SURVEY QUORUM RECORD OF PROCEEDINGS A meeting of the Colorado Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors’ Survey Quorum was held Friday, August 12, 2016, at 1560 Broadway, Suite 1250C, Denver, Colorado. This meeting of the Quorum was publicly noticed in accordance with Division Policy. I.
MEETING - CALL TO ORDER: The meeting was called to order by Michael M. Greer, Chair, at 8:00 a.m.

APPROVAL OF PREVIOUS MEETING MINUTES: A motion was made, seconded and carried to approve the July 8, 2016 minutes as written. There were no items to be posted as reference information on the Board Q&A website pages. SURVEY QUORUM BUSINESS: Request for Opinion – Richard E. Brooks, PLS – Monument Record Not Filed Mike Drissel directed Mr. Brooks to write to the Board and explain why he did not file a monument record for the East Quarter Corner of Section 1, T3N R68W 6PM, Weld County. At the May 2016 meeting the Survey Quorum, reviewed this matter. At that time, the Board tabled action and requested Mr. Brooks provide further explanation. Mr. Brooks responded. No action was taken. Tabled Complaint – Christopher D. Rogers, PLS At the May 2016 meeting, the full Board reviewed Mr. Rogers’ response to this complaint and his corrected plat. At that time, the matter was tabled a second time, and he was requested to address additional concerns. Mr. Rogers responded. It was the consensus of the Survey Quorum to recommend to the full Board to accept the corrected survey and dismiss this complaint. Compliance with Board Order – Karl W. Franklin, PLS Mr. Franklin entered into a Stipulation and Final Agency Order with the Board executed February 19, 2016. At the May 2016 meeting, the Board reviewed remedial work required pursuant to paragraph 30 of his Order and tabled the matter to allow him a second chance to correct the plat. Mr. Franklin responded. It was the consensus of the Survey Quorum to recommend to the full Board to accept the plat and require Mr. Franklin to file the plat within 30 days. GENERAL DISCUSSION: Discussion with Ralph Pettit, PLS and Warren Ruby, PLS The Survey Quorum met with Mr. Pettit and Mr. Ruby to answer additional questions concerning a request for opinion that Mr. Pettit filed regarding the showing of proposed or future elements on survey plats.
