CREATING A JOINT BIR-BOC COMMITTEE FOR PURPOSES OF ESTABLISHING THE CORRECT VALUATION OF ALL IMPORTED MOTOR VEHICLE TO DETERMINE THE CORRECT DUTIES AND TAXES ON THESE VEHICLES.
In the exigency of the service and in order to determine the correct duties and taxes on all imported motor vehicles, protect the revenue of the government and to ensure the orderly and efficient implementation of pertinent provisions of the National Internal Revenue Code (NIRC) and the Tariff and Customs Code of the Philippines (TCCP), as amended, a Joint Bureau of Internal Revenue (BIR) —Bureau of Customs (BOC) Committee to be chaired by this Department is hereby created to be composed of the following officials:

The Committee is hereby tasked to study and review existing regulations dealing in the valuation and the basis of determining assessment of duties, taxes and excise taxes on all imported vehicles and come out with an amendment, suggestions or recommendations thereon for efficient and effective implementation thereof and to submit their recommendations and/or suggestions, including the draft of the proposed amendments, if any, within thirty (30) days from the issuance of this Order. Thereafter, the Committee shall determine the correct valuation of all imported motor vehicles, whether for personal use or for resale, on a regular basis based on applicable laws, rules and regulations to ensure the correct assessment of duties and taxes. The Committee is further tasked to furnish the Secretary of Finance and the Presidential Adviser on Revenue Enhancement, every fifteen (15) days, a report of its accomplishments and performance. This Order shall take effect immediately.
