In order to provide the Bureau of Local Government Finance with the opportunity to plan its programs and activities for CY 1990 and to develop management approaches and operating procedures that would maximize available resources and improve the performance efficiency of its personnel complement, the said Bureau is hereby authorized to conduct a Planning Conference for CY 1990 at the Insurance Institute for Asia and the Pacific, Ayala, Alabang, for the period from November 30 - December 2, 1989, inclusive. The Planning Conference shall he attended by all Regional Directors and Assistant Regional Directors, and the following key officials of the Bureau: GREGORIO A. BARRETTO HELEN T. NAVARRO WILLIAM A. In this connection, Director Carlos of the said Bureau is hereby authorized to make arrangements for the Planning Conference and to enter into a contract for and in behalf of the Bureau with the Insurance Institute for Asia and the Pacific, and to ensure the attainment of the objectives thereof. She is likewise hereby authorized to assign employees of the Bureau to compose the Secretariat which shall perform such clerical and other work incidental thereto. Attendance in the Planning Conference shall be considered as on official business and the participants from the Bureau shall be entitled to transportation expenses, per diems and other authorized allowances, chargeable against the funds of the Bureau of Local Government Finance and expenses of the Regional Directors and Assistant Regional Directors shall be chargeable against the funds of their respective regions, subject however to the usual accounting and audit regulations.
