In the interest of the service and in connection with the forthcoming Philippines Development Forum (PDF) on Mindanao, particularly on Bangsamoro, hosted by the Government of the Republic of the Philippines, through the Department of Finance (DOF), currently scheduled from 08-09 September 2014 in Davao City, Philippines, a special DOF Secretariat is hereby created to perform the following functions: a. to undertake, coordinate and/or arrange all the necessary substantive preparations and logistical arrangements for the said event, including all the preparatory meetings/workshops prior to it; b. to attend and participate in all the meetings/workshops prior to and during the PDF for Mindanao within and outside Metro Manila; and c. to perform other necessary functions as may be necessary to successfully carry out the PDF for Mindanao from 06 June 2014 to 11 September 2014.

The travel of the said officials and personnel shall be on official time and they shall be authorized to charge and/or reimburse all expenses incurred during the duration of the DOF Secretariat from the budget for the hosting of the PDF which include, but not limited to, airfare costs, travel and terminal tax, actual hotel accommodation costs, meal expenses during official meetings/workshops, transportation costs, and all other expenses as may be allowed under the existing government rules and regulations. The reason for allowing the early arrival to the forum venue, as against the usual one day before and day after rule, is in order for the foregoing DOF officials and personnel to attend pre-forum meetings with the various local and international entitiesin Davao City as well as to properly coordinate the logistical arrangement for the said forum. In addition, the above-mentioned DOF official and personnel whose salary grade are 25 and below shall likewise be authorized to claim and receive non-monetary remuneration for overtime services rendered (Compensatory Time-Off) incurred during the duration of the DOF Secretariat, including weekends and holidays, since they will perform additional assignments other than their regular function, in accordance with Civil Service Commission and Department of Budget and Management Joint Circular No. 2 dated 04 October 2004. This order shall take effect immediately.
