NEW DELHI: Opinion is divided among experts about what really may have happened in finance minister Pranab Mukherjee's office. Were the rooms of the minister, his personal staff and the conference hall being bugged? If so, for how long were they under surveillance? And who could have done it? Most experts said if it indeed was a snooping operation, then those who did it could have been listening in on the finance minister for a very long time. A retired senior official known for his expertise in technical intelligence said he wasn't convinced that it was a sophisticated snooping operation. "If it was, then it was a poor way of listening in. There are far more sophisticated ways to monitor," he said, based on his own experience of carrying out such operations. The official, however, said adhesives are used to stick transmitters that secretly recorded voice in a premise. It is then transmitted to a recorder kept at a distance. If this was the case in Mukherjee's office, then the senior Congress leader may have been either a victim of a one-off snooping of a few hours, or a sustained snooping over a long period of time. The official explained, "Transmitter batteries have a life span of only a few hours. So after it runs out, they have to be replaced or recharged." The officer said those who carried out snooping may have regularly bugged the minister for several days, or whenever necessary, each time changing the listening device. Or it may have been for a particular day, or a few hours. "Once it was over, they may have removed the transmitters in a hurry, leaving behind tell-tale signs," he said. Another former officer known for his expertise in technical intelligence said it was possible that the snooping was going on for "a long time, and then they were forced to remove the transmitters in a hurry, so they left behind the adhesives". A third officer said the possibility of a private corporate house being involved could not be ruled out. "It being the finance ministry, there are many private sector players who could be interested. If they were aware of a particular meeting on a subject crucial to their bottom line, then a corporate could take such a risk," he said. So if the corporate house were to "buy off a lower level staff", these transmitters could be smuggled in. "And the easiest way to plant them is using adhesives," he said.
