DHSEM Update ~ January 29, 2016 Information and Updates Applications Available for Colorado Emergency Management Academy

Applications are now being accepted for the 2016 Colorado Emergency Management Academy. The academy begins on May 10, 2016. This is a nine-month program is tailored to emergency managers across the state. The program is free. Graduation will take place on November 17, 2016. The academy details related to timelines and course pre-requisites are available on the DHSEM website. Submit your application by February 15, 2016 for consideration.

FEMA Seeks Comments on a Disaster Deductible Concept

FEMA has asked DHSEM to share the information below regarding the proposed disaster deductible. Please visit the link below to share your comments on the concept. The FEMA press release states: In response to calls over the last several years from Members of Congress, the Government Accountability Office, and the Inspector General for FEMA to reform how the federal government supports states following disasters, FEMA is exploring the concept of a disaster deductible. The Agency believes that such an approach has the potential to incentivize mitigation strategies and promote risk-informed decision-making to build resilience, including for catastrophic events; reduce the costs of future events for both states and the federal government; and facilitate state

and local government planning and budgeting for enhanced disaster response and recovery capability through greater transparency. This new concept would involve asking states to meet a predetermined level of state disaster funding or investment in resilience prior to initiating additional federal assistance through the Public Assistance program following a disaster declaration. This approach would be a significant change and FEMA is committed to a transparent stakeholder engagement effort to explore how and if it should be adopted. FEMA is therefore seeking public comments on all aspects of this concept. Comments must be received by March 21, 2016, and may be submitted through www.Regulations.gov under docket ID FEMA-2016-0003, or through the following link: https://federalregister.gov/a/2016-00997 FEMA is seeking comments on all aspects of the deductible concept including how to calculate the deductible, the scope of the deductible, how to determine the structure of credits to satisfy the deductible, how this concept could influence change, implementation considerations – including applicability to tribes and territories – and an estimated impact. FEMA Seeks Applicants for Youth Preparedness Council

FEMA sent out the following request this week for Youth Preparedness Council applicants. The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is seeking applicants for its Youth Preparedness Council. The Youth Preparedness Council offers an opportunity for youth leaders to serve on a distinguished national council and participate in the Youth Preparedness Council Summit. During their two-year term, the leaders will complete a national-level group project and share their opinions, experiences, ideas, solutions, and questions regarding youth disaster preparedness with the leadership of FEMA and national youth preparedness organizations. Individuals in their freshman or sophomore year of high school that are engaged in individual and community preparedness, or have experienced a disaster that motivated him or her to make a positive difference in their community, may apply to serve on the Youth Preparedness Council. Adults working with youth or community preparedness are encouraged to share the application with youth who might be interested in applying. Youth interested in applying to the Council must submit a completed application form, two letters of recommendation, and academic records. Specific information about completing and submitting the application and attachments can be found in the application instructions. All applications and supporting materials must be received no later than March 1, 2016, 11:59 p.m. PST in order to be eligible. New Youth Preparedness Council members will be announced in May 2016. Kudos and Job Well Done • • • •

DHSEM thanks Gordon Owen for a job well done and wishes him good luck as he embarks on a new career with U.S. Northern Command in Colorado Springs as the new Emergency Management Specialist for the Interagency Directorate (J9) as of February 8, 2016. DHSEM welcomes Cassandra Wagner and Todd Loggins to the Office of Emergency Management. Wagner is the new Unit Administrative Assistant. Loggins is assigned to the CDBG-DR program within the Mitigation and Recovery Section of the division. DHSEM announces the promotion of Cindy Vonfeldt to the position of State EOC Exercise Officer. She will begin her new assignment on February 1. Kudos received from Jon Surbeck: “I’d like to thank you each for whatever part you each had in making the L-381 class possible for me. The instruction and content was fantastic. All in all, I’d say this was by far the best ICS class that I have attended in recent memory. The class was instructed by a great cadre of knowledgeable and credible instructors. In addition, the class was attended by a solid group of folks that were there to learn and to sharpen their skills. There was a palpable sense in the air; people were there because they wanted to be there, not because they had to be there.” DHSEM’s Colleen Gadd and Lynn Bailey and CWFIMA’s Wendy Fischer worked tirelessly to provide the courses and instructors for the 2016 academy. Thank you.

NFPA Wildfire Community Preparedness Day Funding Opportunity

The National Fire Protection Association’s (NFPA) Wildfire Community Preparedness Day (Saturday, May 7, 2016) campaign launched yesterday (January 11) and it includes 125 project funding award opportunities in the amount of $500 each for implementing projects on May 7 that reduce wildfire risk or post-fire impacts. Funding for the project awards is being provided by State Farm. Applications for the awards are due to NFPA by February 28. Project funding awards are open to everyone and potential applicants include individuals, neighborhoods, youth groups, homeowner associations, civic organizations, fire departments, park/open space and forestry agencies; it is not a requirement that applicants be part of an active Firewise Community.
