CITY OF BOSTON FOR CITY COUNCIL ​ RDER FOR A HEARING TO ADDRESS RESIDENT O DISPLACEMENT IN RAPIDLY DEVELOPING NEIGHBORHOODS WHEREAS,

Boston is experiencing a building boom, especially of market and luxury rentals and condominiums, which has left low-income residents fearful of their ability to afford their current neighborhoods in the future;

WHEREAS,

Development is happening disproportionately in areas that have historically experienced redlining, low property values, high poverty rates, and nonwhite populations.

WHEREAS,

According to “Understanding Gentrification and Displacement,” a recent study by Tufts’ Professor James Jennings, Roxbury’s properties made up ⅕ of all properties sold in the city between 2009 and 2015 and the City is planning approximately $152 million in development in Roxbury alone over the next several years.

WHEREAS,

The BPDA and the City are engaging in several planning processes in underserved areas, but have not adequately addressed the ability for current residents to remain in place if new developments increase market prices;

WHEREAS,

The Mayor has made important steps towards improving affordability, including the Rental Acquisition Program and increased Inclusionary Development Policy Rules but there is more to be done;

WHEREAS,

The City has an opportunity and a responsibility to protect and enhance residents’ quality of life and basic right to shelter; NOW, THEREFORE BE IT

ORDERED,

That the appropriate committee of the Boston City Council holds a hearing to discuss how the City will address displacement concerns. Those invited to provide perspective will include the Department of Neighborhood Development and the Boston Planning and Development Agency, along with other interested parties.
