SNN provides free backpacks and other school supplies to hundreds of children ages 3-18 years of age. LEGISLATIVE (2 of 3): (Back to Table of Contents) CFRA - THE CAPITOL REPORT –THE GOOD AND THE BAD California Makes it to the Final Round in the Race to the Top Last week it was announced that California is among 17 other states competing for the Race to the Top funds. After a dismal showing in the first round, California fought back and increased its score by at least 20%. Between 10 and 15 states are expected to be awarded money, so, depending on where California is in the standings, California could come away with all or some of the $700 million it is seeking. On the week of Aug. 9, a team of five, yet to be announced, will go to Washington to pitch the state's case. Winners will be named in September. Only two states, Tennessee and Delaware, were awarded money in the first round. CFRA will continue to monitor the Race to the Top funds for any developments that may have implications for our school-based family strengthening organizations. Gov. Schwarzeneger Declares State of Emergency Governor Schwarzenegger issued an executive order this week directing state agencies to reinstitute furlough Fridays until a new budget is in place. The order for state workers to take three furlough days per month will take effect starting August 1 and continue until a new budget is enacted and the Department of Finance certifies that the state has enough cash to meet its obligations through the end of the Fiscal Year. "Without a budget in place that addresses our $19 billion budget deficit, every day of delay brings California closer to a fiscal meltdown," said Governor Schwarzenegger. "The State Controller has indicated he could be forced to issue IOUs starting in August in order to avert a cash crisis. Our cash situation leaves me no choice but to once again furlough state workers until the legislature produces a budget I can sign."

Tom was elected on November 4, 2008, to a final term as a member of the California State Assembly. He previously served in the California State Senate from 2000-2008 and the State Assembly from 1996-2000. While a member of the State Senate, Tom ended his term as the chair of the Senate Appropriations Committee. He previously chaired the Senate Majority Caucus, Senate Transportation and Housing Committee, and Senate Local Government Committee. He served as a member of the Education Committee and the Transportation and Housing Committee. Tom also chaired the Senate Select Committee on Schools and Community. An avid runner, bicyclist, and triathlete, Tom is the Chair and Founder of the California Task Force on Youth and Workplace Wellness, a group seeking to raise the profile of health and fitness in the public schools and in the workplace. Tom's career in public service began as a science teacher in 1972. He was elected to the Antioch City Council in 1978, and then served on the Contra Costa Board of Supervisors for 16 years. Tom was born in San Francisco in 1949. He served as a Merchant Marine during the Vietnam War. He earned a B.A. in History in 1971, a Life Secondary Teaching Credential, and an M.A. in Education in 1977 from UCBerkeley. This camp is for children with severe asthma, ages 6-17, and their immediate family members.
