Save the Date for the Colorado Emergency Management Conference in 2016
The dates for the 2016 Colorado Emergency Management Conference hosted by DHSEM and CEMA have been set for March 8-10, 2016 in Colorado Springs at the Hotel Elegante. Information on registration, conference fees and agendas will be shared in future Updates.

Jeremy Utter new DHSEM Logistics Section Chief DHSEM is pleased to announce the addition of Jeremy Utter as Logistics Section Chief within the Office of Emergency Management. Utter began his assignment on October 26, 2015. He brings nearly 20 years of local, state and federal experience in a wide variety of aspects of emergency response and management to the team, and has earned numerous honors and awards during that time. Vanessa Castillo new DHSEM Mitigation Specialist Please DHSEM in welcoming Vanessa Castillo, Mitigation Specialist. Castillo received her BA in Geography and Environment from Boston University in 2010 and completed her Master of Science in Urban Planning from Florida State University in 2014. Additionally, while working on her Masters Vanessa participated in the Peace Corps serving as a Micro-Enterprise Adviser in Togo West Africa for two years. Professionally, Vanessa worked as a Mitigation Planner with the Florida Division of Emergency Management and most recently worked as an Insurance Specialist with the Social Security Administration.
DHSEM Volunteer of the Year 2015 Nominee Request
It is time again to start the selection process for regional DHSEM Volunteer of the Year Awards. Volunteers are the backbone of Community Preparedness programs. They are invaluable to us during disaster response & recovery efforts as well. The process will be the same as last year. • We are looking for one awardee from each of the nine all-hazard regions. • The selection is best made through your regional citizen corps council/committee and/or regional Board of Directors. Each region is organized differently so it is up to the region to decide which committee would be the best fit to make the awardee selection.

A short narrative is required, explaining why the nominees should receive the award. The regional selection committee should review the narratives and vote to select one volunteer to receive the award. You MUST work through your Citizen Corps Council/and or Regional Homeland Security Board to nominate worthy individuals. These entities will make the final selection. I will only take nominees from the Homeland Security Coordinators for each region. The awards will be presented at the Emergency Management conference March 6-8 in Colorado Springs.
SBA Economic Injury Disaster Loans Available to Colorado Small Businesses
Small, nonfarm businesses in Delta, Gunnison, Mesa and Montrose counties are now eligible to apply for low-interest federal disaster loans from the U.S. Small Business Administration (SBA). These loans offset economic losses because of reduced revenues caused by the severe freezes in Delta County that occurred April 2 - 19, 2015, announced Director Tanya N. Garfield of SBA’s Disaster Field Operations Center - West. Small, nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may qualify for Economic Injury Disaster Loans (EIDLs) of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred. By law, SBA makes EIDLs available when the U.S. Secretary of Agriculture designates an agricultural disaster. Secretary Tom Vilsack declared this disaster on October 28, 2015. Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at https://disasterloan.sba.gov/ela. The deadline to apply for these loans is June 28, 2016.
Update CERT and Citizencorps Information in the FEMA Registry
FEMA has improved the online Citizen Corps/CERT Registration System and needs you to update your information by Friday, December 4. This will help FEMA provide you with better support and ensure the data accurately reflects the state of Citizen Corps Councils and CERT programs throughout the nation. Gov. Hickenlooper submits National Disaster Resilience Competition Phase 2 Application
Gov. John Hickenlooper and the Colorado Resiliency and Recovery Office (CRRO) today submitted Colorado’s Phase 2 application for the National Disaster Resilience Competition (NDRC). The NDRC is a billion dollar federal competition for communities that have been struck by natural disasters in recent years that was announced in July 2014 by the U.S. Department of Housing and Urban Development (HUD). The NDRC makes available $1 billion in funds, with a maximum award of $500 million to any one applicant. Colorado is one of 40 eligible applicants that were successfully moved on to Phase 2 in the competition, partnering with communities in Boulder, Larimer and El Paso Counties who met the NDRC’s strict impact, distress and unmet need thresholds. HUD plans on awarding NDRC funds by January 2016. The process for this application has been guided by the content and principles of the Colorado Resiliency Framework that has provided a collaborative forum for communities to develop an integrated, broad range of strategies to build and enhance local resilience.
