The Township Administrator nominates 5 respected persons of the Ward/Village tract to form a Supervisory Board
The Supervisory Board implements the elections for Ward/Village-Tract Administrator, based on secret vote by household representatives in two rounds:

ELECTION OF ADMINISTRATOR
The Supervisory Board forms groups of 10 households based on the Ward/VillageTract Household List.
The household representatives/ heads of family units of each household group elect a 10 house representative for the Ward/VillageTract Administrator post.
The Supervisory Board evaluates the candidates elected by each 10 household group against the criteria for Ward/VillageTract Administrator set out in the law.
10 Household representatives elect their preferred candidate based on list approved by the Supervisory Board. The Supervisory Board communicates the results to the Township Administrator.
The Township Administrator appoints the winning candidate as Ward/VillageTract Administrator, previous approval by the District Administrator
