INTENT
1.1
This document is intended to guide members of Malaysian Amateur Radio Transmitters’ Society (hereinafter referred to as MARTS) the right procedure to apply call signs for amateur radio service. Whenever possible the information here remain aligned to the Guideline on the Allocation of Call Sign to the Amateur Radio Service first issue on 29th December 2003 (amended 31st December 2012) by Malaysian Communications and Multimedia Commission (MCMC).
1.2
The document is not intended to recreate material already available in the Guideline wherever possible, but to give additional guide to member of MARTS when applying for call sign so that our recommendation to MCMC remain consistent with the current best practise.

INTRODUCTION
2.1.
All radio communication transmissions shall be capable of being identified by identification signals or by other means. For a radio communication station that is opened to the international public correspondence and capable of causing harmful interference beyond its national boundary as in the case of the Amateur Radio Service; the station shall carry a call sign in conformity with the International Call Sign Series 1 allocated to the administration by the ITU.
2.2The ITU clearly defines the formation of call signs for the Amateur Radio Service in Article 19 of the ITU Radio Regulations. 2.3
Amateur radio call signs are in the international series and normally consist of a one or two character prefix, a digit (which may be used to denote a geographical area, class of license, or identify a licensee as a visitor or temporary resident), and a 1, 2, or 3 letter suffix. In Malaysia call signs are structured with a two alphabet prefix (reserved for Malaysia), a digit (which identifies geographical area), and a 1, 2 or 3 letter suffix. This suffix may be followed by a further suffix, or personal identifier, such as /P (portable), or /M (mobile).
2.4
When operating with reciprocal agreements under the jurisdiction of a foreign government, an identifying station prepends the call sign with the country prefix from which the operation is occurring.

FORMATION OF THE AMATEUR RADIO SERVICE CALL SIGN
3.1
The ITU has allocated the prefixes 9MAA to 9MZZ and 9WAA to 9WZZ to Malaysia for all stations that are opened to international public correspondences and other stations that are capable of causing harmful interference beyond the Malaysian boundary.
3.2
In the case of the Amateur Radio Service, the call sign for an Amateur Radio Service station is formed by two characters followed by a digit and a group of not more than three letters. Thus the call sign of a station in the Amateur Radio Service in Malaysia would be:

ALLOCATION OF MALAYSIAN AMATEUR RADIO SERVICE CALL SIGN
4.1
The Amateur Radio Service will be allocated with a 6 (six) character call sign based on the three main geographical territories of Malaysia i.e. Peninsular Malaysia, Sabah and Sarawak and according to the Category of Amateur Radio Service as in Table 1 that follows:

4.2.
A call sign will be allocated to an Amateur Radio Service station during the processing of its Apparatus Assignment (AA) application based on the geographical location of its registered base station as in the previous paragraph 5. The applicant may state his preference for a specific call sign (he may suggest 2 preferred call signs). MCMC will consider the request on the principle of first come first served. In the case whereby the preferred call sign is not available or the applicant does not state his preference, MCMC Apparatus Assignment executive will assign a call sign as he deems fit in accordance with this Guideline.
4.3
The same call sign is allocated to an Amateur Radio Service station upon its reapplication or modification of Apparatus Assignment. No change in call sign shall be allowed except in the case of an upgrade in Category from the Class B to Class A. In such case, a new Class A call sign will be allocated and the previous Class B call sign shall be revoked.
4.4
A Malaysian national who holds a valid Amateur Radio Service license issued by a foreign authority may be allocated with a Malaysian call sign subject to the validation and verification of the license on a case by case basis.
4.5
The procedure for dealing with the application and processing of the Apparatus Assignment for an Amateur Radio Service could be found in the document –Standard Operating Procedure for Amateur Service Apparatus Assignment issued by MCMC in January 2003.

5.2
For special events (such as Jamborees On The Air, Island On The Air, sports rally etc.),

Where: n could be number or combination of number and letter. LL may represent any letter A to Z. S could be replaced with any letters which could be associated with the name of the event e.g. 9M4LHC assign to station at the light house in Tanjung Gelang, Kuantan Pahang, and 9M4JJB assign to JOTA station at Johor Bahru, Johor.
5.3
MCMC may assign call sign as deemed appropriate for DXing contest. The usage of the call sign however is restricted during the event only. MCMC reserves the right to issue temporary special event call signs to licensed amateurs using the other available prefixes

RESERVED CALL SIGNS
6.1
The combination of certain letters in a call sign may depict unacceptable word such as 9M2SEX or sound indecent such as 9M2AQR or cause confusion with the Q code series which are reserved by the ITU for the Maritime Mobile Service. Such call signs as listed in Attachment 1 will be reserved by MCMC and will not be allocated.

REVOCATION AND REALLOCATION OF CALL SIGN
7.1
In the case that an Amateur Radio Service Apparatus Assignment holder of Class B is elevated to Class A, he would then be allocated with a Class A call sign and shall have to relinquish the Class B call sign allocated previously.

7.2
An Amateur Radio Service Apparatus Assignment holder who fails to reapply for 2 consecutive years after the expiry of his Apparatus Assignment will have his call sign revoked.
7.3
In the event of the demise of an Amateur Radio Service Apparatus Assignment holder, the allocated call sign may be revoked, except if there is request to reuse it by the closest family member.
7.4
The revoked call signs may be reallocated to new applicants after a period of 5years.
8
FIVE CHARACTER CALL SIGN
8.1
An Amateur Radio Service Apparatus Assignment holder who is currently allocated with a 5 character call sign (i.e. 9M2LL, 9W2LL, 9M6LL, 9W6LL, 9M8LL, 9W8LL) may continue to use the allocated call sign upon reapplying for his station Apparatus Assignment.
8.2
However, an Amateur Radio Service Apparatus Assignment holder may apply to MCMC to have his 5 character call sign varied to a 6 character call sign.
8.3
The 5 character call sign shall not be issued to new applicants of individual apparatus assignment from the date of effective implementation of this Guideline.

CALL SIGN FOR FUTURE ALLOCATION
9.1
The call sign series in Table 3 that follows are reserved for future expansion of the Amateur Radio Service. FOREIGN NATIONALS AND RECIPROCAL CALL SIGN
10.1
A visiting foreign Amateur Radio Service operator who holds a valid Amateur Radio Service licence issued by the authority of his country; and belong to the national society which is member of IARU; would be allocated with a reciprocal call sign during the period of his residency in Malaysia as follows: Table: Reciprocal Call Signs

10.2
The reciprocal call sign is issued based on the principle of reciprocity.
10.3
A visiting foreign Amateur Radio Service who decide to remain in Malaysia longer than a year may apply for apparatus assignment for amateur radio service with a local call sign within class equivalent to the same apparatus assignment issued in their home country.
10.4
MARTS will work closely with MCMC to review the method of achieving satisfactory basis of reciprocity and periodically update the list of reciprocal countries.

SUBMITTING APPLICATION FOR SPECIAL EVENT CALL SIGN
11.1
Request to use call sign is treated as request for apparatus assignment. Use the same form for the application as used for the application of apparatus assignment for individual amateur radio.
11.2
The request could be originated by an individual member or by registered Club affiliated to MARTS or by an organization working closely with MARTS in support radio amateur activities over one location or many locations in Malaysia.
11.3
The call sign can only be used in the period of the events, including the time needed for the setup of the station prior to the event; and at the time of closure of the station after the events.
11.4
Applicants can request for the call sign to be reserved for particular station if the event is held on regular basis.
11.5
Applicants can request call sign in commemoration of specific events, in regular five or six alphabet format.
11.6
Waiver for application fee and yearly license will be considered if the application is supported by relevant Ministry applicable at the time of application.

SUBMITTING APPLICATION FOR DXING
12.1
In Amateur Radio activities, Malaysia is divided into two Regions, namely Peninsular and Oceania. QSO to Oceania region carry more points, typically three time more than QSO to station in Peninsular.
12.2
Request to use call sign is treated as request for apparatus assignment. Use the same form for the application as used for the application of apparatus assignment for individual amateur radio.
12.3
The request could be originated by an individual member, group of individual affiliated by MARTS or by registered Club affiliated to MARTS supported with the information about the station master and station manager of the station. In the case of application from group of

individual from overseas, each member of the group must belong to the national society member of IARU. 12.4
The applicant shall show proof of suitable number of participation in the previous DXing activities. This is to prevent applicant from hoarding the call sign without adequate participation in the DXing activities. Insist use of log book either electronic or manual handwritten log book.
12.5
The call sign can only be used in the period of the events, including the time needed for the setup of the station prior to the event; and at the time of closure of the station after the events.
12.6
Applicants can request for the call sign to be reserved for particular station if the event is held on regular basis.

Applicants can request call sign in commemoration of specific events, in regular five alphabet

SUBMITTING APPLICATION FOR CONTEST
13.1
The request of call sign for contest could be originated by an individual member, group of individual affiliated by MARTS or by registered Club affiliated to MARTS supported with the information about the station master and station manager of the station. In the case of application from group of individual from overseas, each member of the group must belong to the national society member of IARU.
13.2
The call sign can only be used in the period of the events, including the time needed for the setup of the station prior to the event; and at the time of closure of the station after the events.
13.3
Applicants can request for the call sign to be reserved for particular station if the event is held on regular basis.

13.4
The applicant shall show proof of suitable number of participation in the previous contest activities. This is to prevent applicant from hoarding the call sign without adequate participation in the contest activities. Insist use of log book either electronic or manual handwritten log book.
13.5
Applicants can request call sign in a special four alphabet call sign.
13.5
Waiver for application fee and yearly license will be considered if the application is supported by relevant Ministry applicable at the time of application.
14
PROCESSING RECOMMENDATION
14.1
In the interest of speed of application process, application shall be sent direct to the office of MCMC nearest to the station. One electronic copy will be sent to Secretary of MARTS for him to obtain consensus of MARTS council members and to prepare recommendation to MCMC.
14.2
Upon compliance with the check list, the Secretary may seek further request for clarification from the applicants if necessary.
14.3
The recommendation in electronic form shall be forwarded to MCMC within three days after receiving the applications, and seven working days if the recommendation is sent to MCMC in writing.
14.4
There is no need for further communication with the applicants when we have already sent the recommendation to MCMC.
15
CONCLUSION
15.1
This SOP should be adequate for member of MARTS to prepare an application for call sign to meet the satisfaction of MCMC. The content of this SOP can be varied in order to improve the process of application.
