The ways of promoting the local production was discussed at the meeting. The Concept of development of Batumi Boulevard was considered at the meeting, which implies the future perspectives of the Seaside Park. The members of the Council welcomed the idea a localization of locomotives, which foresees the local production of locomotives. It was mentioned that the competition on the procurement of locomotives announced by JSC “Georgian Railways” will end on December 28. In the new building of the Agency it is planned to establish radically new maritime life-saving management coordination centre equipped with ultramodern radio technical facilities which will be integrated with all the systems for monitoring of ships movement in the port. This will give the Agency an opportunity to engage directly in united system of European Union and to have comprehensive information about movement of any ship within the European Union. As it was noted at the event, the new administrative building will create significantly more comfortable environment and will give the crew of the Agency an opportunity to serve rapidly and effectively the sailors and other representatives of maritime sector. “We plan to offer more flexible, comfortable and competitive service to the ship owners. According to the initiative of the Maritime Transport Agency, in the nearest future, the 24/7 type service will be implemented in relation to the ships involved in the international navigation, when the ship owners will have an opportunity to receive any service relating to the registration of ships during 24 hours of any day of the week. It is also planned to simplify the tariff policy of registration in relation to the ships engaged in international navigation. This will make the Georgian flag more attractive for the foreign ship owners, and will result in more payments for ships tons’ burden to the treasury of the country,”– Dimitry Kumsishvili said. In his speech, the Minister also covered the important achievements resulting from large-scale reforms. “It is of particularly important that on November 22, 2013, the European Commission has recognized the certificates of competency of sailors issued by the Maritime Transport Agency. It will give the Georgian sailors an opportunity of employment on the ships sailing under the flags of the European countries. This is really a great achievement for the whole country and especially for the maritime sector,”- the Minister said. According to Dimitry Kumsishvili, the large-scale reform which was implemented in order to recover the image of Georgian maritime flag and for raising its recognisability on the international level is also very important. “For the first time in the history of the Georgian maritime flag, we were able to escape from the

On December 7, Minister for Economy of the Republic of Latvia, Dana Reiznice Ozola visited Georgia. Within the visit, Latvian Minister of Economy met the Minister of Economy and Sustainable Development of Georgia, Dimitri Kumsishvili. Issues related to the bilateral trade and economic relations were discussed during the meeting. On the same day, Georgian and Latvian Ministers officially opened the conference on business cooperation and made reports for Georgian and Latvian businessmen. Bilateral development of business cooperation, promotion of investments and the issues related to deepening of trade and economic relations were discussed during the meeting. The meeting was held at the Georgian Employers Association’s Office. As the Minister of Economy and Sustainable Development of Georgia, Dimitry Kumsishvili stated, Latvia is the significant political, trade and economic partner to Georgia. According to the Minister, despite having positive economic features, there still is a big potential in trade sector. He also noted that Georgia will support attraction of Latvian capital into Georgia’s economy. Latvian Minister of Economy, Dana Reiznice Ozola expressed high interest regarding the development of bilateral economic cooperation. According to her, there is a huge potential of cooperation in business sector between the two countries in such areas as pharmaceutics, energy, tourism, etc. Within the framework of the visit, Dana Reiznice Ozola together with Dimitry Kumsishvili will officially open the intergovernmental session on economic, industrial, scientific and technical cooperation. At the end of the visit, Minister for Economy in the Republic of Latvia, Dana Reiznice Ozola will visit the Ilia State University Fab-lab.

Negotiations on signing a Free Trade Agreement between Georgia and China are launched – it was a statement of the Minister of Economy and Sustainable Development of Georgia, Dimitry Kumsishvili who is paying an official visit to the People’s Republic of China. Dimitry Kumsishvili signed a Memorandum of Understanding with the Chinese party which will serve as a basis of conducting negotiations on the Free Trade Agreement. “It is important to note that both parties are ready to complete the negotiations as soon as possible, so that the private sector should be given the opportunity to increase business and trade. For our country, this is an event of outmost importance. I would like to point out that today we have preferential trade regimes on 800 million people markets, while after signing the Agreement, we will have the access to China’s market with about 2,2billion consumers. It means that the amount of direct foreign investments will increase, new jobs will be created and the traditional branches will develop even more. We made emphasis on Georgian wine and agricultural products and we are convinced that upon the completion of the negotiations Georgian wine will gain preferential terms of entering China market,” – Dimitry Kumsishvili stated. Within the official visit to China, Dmitry Kumsishvili shall also held meetings with China National Tourism Administration and the Silk Road Foundation. In addition, the Ministry of Economy and Sustainable Development of Georgia will meet with the representatives of Chinese business circles.

In Shukeyev’s words, privatization of a controlling stake in the Georgian network of filling stations “Rompetrol is also planned , they are currently negotiating with potential investors. “Rompetrol” is the main brand of KMG International NV, 100% of its shares are owned by “KazMunaiGas”. In October of this year it was reported that the Kazakh company decided to liquidate its subsidiary Batumi Terminals Limited, which owns the terminal. In March, KazTransOil announced that the assets of the terminal had been arrested on the basis of the claim of one of the clients of the object. The subject of the litigation was the dominant position of the terminal in the transport of petroleum products, as well as the legitimacy of the tariffs for its services. Libra Trading and VIBRO DIAGNOSTIC demand Batumi terminal to compensate for damages totaling $ 62 million - these are the companies that carried out the transportation of oil products in Georgia for government agencies and the private sector and abroad. In particular, they complained about the decline in turnover and a problem due to the fact that the management of the terminal demanded additional charges from carriers using the bureaucratic hurdles as leverage. Since 2009 it is managed by an external management due to the debts to the state. For many years, the Kazakh side is trying to regain control of the company, but the three-year negotiations have not yielded any results. A few weeks ago, Kazakh media reported if the issue of the return of the gas distribution company is not solved in the near future, the Kazakh side “KazTransGas “ may request a refund of investments the company made. While the Minister of Economy of Georgia Dimitri Kumsiashvili states that the issue on the investments return is not considered. He met with his Kazakh counterpart during one of the international forums. According to him, he confirmed that Kazakhstan is an important investor in Georgia and expressed his readiness to support the Kazakh investments as much as possible. “We came to an agreement on the creation of a new working group that will review all the issues on Kazakh investments and opportunities of increasing Kazakh investors’ activity. Minister of Economy and Sustainable Development of Georgia, Dimitry Kumsishvili and the Head of the China National Tourism Administration, Li Jinzao, during the meeting in Beijing, decided on creating of a joint Georgia-China working group which will identify all the measures that will encourage Chinese tourist to visit Georgia. Giorgi Chogovadze, the Head of Georgian National Tourism Administration under the Ministry of Economy and Sustainable Development of Georgia shall be a co-chair of the working group representing Georgian party. Dimitry Kumsishvili introduced the details of Georgia’s Tourism Development Strategy to the Head of the China National Tourism Administration and highlighted its goals. According to the Strategy, up to 11 million visitors are expected to visit Georgia by the year 2015 and Chinese tourists shall probably take their share in this number. While talking about Georgia’s tourist potential, Dimitry Kumsishvili stresses on the fact that Georgia is one of the safest countries in the world. During the visit, Dmitry Kumsishvili will also meet with representatives of China’s leading travel agencies. Head of Georgian National Tourism Administration under the Ministry of Economy and Sustainable Development of Georgia, Giorgi Chogovadze will hold a presentation illustrating Georgia’s tourism opportunities.
