Experts, scientists and policy makers are discussing rapidly changing global energy environment, pressure of globalization and the trends on the International Conference on Energy Security that is currently taking place in Tbilisi. Prime Minister of Georgia attended respective Conference - International Energy Forum: Energy Security - Old and New Geopolitical Paradigm. Giorgi Kvirikashvili participated in the discussion moderated by the senior fellow in the energy and national security program at the Center for International and Strategic Studies Edward C. Chow. The Prime Minister elaborated on the steps taken in terms of the country’s energy security, the ongoing and planned energy projects, Georgia’s transit role, the country’s strategic geographical location, the investment opportunities, and importance of the Silk Belt project. “Recently we celebrated the 20th anniversary of the first transit project “Baku-Supsa” pipeline. Pipeline turned out to be the first project that put Georgia on the energy map. After implementation of several important projects since then, including the “Baku-Tbilisi-Ceyhan pipeline,” “South Caucasus gas pipeline,” “Shah Deniz” project, which guarantees supply of the additional gas to the pipeline. According to him, in terms of energy supply, Azerbaijan is the number one strategic partner of Georgia. The Prime Minister also spoke about the importance of the US support in terms of energy security. “The United States is an important strategic partner. This is a partnership that has been in place for 25 years, since Georgia regained independence. The conversation also touched upon the ability of European Union and Western countries - to foster the transit role and function of Georgia and strengthen its comparative advantage. Based on the data of the first quarter of 2016, the number of persons employed in the business sector increased by 5.9% and amounted to the 577 thousand people. Respective figure indicates that business sector has employed additional 32 257 people throughout the first 3 months, - this indicator was published by the National Statistics Office of Georgia and welcomed by the Prime Minister. As the head of the Government noted during the Cabinet Session, the sectoral analysis demonstrates that the highest growth was recorded in the agriculture industry and exemplifies the results of Government’s deliberate policy. “We have to note the improved business climate. Based on the data of first quarter of 2016, the most important growth was recorded in the construction industry. According to the data reflecting the results of the first quarter, the amount of produced goods has increased by 44%. This is caused by performing large-scale works in state (such as highways, internal roads, hydroelectric plans) and private (such as multifunctional residences, offices, hotels, main communication lines and other infrastructures) sectors. It is vitally important, since each percent in this sector is quite significant in terms of employment,” Prime Minister noted. Pursuant to the Prime Minister, the positive trends are visible in terms of growing volumes of products manufactured by business sector - in the first quarter of 2016 it increased by 15% as compared to the similar indicator from the previous year and amounted to 6.5 billion USD. The turnover of business sector has increased by 15.4%. As for the economic growth, in April 2016 it amounted to 4.3% and 2.8 in the first quarter. Pursuant to the Prime Minister, significant activation of the economic growth is visible as a result of attitude of investors and improvement of expectations. “As a result, investments and demand increase. Among the various sectors, the construction industry contributed to the growth of economy at the highest level. The activity in this field was high due to the state funded projects in terms of Ministry of Infrastructure as well as the private sector. The improved attitudes of the economic actors is obvious in terms of stabilization of the exchange rates of GEL. Banks have decreased their turnover of foreign currencies, which implies that abundant purchases and sale of foreign currencies is restricted,” - Prime Minister elaborated. Furthermore, the head of the Government noted that the tax incomes in the first five months of 2016 have increased by 8.3% as compared to the previous year and the budget spending share is positive. This issue remained to be problematic till recently. Pursuant to Kvirikashvili, fiscal stimulation in the beginning of the year was much needed and it is welcoming fact that there are fewer problems in this area throughout the first 5 months of the year. Limitation of January-May spending to 37.8% of the planned annual spending is a positive sign. “I consider that internal as well as external investors will perceive these positive data applicably and their expectations will be relevant. Investments from inside and outside the country will increase since we have developed and the Parliament has adopted an important package of tax liberalization that will make Georgian economic environment even more attractive starting from January 2017,” - Prime Minister noted.

Best growth of number of tourists and international travelers was recorded within the 5 months of this year in Georgia. Namely, based on the data of May 2016, the number of international travelers increased by 14.9% and the amount of tourisms - i.e. persons who stay in Georgia for 24 hours or more - by 24.3%. This is a very positive indicator, - Prime Minister of Georgia noted during today’s Government Meeting. According to the Prime Minister, the number of tourists from both neighboring and the EU countries increase, which is a great indicator. “The growth of international travelers by 15.3% was noticeable during the first 5 months. In 2015, the income produced by tourism was 1.94 billion USD, the growth was 8.3%, which is 149 million USD more than the similar figure from the previous year. The share of tourism in GDP is also steadily increasing - in 2015 it increased by 16.2% and was almost 6.8%, but potential is even bigger,” - Prime Minister noted.

Part of the highway - the 7-kilometer section of 12-kilometer Agara-Upper Osiauri road was opened. The event was attended by the Prime Minister. In his speech Giorgi Kvirikashvili elaborated on the importance of the new transport network construction and on behalf of the government thanked the World Bank and other international financial institutions for participation in these projects. Pursuant to the Prime Minister, the high number of tourists that currently visit Georgia will be able to enjoy high-speed highway. “I am very glad that today we have opened yet another section of this road - this is the largest part of Agara- Osiauri section. I am glad that this is happening today, because the large number of tourists that currently visit Georgia and our citizens as well as guests will be able enjoy this way. Under the umbrella of large-scale “Check in Georgia” project, a concert in Batumi is scheduled today and this road is already open for travelling, “- Prime Minister noted. The Prime Minister discussed the Government’s ambitious plan of reforms and activities aimed at spatial development that are prescribed by the fourpoint plan. Government plans to complete key transport arteries by the end of 2020. “We plan to open a few more important sections this year, including Rikoti or Chumateleti-Argveta portion of the road. Planning process has already begun most likely the real construction works will be launched in the near future. Furthermore, by the end of 2020 (and we genuinely did not plan it that way), we intend to have finalized the construction process of major roads of Georgia. By this time, as you may know, the first phase of Anaklia port will be completed and main Eastern-Western and Northern-Southern highways will also be completed. By said time, the roads linking major tourist areas including Svaneti road and its tunnels as well as Kutaisi-Abastumani highway will also be completed. We have to turn Kutaisi into the internal hub of Georgia that will connect all points. We also plan elaborate major new road projects. This year we will start the design of Mountaneous Tusheti road, since it has very versatile designation in terms of security, in terms of our country’s most important cultural heritage. We are planning to build a new road thus ensuring regional development of Racha region - the highway will connect Gomi and Racha. All this will bring a very important incentive to the development of Georgia, “- the Prime Minister said. The project is being implemented in line with European standards, which imply 4 lanes of concrete road, 2 transport units, 2 parallel bridges and 2 viaducts. Construction works employ 500 people. The company is one of the largest supplier on domestic market. It owns modern warehouse space with its equipment, passenger and freight transport with which it is smoothly carrying out the delivery of the products. The purchase of raw materials is carried out on the domestic market as well as abroad. Over 140 people are employed in the company now with the average monthly salary of 600.00 GEL.
