DHSEM Update ~ March 31, 2016 Information and Updates Private Sector Representative Needed for Homeland Security All-Hazards Senior Advisory Committee

There is a vacancy on the Homeland Security All-Hazards Senior Advisory Committee (HSAC) for a Private Sector Representative. Interested parties are asked to submit a resume by Monday, April 4 to Sara Spaulding, [email protected]. An appointment will be made by CDPS Executive Director Stan Hilkey at the April 11 HSAC meeting.

Public Assistance DR-4229 Quarterly Reports due April 15, 2016

This is a reminder that the Second Quarter 2016, January-March Quarterly Report, for FEMA DR-4229 is due on April 15, 2016. Reporting for the PA Program is REQUIRED on all obligated large projects on a quarterly basis. Extensions to the deadline will only be considered for Applicants with more than 20 large projects. Important clarifications: • The “Expended to Date” amount should include all cumulative costs incurred on the project to date, including insurance considerations. • Failure to submit the Quarterly Report may result in deobligation of project funding by FEMA. If you have any questions or would like assistance in completing your Quarterly Report, please send your inquiries to your Recovery Liaison or to [email protected].

HMGP and PDM Grant Receipt Quarterly Reports due April 15, 2016

The Hazard Mitigation Grant Program and Pre Disaster Mitigation grant recipient Second Quarter 2016 Report (JanuaryMarch 2016) for FEMA DR-4145, and for PDM 2015, are due by April 15, 2016 in the EM Grants system. Early reporting is always appreciated. For programmatic reports please remember to detail your particular accomplishments and timelines. Specific information is required in your Q2 Report, related to your Scope of Work (SoW) and identified tasks completed. • Provide a brief summary of the work completed and work anticipated • Provide information on the overall project status • Provide information on any impacting issues

Identify tasks completed as related to your application SoW for a local Hazard Mitigation Plan (HMP) Update or New Plan timeline, or your PDM Project

Reports that do not provide adequate planning activity status information will be flagged and returned to you requesting additional input prior to quarterly approval. A Request for Reimbursement (RFR) may be submitted at any time through EMGrants. Information on how to submit an RFR in the system is located in the User Guides on your EMGrants home page under Resources.

DOLA Releases new Resiliency Guide and Website for Local Governments

The Colorado Department of Local Affairs (DOLA) released a new Planning for Hazards: Land Use Solutions for Colorado guide and website designed to help Colorado counties and municipalities prepare for natural disasters and reduce risks through the integration of resilience and hazard mitigation. The guide and website provide a unique compilation of comprehensive materials, disaster recovery strategies, and lessons learned assembled over the years since the state's devastating fires and floods in 2012/13. The guide includes information about creating a planning framework, hazard identification, and risk assessments to help communities implement resiliency strategies. The website provides users a variety of options to obtain specific information on targeted topics that will be supplemented over time with additional videos and links to new resources. The University of Colorado Denver, who participated in development, will manage and maintain the website. In support of the state's disaster recovery efforts, DOLA provided funding for the guide and website, and collaborated with an advisory committee comprised of state and federal agencies, local governments and subject-matter experts in hazard mitigation and land use planning to create the final products. Procurement Training for FEMA Grant Recipients

FEMA is hosting two webinars regarding procurements under FEMA awards and requirements for Recipients and subrecipients when procuring services and supplies with funding under Stafford Act grant programs (Hazard Mitigation Grant Program [HMGP] and Pre-Disaster Mitigation [PDM]). This information will also apply to Flood Mitigation Assistance (FMA) awards. The webinar will cover requirements set forth in the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (2 CFR 200) so that participants can identify and avoid potential violations of the Federal procurement requirements. Violations of the Federal procurement requirements can result in reduced Federal grant funding. The goal of the webinar is to reduce applicant violations of the Federal procurement regulations by training participants on the Federal procurement requirements set forth at 2 CFR Sections 200.317 through 200.326. Kudos and Job Well Done

Jody Horn New DHSEM Contingency Planner DHSEM is pleased to announce that Jody Horn has accepted the position of Contingency Planner effective April 1st, 2016. Her recent work as a member of the DHSEM Recovery Team and planning, training and preparedness experience with the Utah Division of Emergency Management and Homeland Security significantly contributed to her selection. Her primary duties will be to assist State agencies in the completion and/or update of their applicable Continuity of Operations Plans (COOP) as well as supporting the validation of those plans through exercises as outlined in the Homeland Security Exercise Evaluation Program (HSEEP). She will be responsible for the Division portion of the State’s dam safety program by maintaining appropriate dam/ reservoir emergency action plans and participating in intra- and inter-State exercises. Horn will also assist in the review and update of the State Emergency Operations Plan and supporting those State agencies who have their own contingency plans. Finally, she will also have responsibilities within the State Emergency Operations Center. For the next several months, Jody will be splitting her time between the Operations and Recovery Teams in order to ensure a smooth transition.

Roger C. Bishop Announced as DHSEM Statewide Interoperability Coordinator DHSEM welcomes Roger C. Bishop as the new Statewide Interoperability Coordinator (SWIC) starting Friday, April 1. Bishop holds a bachelor's degree in Criminal Justice and two masters’ degrees in Military Operational Art & Science and Space Studies. He is a twenty year veteran in the United States Air Force who recently retired. His experience in the Air Force included Special Assistant - Office of the Director of the National Intelligence Agency, Executive Assistant to the Director - CIA, and numerous Chief positions (Strategic Studies, Integrated Planning, Missile & Space Domain, and Operations) while serving at Air Force Space Command and NORAD.
