EXECUTIVE SUMMARY North Bay Recreation and Natural Area PROJECT OVERVIEW The North Bay Recreation and Natural Area is a proposal to transform an area known as the North Bay, which consists of a tidal marsh, a former landfill and surrounding land all located in the City of Hudson, New York into an accessible public area. The area is owned by a combination of the City, Columbia County, and private parties. The area is located along the Hudson River, and abuts the Greenport Conservation Area owned and managed by the Columbia Land Conservancy (CLC). It contains part of the ecologically important tidal wetland known as the North Bay. A Concept Master Plan for the North Bay Recreation and Natural Area was completed in 2011 by CLC based upon the work of technical consultants. As part of that planning effort, the following tasks were completed: • • • • •

Aerial and boundary surveys of the study area (2’ contour lines), Title search, Engineering report on the condition of the landfill, Natural Resources Inventory, including recommendations for ecological restoration, Concept plan with preliminary construction estimates, organized around a phased approach to implementation.

SCOPE OF WORK SECTION 1 - GENERAL 1.01

Categorization of Work - Project work is divided into the following sections: Section 1 - General Section 2 - Environmental and engineering study Section 3 - Route Selection and Design Section 4 – Bid-Ready Documents

1.02 Project Familiarization – The Consultant to become familiar with the project area and documents mentioned in the Project Overview to be provided by the Columbia County Planning Department (CCPD). 1.03 Meetings - The Consultant will prepare for and attend all meetings as directed by the Columbia County Planning Department. Meetings may be held to: • Present, discuss, and receive direction on the progress and scheduling of work in this agreement. • Present, discuss, and receive direction on project specifics. • Discuss and resolve comments resulting from review of project documents, advisory agency review, and coordination with other agencies. • Manage Subcontractors Assume a maximum of three formal meetings will be needed during the design process. 1.04 Funding for this project comes in part through an EPF grant administered by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP). The successful bidder may be required to furnish an EEO policy statement, staffing plan, and reports showing the participation of various business enterprises of subcontractors and suppliers on the contract. 1.05 Cost and Progress Reporting - For the duration of this agreement, the Consultant will prepare and submit to the Columbia County Planning Department on a monthly basis, a Progress Report in a format approved by the Columbia County Planning Department. Consultant will provide documents and information as needed for CCPD to complete reports and documentation required by OPRHP. SECTION 2 - ENVIRONMENTAL AND ENGINEERING STUDY 2.01 Design Survey – Field survey of the project area was previously conducted. Supplemental ground survey for design purposes to update the base mapping and digital terrain model will be required. The site is adjacent to tidal wetlands and contains forested wetlands. Field survey will be conducted to locate the wetland boundaries. 5

2.02 Design Mapping - Base mapping for the project area was previously developed. The mapping will be updated to incorporate the additional field survey conducted under Task 2.01. 2.03 Determination of Existing Conditions - The Consultant will determine, obtain or provide all information needed to accurately describe the existing conditions needed to obtain all required permits for the construction of the gateway and trail including but not limited to the approved landfill closure/post closure plan, and all applicable regulations and guidance regarding State and federal wetlands, floodplains, hazardous waste, historic and archeological resources. Consultant will consult with NYS DEC and complete studies necessary to the design of the trail and NYS DEC approval of a modification to the landfill closure/post closure plan for the trail use, which may include the following (described in the Landfill Condition report prepared by Crawford and Associates, appended to the Concept Master Plan), Appendix C: Implementation Plan: i. ii.

iii.

“Landfill Existing Topographic Conditions.” Engineering assessment of settling of the landfill and recommendations regarding additional survey for designing proposed trail. “Landfill Seepage Assessment.” Assess and develop recommendations regarding the leachate seeps located near a potential perimeter trail (phytoremediation or other system). Note: remediation design not included in this contract. Institutional controls: Recommend a set of institutional controls to restrict public use of the site to the designated trail designed in this project and compatible with ongoing maintenance of the closed landfill (prohibit ATV or other motorized vehicle use, discourage visitors from roaming off-trail, etc.) SECTION 3 –DESIGN

3.01 Design Criteria - The Consultant will meet with the CCPD and the Advisory Group to discuss the design alternatives, and discuss the order-of-magnitude costs, and any problem areas. The Consultant will reference the landfill closure/post-closure plan and identify the applicable design standards to be used for this project, in consultation with CCPD and NYS DEC and will establish project-specific design criteria in accordance with the Concept Master Plan for the North Bay Recreation and Natural Area prepared by CLC, ADA Accessibility Guidelines, Columbia County and New York State Department of Environmental Conservation standards. 3.02 Phase I Trail Route– Consultant will propose one or more routes for an initial trail from a gateway to trails in the Greenport Conservation Area. CCPD will coordinate review by the Advisory Group, OPRHP, and NYS DEC and select a preferred gateway and Phase I trail route to proceed to design. 3.03 Cost Estimates - The Consultant will develop, provide and maintain a cost estimate for construction costs. The Consultant will update the estimate as necessary to incorporate significant design changes. 3.04 The Consultant will submit five copies of the draft design to CCPD for review. The CCPD and other members of the Advisory Group will review the draft design and CCPD will provide the Consultant with review comments. The Consultant will revise the draft design to incorporate the comments. 6

3.05 Agency Review - The Consultant will provide the CCPD with four copies of the draft design. A copy will also be provided on a USB Flash Drive. CCPD will submit the project design to NYS DEC and OPRHP for review and approval. 3.06 Public Information Meetings - The Consultant will lead two public information meetings with advisory agencies, local officials, and citizens, one in the concept phase and a second when draft design is completed. The Consultant will provide visual aids and present a technical discussion of the project. Prior to the Public Information Meetings, the Consultant will prepare visual aids (rendering) and meet with the CCPD and the Advisory Group to review and obtain input. The Consultant will revise the visual aids based upon comments from CCPD and the Advisory Group, and present them at the Public Information Meeting. The visual aids will remain with the County at the completion of the Information Meeting. The Columbia County Planning Department will arrange for the location of the public information meetings. The Consultant will assist the CCPD with informational meeting materials for distribution by the CCPD. 3.07 Preparation of Final Design Documents – Consultant will modify design based on agency review, and comments at the public information session. The project is expected to be completed within 10 months of the contract being signed with the county. The Consultant will submit two copies of the Final Design Documents to the CCPD for review. The CCPD will coordinate review by the Advisory Group and all departments and provide the Consultant with review comments.

The Columbia County Planning Department will submit two copies of the Final Design Documents to NYS DEC and OPRHP for a Final Approval. The Consultant will revise the documents to incorporate changes resulting from the agency review. Columbia County Board of Supervisors will grant Design Approval. SECTION 4 – DELIVERABLES

4.01 Contract Documents - The Consultant will prepare a complete package of bid-ready contract documents. The package will include: • • • • • • •

Instructions to bidders. Bid documents. Contract language, including applicable federal provisions and prevailing wage rates. Special notes. Specifications. Plans. A list of supplemental information available to bidders (i. e., subsurface exploration logs, record as-built plans, etc.). 7



Other pertinent information.

The Consultant will submit the contract documents to CCPD for approval. Upon approval, CCPD will submit two copies of the contract documents to OPRHP and one copy to NYS DEC for final approval. 4.02 Cost Estimate - The Consultant will develop, provide, and maintain the construction cost estimate for the project. The Consultant will update the estimate as necessary to incorporate significant design changes, and will develop and provide the final Engineers Estimate, including all quantity computations. The Consultant will identify all applicable permit requirements. 4.03 Modification to the landfill closure plan – The consultant will develop documentation related to the final trail design for submission to NYS DEC to modify the landfill closure plan. 4.04 Trail Maintenance Plan – The Consultant will prepare a trail maintenance plan which will outline expected needed maintenance and periodic repairs. 4.05 OPTIONAL: Interpretive Sign Plan – The Consultant will submit an interpretive sign plan showing location and content of proposed signage. Respondents to the RFP should break out costs related to an Interpretive Sign Plan separately. This will be an optional add-on, depending on funding. 4.06 Information Transmittal - Upon completion of the contract documents, the Consultant will transmit to the Columbia County Planning Department all project information, including electronic files. Construction drawings shall be on a CD which are AutoCAD and also in .pdf format. Record specifications shall be submitted in Microsoft Word and pdf format.
