All Regional Directors for Local Government Finance, this Ministry; the Commissioner for Finance, Metropolitan Manila Commission; Provincial Governors, City Mayors, and Municipal Mayors; Provincial/ City/Municipal Treasurers; and Others Concerned.
SUBJECT
Payment of Wages to Casual and Emergency Employees in Local Government Offices.
In the exigencies of the service and in response to numerous requests received by this Ministry from local government officials, Provincial, City and Municipal Treasurers are hereby authorized to continue paying the wages of casual and emergency employees in their respective localities subject to the following guidelines: 1)
That such casual or emergency employees have valid appointments;
2)
That no additional funds other than existing appropriations for payment of said wages shall be utilized for the purpose;
3)
That such casual or emergency employees are performing tasks, duties and functions in priority, or urgentlyneeded, services certified by the local chief executive, such as but not limited to health, hospital, and sanitation services; revenue-generation activities; repair and maintenance of roads, buildings, and other public infrastructures; agricultural or food production projects; relief and rehabilitation work, and other essential services; and
4)
That wages shall be limited to the number of days or time periods of actual services rendered by the casual or emergency employee duly certified to by the Chief of Office or Department Head directly exercising supervision over him.
The above guidelines shall apply only to provinces, cities and municipalities covered by paragraphs 2 and 3 (p. 1) of Ministry Order No. 7-86 dated March 13, 1986 of this Ministry. However, Officersin-Charge of local governments falling under paragraph 1 of said Ministry Order may, at their discretion, apply the same in their respective localities for purposes of conserving or maximizing available local funds.
ISANG BANSA, ISANG DIWA, ISANG WIKA
This Order accordingly amends Ministry Order No. 7-86, dated March 13, 1986, of this Ministry and shall remain in force and effect until December 31, 1986 unless sooner revoked or modified. This Order takes effect immediately. Strict compliance herewith is hereby enjoined.
