DHSEM Update ~ December 2, 2015 Information and Updates 2016 Colorado Emergency Management Conference and Call for Speakers

Call for Speakers for the 2016 conference. This year’s theme is “Capability and Capacity: Preparedness isn’t by Coincidence.” Presentations that focus on current issues, Whole Community, creative best practices, and participant reaction are strongly encouraged and will be given preference. Multiple submissions are welcome. Breakout Group Tracks and Session Types This year’s conference will be focused on four breakout group tracks: Best Practices, Whole Community, Changing Conditions, and Leadership. Each track will have an opportunity for 40 and 60 minute sessions. The proposals are due to the conference committee at the close of business on December 15, 2015. Submit proposals online with this form. The dates for the 2016 Colorado Emergency Management Conference hosted by DHSEM and CEMA have been set for March 8-10, 2016 in Colorado Springs at the Hotel Elegante. Information on registration, conference fees and agendas will be shared in future Updates.

CEMA Awards Nominations Deadline December 5

The CEMA Awards Committee will be accepting nominations until December 4, 2015 from its membership, partners, and cooperators for the following annual awards: • “All-Hazards Emergency Manager of the Year” Award (One from each all-hazard region) • “Rookie Emergency Manager of the Year” Award • “The Mike Gelski Award for Outstanding Volunteer Achievement” • “Public/Private Partnership” Award Equally important is the President’s opportunity to recognize one or more CEMA members who has given both time and commitment to the organization and the service it provides through presentation of a “CEMA President’s Award”. Those with nominations for this award are asked to contact Mike Chard directly to share the reasons your nominee has earned this recognition. These nominations can be sent to me directly at [email protected].

DHSEM Grant Information and Updates

Each week an update is posted to the DHSEM website with the follow information: • Mitigation and Recovery Program Report for all grant program coordinated by DHSEM. • Grant Calendar with important deadlines and training events. • Public Assistance Status Update posted to DHSEM website. • Potential Contractor List FEMA has issued a new program and policy guide that goes into effect on January 1, 2016. It is available on the FEMA website. The guide takes the information that was previously spread out through various Public Assistance program publications and condenses it into one location. Please note that this guide is not retroactive and will only apply to declarations that occur after January 1, 2016. DHSEM has very exciting news. FEMA has closed out the first large project on DR-4145 (2013 floods). This is a huge milestone, but hopefully only one of many, many more to come in the near future. The subrecipient, Left Hand Water District, was very responsive and organized, which greatly contributed to the turnaround time. In the next few weeks, we will be working closely with our finance team to determine the process for final payments and grant agreements. FCC Issues Notice of Rulemaking for Wireless Emergency Alerts

The Federal Communications Commission (FCC) has recently issued a Notice of Proposed Rulemaking (NPR) in the matter of Wireless Emergency Alerts (WEA). Essentially, they’re listing a number of proposed changes to WEA and are requesting comments from the community on what you think is a good idea, bad idea, and why. FEMA Assistance to Firefighters Grant Program Application Period Opens December 7

This serves as notification that the U.S. Department of Homeland Security’s Federal Emergency Management Agency’s Fiscal Year 2015 Assistance to Firefighters Grant Program (AFG) will open on Monday, December 7, 2015 at 8 a.m. eastern time. The application period for the FY 2015 AFG Program closes on January 15, 2016 at 5 p.m. eastern time. The Department of Homeland Security Appropriations Act, (Pub. L. 113-76) provides $306,000,000 in AFG Program funding to assist fire departments and nonaffiliated ambulance and emergency medical service organizations meet their firefighting and emergency response needs. The AFG Program enables these organizations to obtain the tools and resources necessary to more effectively protect the health and safety of the public and emergency response personnel. Grant guidance for this program will be available at www.grants.gov, and at http://www.fema.gov/firegrants/afggrants/index.shtm. Further, the “Get Ready Guide”, available at http://www.fema.gov/pdf/firegrants/Get_Ready_Guide.pdf, may also be useful for potential applicants and is provided to answer questions and to help prepare grant applications. FEMA Webinar: National Flood Insurance Plan Changes

FEMA announces the first of the Regional Webinar Series to inform congressional, state, tribal, and local officials, as well as floodplain administrators and other stakeholders, of changes to the National Flood Insurance Program specifically related to those communities that have been newly mapped. We are offering two webinars for this specific audience: December 9th and December 16th. DHSEM Volunteer of the Year 2015 Nominee Request

Submit your regional DHSEM Volunteer of the Year Awards. Volunteers are the backbone of Community Preparedness programs. They are invaluable to us during disaster response & recovery efforts as well. The process will be the same as last year. • We are looking for one awardee from each of the nine all-hazard regions. • The selection is best made through your regional citizen corps council/committee and/or regional Board of Directors. Each region is organized differently so it is up to the region to decide which committee would be the best fit to make the awardee selection. • A short narrative is required, explaining why the nominees should receive the award. The regional selection committee should review the narratives and vote to select one volunteer to receive the award. • You MUST work through your Citizen Corps Council/and or Regional Homeland Security Board to nominate worthy individuals. These entities will make the final selection. I will only take nominees from the Homeland Security Coordinators for each region. • The awards will be presented at the Emergency Management conference March 6-8 in Colorado Springs.
