In the interest of the service, Mr. Gregorio A. Castillo, Assistant Secretary for Personnel Management & Development, is hereby delegated the authority to sign the following official papers and/or communicationes 1:..
Transmittal of applications for retirement to the GSIS after determining that there is no pending complaint or shortage.
2..
Transmittal to the Office of the President of request for authority of officials and employees in the Ministry including its bureaus and offices before obtaining or accepting employment in any capacity in any private agency, office, or institution pursuant to Memorandum Circular No. 1025 dated November 26, 1977;
3.
Action on request for nominees to training course/scholarships; a) when there is no nominee from the Ministry; b) when there is/are nominee/nominees:provided that the Minister/Deputy Minister has already indicated his approval;
4.
Transmittal of nominations coming from the different bureau office head to the NED&/0ffice of the President after approval by the Ministry head;.
5.
Preliminary actions on offers to sell office equipment and supplies or services;
6.
Replies to invitations for resource persons/speakers from the Ministry of Finance;
7.
Training course design, worksheet syllabus line-up of speakers, certificate of completion, etc, in connection with Ministry Ia-Service Training Courses;
8.
Ministry Memorandum Circulars inteed for the dissemination of information to officials and employees;

Regular periodic reports required by regulating agencies• such as the Civil Service Commission when they pertain to personnel management and human resource development;

Action on application for leave (vacation/sick) of division chiefs. and their assistants. not exceeding one week;
13.
Action on request for transfer without cost of disposable property;
14.
Requisition for books, periodicals, etc,; and
15.
Action reiterating previous decision of the Ministry regarding personnel transaction.
All existing orders or circulars inconsistent herewith are hereby revoked or modified accordingly. This Order shall take effect immediately.
