l)Settine up of RRAI (chapter-3)- Instead of creating a super-authority above Ministry' it il@ffAuthorityo,whoserecommendationsregardingtariffsshall be binding on Ministry, thus insulating the Ministry from populist political pressure. 2) Two Group-'A' Services(one of the option given in Para-4.31 in Chapter-4), which will lead to intensefactionalism, rivalaries and departmentalism- much more than seen currently. Attempt to cure casteismwill create bigger problem of communalism.

decentralisation & delegation of powers to zonal Railways & divisions, and with setting up of Riit Tariff Authority & elimination of subsidies, the same structure is capable of meeting all user expectations. Undue haste and overzealousnessin this regard will spell disaster for IR & nation and meet the same fate as British Railways witnessed during 1992-2001.

This is non-feasible & statutorily untenable recommendation and advocates"complete centralisation of presently decentralisedset up working successfutly.The prime reason fory sub-optimal performance of zonal Construction Organisations has been shortage of funds This & lack of empowerment, which has not been addressed by committee. recommendation is based on presumptions and ignores the ground reality. It is also against the committee's own stated principle of decentralisation. 5) Privatisation of Securitv- Private security will fail to protect Railways & passengersdue to lack of legal powers, and GRP/state police has failed becauseof lack of accountability and restricted jurisdiction. Therefore RPF has to be continued. 6) Meddling with the Health Set-up of IR and authorizing private personnel to issue medical certification
