I.
INTRODUCTION In January 1983, the United Nations declared 1983 to 1992 the International Decade of Disabled Persons. Less than two months after this declaration, Batas Pambansa Bilang 344 (BP344), otherwise known as An Act to Enhance the Mobility of Disabled Persons [Persons with Disabilities] by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices, or the accessibility Law was passed into law on February 25, 1983. The Implementing Rules and Regulations of BP 344 were amended in 1994 and is the current version in use and being implemented by all Local Government Units, the DPWH, the DOTC, and all other concerned government agencies. The contents of this Plan Review Report for Compliance with Batas Pambansa Bilang 344 (BP344) or the Accessibility Law were based primarily on the current version of BP344 or the Accessibility Law and the Draft Amendments to the Implementing Rules and Regulations (IRR) of BP344. Reference to the Draft Amendments of BP344 were made to cover provisions not yet incorporated in the current version of BP344 like walk-in or accessible showers, areas of refuge and enhancements to grab bar configurations that need updating or in the current version of BP344. Recommendations that are based on the Draft BP 344 IRR Amendments are noted in this Plan Review Report. The findings and recommendations of this plan review report were based only on available drawings.
II. FINDINGS AND RECOMMENDATIONS FROM THE PLAN REVIEW A. Entrance Ramps 1. Findings 1.1 Based on the drawings there is a 100MM difference in elevation between the Finish Floor Line of the Potting Area/Natural Grade Line and the Finish Ground Floor Line of the building. The entrance ramps show a run of 1.00M long and a width of 1.20M. 1.2 The ramp landing’s dimensions are 1.50M wide by 1.20M deep. 1.3 There is no signage using the international symbol of access. 2. Recommendations 2.1 If the ramp has been constructed with an actual rise of 100MM and a ramp horizontal run or ramp length of 1.00M make the ramp BP344 compliant by increasing the ramp length or horizontal run to 1.20M. 2.2 Increase the depth of the ramp landing to 1.50M from the present 1.20M to provide a clear turn about space of 1.50M x 1.50M which also corresponds to the turning radius of a wheelchair. 2.3 Provide signage using the International Symbol of Access that is either on the ramp itself or wall mounted installed at a height of 1.50M from the Natural Grade Line/Finish Floor Line of the Plotting Area. Signage should be 600MM x 600MM in size and should make use of the “United Nations” blue color (Hex value #5B92E5 or Pantone's® color #279).

B. Doors 1. Findings 1.1 From the door schedule doors D-1 and D-2 are shown to be 800MM wide measured from outside the jambs which leaves a clear door opening of close to 650MM. A person with disability who uses a wheelchair will not be able to enter through these doors. 1.2 Door D-3 is shown to be 700MM wide measured from outside the jambs which leaves a clear door opening of close to 550MM. A person with disability who uses a wheelchair will not be able to enter through this door. 1.3 Doors D-1, D-2, and D-3 (will) use cylindrical type locksets. These are difficult to grasp for persons with disabilities in their hands. 2. Recommendations 2.1 Replace doors D-1, D-2, and D-3 to have minimum clear sash widths of 850MM (950MM preferred) in order to have a minimum clear door opening of 800MM (900 preferred). C. Male and Female Toilets 1. Findings 1.1 The overall clear inner dimensions of both the Male and Female Toilets are 1.70M wide x 1.95M deep. The clear dimensions of the toilet along the length of the water closet should be 1.80M minimum. (700MM average length of a water closet plus the 1.10M average length of a wheelchair). 1.2 There are no grab bars for the water closets in both the Male and Female Toilets. 1.3 There is no grab bar for the urinal. 1.4 The corner type lavatory in the Male Toilet may be difficult to use for persons with disabilities who use a wheelchair because access will be restricted by the adjacent wall, urinal, hand dryer and soap dispenser. 2. Recommendations 2.1 Re-orient the toilet fixtures in the Female Toilet and provide grab bars for the water closet as shown in Fig.C.2.1, Fig.C.2.2, and Fig.C.2.3. 2.2 Increase the clear width of the Male Toilet to 1.80M and provide grab bars for the water closet as shown in Fig.C.2.1, Fig.C.2.2, and Fig.C.2.3. 2.3 Provide grab bars for the urinal in the Male Toilet as shown in Fig.C.2.4, Fig.C.2.5, and Fig.C.2.6. 2.4 Remove the urinal and provide a wall hung lavatory similar to the one provided for the Female Toilet and install as shown in Fig.C.2.1 and Fig.C.2.2. 2.5 Once all of the above have been complied with provide signage using the International Symbol of Access to indicate that both the Male and Female Toilets are also accessible for persons with disabilities. D. Lavatory Area 1. Findings 1.1 All counters have a 2” x 4” KD wood lauaan base 1.2 There is no leg room underneath the counters for a person with disabilities who uses a wheelchair to use the lavatory counter.. 2. Recommendations 2.1 Take out a pair of cabinet doors with its corresponding 2” x 4” Lauaan Base to provide a leg room underneath one of the lavatories for a person with disabilities who uses a wheelchair to work on. 2.2 Provide appropriate insulation on exposed hot water supply pipes if any to protect against accidental burns and scalding.

III. CONCLUSION The findings and recommendations of this Plan Review Report for compliance with BP344 on the Fruit Crops Nursery Office and Laboratory in UP Los Baños were based on the drawings made available to the Accessibility Consultant through the Office of Design and Planning Initiatives. No Accessibility Audit has been conducted on the existing building. The drawings provided were assumed to resemble as closely as possible the finished building as it now stands. BP344 and the proposed amendments to the current IRR of BP344 are minimum requirements for compliance. Nothing shall prevent UPLB from providing better provisions for accessibility but this shall be subject to the approval of the National Council on Disability Affairs. (www.ncda.gov.ph). Rule I, Item 5. of the current version of BP344 on “Special Standards of Accessibility” states that: “When the requirements for accessibility in the Rules shall create an unreasonable hardship in design/construction, special standards of accessibility through the use of other methods and/or materials shall be allowed If better facilities can be provided subject to the approval of the National Council for the Welfare of Disabled Persons” [National Council on Disability Affairs].
