PLACER UNION HIGH SCHOOL DISTRICT JOB DESCRIPTION JOB TITLE: Director of Budget and Accounting Job Purpose Statement/s: The job of "Director of Budget and Accounting" is done for the purpose/s of planning, organizing, supervising and reviewing general accounting, accounts payable, accounts receivable and related accounting activity functions; to develop and control the District budgets; to perform professional accounting work; and to assist principals and department heads in budgeting and other technical finance work. Essential Job Functions: ∗
Acts as liaison and resource person with other departments; answers questions; prepares reports; provides fiscal advice on monitoring budgets for the purpose of implementing and maintaining services and/or programs.

Analyzes fiscal and procedural impact of new and/or proposed legislation on the financing and budgeting of programs for the purpose of ensuring efficient program operations.
∗
Assists in the development and implementation of goals, policies, and priorities relating to accounting, budget and financial management activities; recommends procedural and systems alternatives and solutions for the purpose of ensuring efficient program operations.
∗
Compiles, prepares, and monitors the District budget; revises the budget during the year; prepares required budget reports for the purpose of providing written support and/or conveying information.

Locates and compiles data and prepares financial reports and statistical summaries for the purpose of providing written support and/or conveying information.
∗
Maintains and controls financial records related to assigned area of responsibility for the purpose of serving as a resource to other school personnel and the Board.
∗
Performs personnel functions (e.g. recruitment, hiring, evaluations, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring that objectives of services are achieved within budget.

Plans and assigns the work of subordinates; checks and verifies the accuracy of accounting work performed in maintaining records of financial transactions for the purpose of managing assigned operations in accordance with school policies.

Plans, organizes, and coordinates assigned areas of responsibility such as financial accounting, accounts payable, accounts receivable and payroll for the purpose of managing assigned operations in accordance with school policies.

Provides advice and counsel to management regarding budget preparation; locates and compiles budget data; makes financial projections for the purpose of ensuring efficient program operations..

Prepares special financial statements and budget reports as requested for the purpose of providing written support and conveying information.
∗
Responds to requests for information and assists auditors in their review of financial records; performs internal audits at school sites for the purpose of ensuring efficient program operations.

Supervises personnel for the purpose of carrying out objectives within areas of responsibility.
∗
Trains assigned personnel in office operations and procedures; answers questions regarding federal, state and local regulations for the purpose of ensuring efficient program operations.
Other Job Functions: * Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities. Job Requirements - Qualifications:

Experience Required: Three years of experience in school accounting, auditing, budget or finance work, including some lead responsibilities.

Skills, Knowledge and/or Abilities Required: Skills to operate standard office equipment including use of basic computer applications, use English in both written and verbal form, use correct spelling, grammar and punctuation, perform basic arithmetic calculations. Knowledge of standard accounting requirements; principles and practices of school finance, accounting and auditing; data processing systems and practices; principles and practices of budgeting, appropriate laws, codes and regulations. Abilities to sit for prolonged periods, work accurately, with attention to detail and with minimal supervision; understand and carry out oral and written instructions. Significant physical abilities include reaching/handling/fingering, talking/hearing conversations, near visual acuity/visual accommodation.

Education Required: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in accounting, finance or a related field.

Licenses, Certifications, Bonding, and/or Testing Required: Criminal Justice Fingerprint Clearance.
