1. The Chairman, Cabinet Appointed Negotiation Committee, on behalf of the Secretary, Ministry of National Integration and Reconciliation, invites sealed bids from eligible and qualified bidders for one or more of the 6 Contract Packages given in the Table 1 below. This includes rehabilitation of 1847.40 Km covering 173.5 km Road Development Authority (RDA) Roads, 394.45 km of Road Development Department (RDD) Roads and 1279.45 km of Local Authority Roads. 2. Bidding will be conducted through International Competitive Bidding Procedure. The bidding currency and the payment currency shall be Sri Lankan Rupees. 3. Bidders may bid for one or more contract packages, and they shall be awarded a maximum two contract packages, as further defined in the bidding document. If the bidder is to be awarded more than one contract package, The Bidder shall satisfy the cumulative requirements of such Contract Packages. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid or in a separate envelope marked ‘Modifications/ Discounts’ submitted before the closing of the Bid. 4. The Bidders shall arrange confirmed finances for their bid price from a recognized financier acceptable to the Employer. The Government of Sri Lanka will provide a guarantee for the repayment of the loan and interest to the financier. 5. To be eligible for contract award, the successful bidder shall not have been blacklisted and local bidders shall meet the following minimum requirements: ICTAD/CIDA Grade: Given in Table 1 Specialty: Given in Table 1 If the bidder is a joint venture, and if there are local partners in the joint venture, at least one local partner shall satisfy the Grade and Specialty requirements. 6. [email protected] and inspect the bidding documents at the address given below from 9:00 hrs. to 15:00 hrs. on all working days. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the Secretary, Ministry of National Integration and Reconciliation, No. 34, Narahenpita, Nawala, Sri Lanka from 22th December 2017 to until 2nd February 2018 from 9:00 to 15:00 hrs, upon payment of a non-refundable fee of Rs. 100,000.00 for each package. The method of payment will be by cash.
8. Bids shall be delivered in duplicate to the address below on or before 11:00 hrs of 2nd February 2018. Late Bids will be rejected. Bids will be opened soon after closing in the presence of the bidder’s authorized representatives, who choose to attend. 9. Bids shall be valid up to 27th July 2018. 10. All Bids shall be accompanied by a Bid-Security for an amount mentioned in Table 1 above. Bid Security shall be valid up to 24th August 2018. 11. A pre-bid meeting will be held at the Ministry of National Integration and Reconciliation on 11th January 2018 at 14.00 hrs.
