2l20rr. the Railway During the discussionson NFIR's PNM item No. 2l20ll on 1610712014, Board had conveyed to the Federation that the existing pay structure of the C&M category is basedon the recommendationsof 6thCPC, which have been acceptedby the Govemment. It was further communicated to the Federation that "the Railway Ministry cannot effect any change in the said pay structure and now that the 7ff CPC has since been constituted, Federationmay take up the issue with new Pay Commission". Federationhowever did not agree with the contention of Official Side and urged to review the caseduly giving weightageto the merits involved.

In this connection,NFIR wishesto explainonceagaino,3v:n)*,.-

While taking view, Railway Board have ignored the fact that when Graduate havebeenallowedGP 4600asto how similar Graduates Engineersin otherDepartments havingbeenrecruitedwith B. Tech or M.Sc. (Chemistry)educationalQualification,can be deniedGP 4600.Thepleatakenby the RailwayBoardis illogical anddiscriminatory.

The RailwayMinistry did not highlight the conceptof qualificationbasedpay scale/pay structurein respectof C & M staff either to the 6'h CPC or to the Governmentof India andhaveactedlike a postoffice withoutplayingits role for ensuringgrantof entryGrade Payof Rs.46001-.

and have acted like a post office without playing its role for ensuring grant of entry Grade Pay of Rs.4600[. In view of the position brought out in parc 2 above, there is justification for granting entry GP 4600 to c&M staff who have been placed erroneously in Gp 4200 though possessing entry qualification of B.E/B.Tech (Chemical Engineering)/l\4.Sc (Chemistry), atleast from 0110112006 to award Justiceto the staff. NFIR' therefore, requestshe Railway Board (CRB, MM & MS) to kindly intervene and seethat Justice is done to the staff of C & M cadre and the staff are placed in Gp 4600 (pB-2) ' duly removing the disparity. Action taken may please be advised to the Federation.Federation also seeksa separatemeeting at the level of MS/IvIM for discussing this pNM Item.
