan (suggestion only). The following suggested work program is divided into two major parts: first to identify options, select a preferred option, and second to develop strongest possible, most reliable possible cost and feasibility information for the preferred option. Actual work program to be developed in consultation with selected team. PART ONE – Options Development, leading to selection of preferred option Task 1: Project Understanding, Program Needs and Vision Confirmation; Initial Charrette 1.1 Information gathering steps may include a series of individual or small group meetings with sponsoring unit and users to understand and document program needs, determine experienced and perceived deficiencies in existing space; major drivers of future change; and principles and objectives for future capital investment. 1.2 Identify peer precedents: other facilities that house similar programs, understand what works, what doesn’t, and important strategies from precedents to inform this master plan. 1.3 Identify facility and technology deficits for 21st century teaching related to theater, dance and performance. 1.4 Host an initial charrette to develop an initial statement of program needs and vision. Deliverable: Initial statement of program and vision; project work plan and schedule; summary of precedents, deliverable list revised Task 2: On-site Assessment and Space Utilization Analysis 2.1 Determine validity of currently available facilities reports and reports needed, including: life safety and fire code deficiency survey, structural analysis for seismic safety, accessibility survey, building mechanical and electrical systems conditions, and Historic Structures Reports. 2.2 Understand use of space and compare findings to experienced and perceived deficiencies, as well as policies, practices and benchmarks at peer facilities. 2.3 Conditions assessment—complete space survey at generalized scale; identify opportunities and constraints. Deliverable: space survey, site conditions analysis, draft needs assessment and space utilization report Task 3: Master Plan and Options Development, Second Charrette 3.1 Develop conceptual MP, carrying forward three or more options, at least two with all improvements undertaken within envelope of existing built spaces. 3.2 Develop phasing proposal, matrix showing benefit of specific MP activity, priority. 3.3 Host a second charrette, including broader campus partners for review and discussion of conceptual MP and phasing proposals 3.4 Revise and further develop MP—including prioritization and and/or phasing. PART TWO – Feasibility Development for Preferred Option Task 4: Cost and Schedule Estimation 4.1 Coordination for conceptual rough-order-of-magnitude costs for Master Plan elements. The University has an in-house cost estimating provider whose services have been budgeted separately. The Consultant should plan to coordinate and collaborate with the University’s cost estimator on the production of cost estimates by providing necessary program and scope information and being available for clarification questions. 4.2 Develop possible schedule for each option. 4.3 Draft to client for review and comment prior to submission of final estimate.
