REQUEST FOR PROPOSALS FOR HANGAR LEASE AND MAINTENANCE AT LANCASTER COUNTY AIRPORT LANCASTER, SOUTH CAROLINA RFP#400170303 Lancaster County invites proposals from Offerors to enter into a Lease Agreement to lease a hangar facility to be used for aircraft maintenance and repair. The facility, located at 286 Aviation Blvd, Lancaster, South Carolina, will be available for occupancy on or after April 1, 2017 pending approval of the Lancaster County Council. Proposals will be received until 2pm, Friday, March 3, 2017 at which time will be publicly opened and read aloud. Potential lease area includes: • Maintenance Hangar approximately 4,800 sq. ft. I. SCOPE • Initial term will be one year, with option to negotiate afterwards • Premises can be used for aircraft maintenance and repair only • Prior approval needed to make any additions or modifications to the land or hangars • No automobile maintenance allowed • Chemicals, cleaning agents, etc. used for maintenance & repair must be properly stored and disposed in compliance with all applicable laws & regulations • Lessee agrees to keep leased premises clean and free of trash • Grass around leased premises must be kept cut • No junked dilapidated aircraft and scrap aircraft parts on the premises • Premises cannot be used for the purpose of temporary or permanent living quarters or overnight occupancy • Hours of operation by lessee shall be no less than 32 hours per week on average • Must have and present valid Aircraft & Power Plant Federal Aviation Administration issued mechanics certificate • Must have and present valid Inspection Authorization Certification issued by FAA II. SITE VISIT A site visit and tour of the facility can be conducted on an appointment basis only. Please contact Paul Moses, Airport Supervisor, at 803-285-1513 to schedule an appt. III. BID SUBMISSION FORMAT The proposal should be submitted in the format below and signed (see pgs. 2) on behalf of the Offeror. A. MANDATORY CONTENTS (4 COPIES) 1. Cover Letter Cover letter shall include the name & organization submitting the proposal. 2. Proposed monthly rental offer Page 4 of 7

Submit the financial offer which shall include a minimum of the Offeror’s proposed monthly rent. 3. Experience & Qualifications List experience & qualifications of person who will be responsible for the leased premises. 4. Professional References List three (3) professional references with contact information. B. CERTIFICATE OF LIABILITY INSURANCE (1 COPY) ***Lessee must also furnish to the Airport Supervisor annually during the term of the lease, certificates of insurance naming the County as additional insurer. C. SEALED PROPOSALS Bidder info, proposal, and certificate of liability insurance should be submitted in a sealed envelope with the responder’s name, the invitation for bid title, solicitation number, and the word “Proposal” clearly marked on the outside of the envelope. (see address on cover of RFP) The County accepts no responsibility for any expense incurred by the responders to this RFP. IV. SELECTION The proposals will be ranked in order of the most advantageous to the County. Lancaster County waives right to waive any and all informalities or technicalities, to reject any or all proposals, or to re-advertise for proposals. The selection of a proposal is not a binding legal agreement to lease. Neither party shall have a legal obligation nor liability to the other respect to the matters set forth in this Request for Proposals until a Lease Agreement is executed by both parties and approved by Lancaster County Council. The proposals will be evaluated based upon the following criterion: 1. Flexibility (40%) - The ability to work the necessary hours to provide services. 2. Experience (30%) - The Offeror’s experience in providing aircraft maintenance & repairs and has the necessary FAA certifications. 3. Proposed monthly rental offer (30%) V. All questions should be in writing and made by February 24, 2017. VI. GENERAL PROVISIONS 1.

THE COUNTY OF LANCASTER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS/PROPOSALS, TO CANCEL A SOLICITATION, AND TO WAIVE ANY TECHNICALITY IF DEEMED TO BE IN THE BEST INTEREST OF THE COUNTY.

WHEN PRICE IS A DETERMINING FACTOR, UNIT PRICES WILL GOVERN OVER EXTENDED PRICES UNLESS OTHERWISE STATED IN THIS SOLICATATION.

PROHIBITION OF GRATUITIES: SECTION 8-13-705 OF THE CODE OF LAWS OF SOUTH CAROLINA STATES: OFFERING, GIVING, SOLICITING, OR RECEIVING ANYTHING OF VALUE TO INFLUENCE ACTION OF PUBLIC EMPLOYEE, MEMBER OR OFFICIAL, OR TO INFLUENCE TESTIMONY OF WITNESS; EXCEPTIONS; PENALTY FOR VIOLATION; SHALL BE SUBJECT TO THE PUNISHMENT PROVIDED BY SECTION 16-9-210 AND SECTION 16-9-220.

BIDDERS RESPONSIBILITY: EACH BIDDER SHALL FULLY ACQUAINT HIMSELF WITH CONDITIONS RELATING TO THE SCOPE AND RESTRICTIONS ATTENDING THE EXECUTION OF THE WORK UNDER THE CONDITIONS OF THIS BID. IT IS EXPECTED THAT THIS WILL SOMETIMES REQUIRE ON-SITE OBSERVATION. THE FAILURE OR OMISSION OF A BIDDER TO ACQUAINT HIMSELF WITH EXISTING CONDITIONS SHALL IN NO WAY RELIEVE HIM OF ANY OBLIGATION WITH RESPECT TO THIS BID OR TO THE CONTRACT.

WAIVER: THE COUNTY RESERVES THE RIGHT TO WAIVE ANY INSTRUCTION TO BIDDERS, GENERAL OR SPECIAL PROVISIONS, GENERAL OR SPECIAL CONDITIONS OR SPECIFICATIONS DEVIATION IF DEEMED TO BE IN THE BEST INTEREST OF THE COUNTY.

COMPETITION: THIS SOLICITATION IS INTENDED TO PROMOTE COMPETITION. IF ANY LANGUAGE, SPECIFICATIONS, TERMS AND CONDITIONS, OR ANY COMBINATION THEREOF RESTRICTS OR LIMITS THE REQUIREMENTS IN THIS SOLICITATION TO A SINGLE SOURCE, IT SHALL BE THE RESPONSIBILITY OF THE INTERESTED VENDOR TO NOTIFY THE PURCHASING DEPARTMENT IN WRITING WITHIN FIVE (5) DAYS PRIOR TO THE OPENING DATE. THE SOLICITATION MAY OR MAY NOT BE CHANGED BUT A REVIEW OF SUCH NOTIFICATION WILL BE MADE.
