Active Participation in the National Forestation Program (NFP)

Similarly, delays were incurred in the performance of official functions by government offices adversely affecting delivery of public services. While it is true that the Department of Finance, together with its component Bureaus and Offices, is primarily tasked with the collection of tax revenues and the generation of government income from available sources, the time has come for this Department to take an active and meaningful part in alleviating this grave concern of the Government. Towards this end, the Bureau of Local Government Finance, its Regional Offices, and the local treasury and assessment offices are hereby directed to undertake the following activities: 1.
Designation of pointmen or contact persons of the Regional and local offices to coordinate with DENR Regional and Field officials;
2.
Immediately confer with DENR Regional Directors/ Field Officers for purposes of selecting actual project sites, identification of the right kind of trees for any city or municipality, and distribution of available seedlings;
3.
Prepare local Forestation Projects with local treasury and assessment personnel actively participating in tree-planting activities under the technical guidance of DENR;

Initiate "Plant a Tree Programs" and/or "Seedling Nurseries" for all local assessment and treasury offices as distinguished from the Forestation Projects; and
5.
Encourage all Local Government Units (LGUs) to allocate funds for hiring personnel who would tend or maintain the Forestation or local treeplanting/seedling banks projects.
Efforts and progress of undertakings related to the National Forestation Program (NFP) and the local projects should be included in the regular Regional Operations report. Immediate compliance herewith i" njoined.
