CREATING A FINANCE DEPARTMENT ANTI-GRAFT TASK FORCE
Pursuant to Presidential Instructions, there is hereby created in the Department of Finance a Finance Department Anti-Graft Task Force, the mission, functions and organization of which shall be as follows: I.
MISSION
To promote among the personnel of the Department of Finance and its Bureaus and attached agencies a high level of public ethics and accountability and to eliminate or minimize corrupt practices and corrupt personnel. II.
FUNCTIONS
To actively participate in and assist efforts by all 1. sectors of our society towards the attainment of our people's aspiration as reflected in the above mission. To formulate a comprehensive plan for the promotion of 2. public ethics and accountability and the control of graft and corruption in the Department and its Bureaus and attached agencies. To initiate, supervise and monitor programs aimed at 3. combatting negative bureaucratic behaviour in the Department of Finance, including the filing; of administrative cases where appropriate. To receive, evaluate and file with the appropriate bodies 4. graft and corruption practices complaints filed with the Secretary of Finance. To set up and administer a system of merit awards for 5. conspicuous display of honesty and integrity in the performance of duty.

6. To periodically submit reports on the progress of the foregoing programs and procedures to the Secretary of Finance and through him to the President and/or such relevant committees or task forces as she may create. III.
ORGANIZATION
The Committee shall be composed of the Commissioner, Economic Intelligence and Investigation Bureau as Committee Chairman, the members shall comprise all Finance Undersecretaries or their representatives and the Heads of the following offices or their respresentatives:

Insurance Commission The Chairman may designate members from other Department offices and attached agencies as necessary. IV.
REPORTS
The Committee shall submit to the Secretary of Finance, copy furnished the Cabinet Secretary, Mr. Jose de Jesus, a Monthly Report of Accomplishment. A monthly summary of the Committee's activities including but not limited to violations reported, apprehensions, disciplinary action taken, exemplary acts of public service and honesty within the Department shall also be issued to the PRESS.
